Break down Perma-Dom

I recently got back into Dominators and am now playing a lvl 24 Mind/Energy Assault. I had a lvl 46 Mind/Psi Dom back before the new Dom changes, but I deleted him due to poor solo performance. I like the combo, cause it is almost like a Blaster with some serious holds/controls. Anyway, I digress from my point. I am interested in knowing how to create a Perma-Dom. So I guess my question is can someone link me to someplace that as this information.

Also, can someone give me a round about price on how much those IO sets will cost me and at what lvl can one actually start getting into perma domination?

Permadom: slot up on IO sets that have recharge as a set bonus, plus get some Luck of the Gambler Global recharger boosters and hasten. Minimum level and price varies depending on power sets and market conditions.

In Dragonball Z there are three levels of the Super Saiyan (fusions are ignored along with DBGT)

In COV there are 3 levels of Permadom.

Permadom a.k.a. Permadom 1: 70% recharge from IO bonuses plus 6 slotted hasten. Your build will likely be a bit clunky and you risk frequent dom/hasten power crashes.

Ascended Permadom a.k.a. Permadom 2: 90% recharge from IO Sets plus 6 slotted hasten = Permadom+Permahasten. A better build, fewer power crashes.

But just wait…..it gets better…..

Cut to a scene of Recluse and his henchmen……

Ghost Widow: "Has he really found a way to surpass an Ascended Permadom? Is that possible?"

Scirocco: "Nah he must be bluffing, I mean what would that make him, double ascended?"

Cut back to the dominator as he starts building power: "And THIS…..!"

Lord Recluse: "What's he doing?!"

Dominator: "IS TO GO….EVEN FURTHER…..BEYOND!"

Insert gratuitous 10 minutes of yelling and screaming from the dominator as power levels build to unprecedented levels while every watches in shock and awe……

"Sorry that took so long, it takes time to power up. In this form (125% recharge from io sets), hasten isn't needed…..and you can call this Super Permadom 3"

What do you put into the 6 slotted Hasten? 3 Recharge and what else?

More recharge.

Yes, you're being hit hard by ED, but it still provides a significant benefit in minimizing or eliminating the downtime of hasten.

Personally I'd much rather put together a build that does the job without 6-slotting it.

More Permadom treads *sigh*

Mind/Energy is a good combo, cheap sets are fear, confuse, taunt, stuns, and KB, which that set has a lot of for a real cheap early permadom take the presence pool. Honestly not worth it anymore with the new changes, I did it for the damage boost mainly, the other good effects that came from it were mez protection, extra mag, all powers benefit from the faster recharge, and the end bar refill.

If you wanted to do it without too much gimping.

6 slot all ranged powers with the KB set that gives 7.5% recharge

5 slot snipe for Manticore set.

That gives you 37.5%

5 slot sleep powers for Sandman set

5 slot confuse powers with confuse set

and 5 slot fear with Abyss set

That gives you 31.25%

Total of 68.75% and I promise you probably haven't spent more than 3 mil

just get another 5% from a resistance set or some other set and you are perma without too much gimping.

I love my Fire/Psi permadom. I built it before the I15 changes as a farmer, and now that the damage buff's been removed from Domination I don't use it for that, but permadom is still invaluable both for the mez protection as well as the ability to lock down an entire spawn of bosses in one go. My final build calls for somewhere around 110% global recharge + Hasten (i.e. Hasten is perma) but I didn't bother to slot the LotGs and I'm now sitting somewhere in the mid-90s. For my build, permadom is necessary because I don't have Stamina and I rely on Drain Psyche and Domination recharges to keep my endurance going.

Mind/Energy should be fairly cheap to build for a permadom, the poster above me hit the nail on the head.

For "Permadom 1" you only need 3 slotted Hasten along with the 70% global recharge. Of couse if you don't pay close attention or get hit with any -recharge it will drop.

It's better with the 6 slot hasten. any time you can shave off hasten recharge helps

90% recharge from io plus 6 slot hasten is the minimum for permdom/permhasten. the more recharge from io u can get, the less slots needed for hasten

I quite agree with you Mac, perdom is still quite useful and viable despite any ish 15 changes to the Dom. Also being Permdom 2 or 3 is far from gimp, regardless of powersets.

Now to finish working that Earth Assault SP3 build I've been designing....

Yeah true there but can only have one of each, but they still give good benefits, and they are the cheapest of the purple sets, but what I gave could get you perma before you hit epics and the whole build would still cost less that one of the purples.

But when you hit 50 if you have the money those two sets are a big recommendation.

Another good thing about purples is the bonuses go all they way back to level 1. I only have one dom that I have invested 5 purple sets into I think he can go as far back as level 23 and still be perma, level 7 if I had a Rad Corr.

If you care about permahasten, which I consider drastically overrated given that it's downtime is a handful of seconds with 90% recharge but without those 3 extra slots, still leaving you with a substantial cushion for permadom. That was the "doing the job" I was referring to.

Wow, thanks for all the replies. I will get to work on these a.s.a.p. 1 more question, what is the earliest one can get to perma dom, is it at least lvl 35 or is it lower.

In terms of keeping permadom while exemplared, someone was able to make a build that was exemplar-friendly down to level 20. In terms of getting it during natural leveling, I'd say the early to mid 30s would be a decent bet - you start getting slots in more powers and higher-level IO sets with better set bonuses start opening up.

My play partner has a Mind/Psi permadom at level 25, but he's crazy. He used purples along with other oddball sets, surprisingly no LOTG 7.5 as his is a 'theme' toon so he took Hover/Fly etc.

Now he's bored and is IOing his Elec/Shield Brute heh.

But what's been said is accurate. I have 70%+ recharge on both builds of my Mind/Fire (the PvP side has close to 85-90%) and it still works fine.
