Yes. You can earn respecs through Veteran Rewards, recipe drops, or else completing the Respec Trials (you may get a total of 3 respecs through the use of the Trials)
Some power changes were made for Issue 16, so there's a high probability that a Free Respec will be granted to all when it is released.
Teams are the number one killer of soloists.

Or you can just earn one by either crafting the recipe for it or doing the respec trial.
I don't think anyone does the trial any more, though. It's been so long since I've seen people doing it ;_;
If you are still a long way away from getting your first veteran respec, don't want to spend the ridiculous amount of inf on a respec recipe, can't wait for the upcoming freespec, and are not high enough level for the first respec trial, then you can switch to your secondary build to hold you off until such time as you can respec your primary build.
You will need to buy new enhancements for the secondary build. But if you are too low a level for the trial anyway, it should not be a huge expense at this point.
And - though you should know this if you read the link in the first reply - you can only re-select powers, not switch primaries/secondaries, AT or origin. Just to head that question off.

I was planning on saying that. The Freakspec is very popular for XP runs on Victory.

More people run the respec trials for merits, mind you. It's not really a bad thing, means you don't need a crippled build to join.
Just about every Issue (major free game update) brings with it a free respec for every character, though they don't stack so I reccomend using it before the next issue comes.
