I started the group. I have never heard of a Super leader. I promoted 1 to commander, and that seems to be all i can do. It makes no sense ???????????
I't might be a bit obvious but members have to be online to be promoted.

The Super Leader is a rank introduced in Issue 14. There can only be one Super Leader per super group, and the Super Leader can change rank permissions for every other rank, including regular Leaders. When Issue 14 went live, the Leader who had been online the most recently automatically became Super Leader of the group. If a Super Leader character is offline for longer than whatever your super group's auto-demotion period is (could be as little as 15 days or as many as 45), then the next Leader who logs in becomes Super Leader.
There's no way for a Super Leader to take permissions away from himself, so if you can't promote someone, then someone else has become Super Leader of your super group and changed the permissions. Or there's some funky bug happening.
