For many players the first zones are the ones most visited.
We know them by heart now.
After having watched the live feed of BlizzardCon today I must say that the zines we have to day could really use a facelift.

In fact most of the content related to levels 1-20 should be looked and changed.
It's time for the world of Paragon City to move forward.
To make players stay with the game you can't just have coloring and new suit parts, we need new content.
A excuse to create new level 1 characters that have something to explore.
New stories, new mobs (The Hellions should have been defeated ages ago).
As this is a comicbook world it needs to have story updates more often.
As it is now, its to static.
Make Paragon City come alive again...please.
I have been playing this MMO since early beta, and I'm desperate for changes that actually means that the world is moving forward.

Sorry I just had to fix that for you.

Low level content did get a look at relatively recently: Hallows and Faultline revamps, Isolator badge is available after the tutorial, inherent accuracy buff that fades close to 20, .... . And soon, level restrictions will be removed from hazard zones. Unfortunately the Devs need to prioritize where they decide to add new content.

Lets me think about leveling outside of AE with a hero:

Lvl 1-5: Tutorial and lvl 2, then streetsweep or Sewers team to 5, maybe 6. half hour tops to get to lvl 5.

Lvl 6-10: Go to Kings Row, get police band. Do 3 missions then get bank mission for temp travel. Get a new contact from Detective. Then run more mishes, either contact or ploie band. Lvl 10 in another hour with a team, slightly longer without.

Level 11-15: More scanner missions and another bank mission for another temp travel power. Get to level 12: To do Posi tf or not to..... that is the question. Posi is a guaranteed lvl 16 in about 2.5 hrs with a good team, slightly longer without. Or just do mishes. Here is where you may hit more content or just do police scanners, 3-5 hrs to 15.

Level 16-20: More scanners, another bank mission, another temp power. To do Synapse or not? Synapse is a guaranteed lvl 20, maybe 21, in another 2.5 hrs on a good team. Otherwise content oe more scanner missions. Here, if you haven't done Synapse, you may want to really do content, 4-6 hrs.

So, level 1-20 in maybe 8.5 to 14.5 hours of play time. That's a really short time in the carreer of your hero. If you take the quick route, you put some balm on that itch and use Ouro to flashback all the content you missed if you want. Let's face it, a good portion of the playerbase think that the low levels suck until Stamina and SOs.

So, to my point, sure I wouldn't mind seeing more lower level content, I just don't see it ever being a high priority for the Devs. Too much effort and not enough players satisfied.
I also saw in another topic somewhere about revamping low level story lines. Same thing applies, too much effort and not many players will ever know what they did or even care. Of course this is all my own opinion.

They don't care because there is nothing new to see. If there was people wouldn't be doing the AE (which was a huge mistake).

So what are you suggesting? That they phase out the Hellions and Skulls? That would be a massive waste of resources and would seriously mess with the fluff, many story arcs and missions would be made invalid.

They can add new content, and often do. Players blow through it in a week and complain about having nothing to do.

Unfortunately, you are mistaken. They could add epic, brilliant new low-level content and the crowds would still be in AE. It's not about the content - it's about speed of getting levels for those who don't know any better.

To be fair, there are also those who do know better and just want to get to Stamina or SO's. New content wouldn't pull them out of AE either.

I am not that up to date any more on the info but isn't GR going to include new zones? And if so, possibly low level zones? Or I could be way off base.

Nope, you're right, GR is said to include new zones, though from what I hear GR is gonna be more about endgame content. But we really don't know yet, the devs are really tight-lipped these days (for good reason).

To the OP:

I'm a 5-year-player as well. I understand that the game doesn't seem new TO ME because it isn't new TO ME.

I helped two people figure out how to get wings on their character this week... they don't know hellions from scallions, and everything is new to them. Why should they be deprived of figuring out Dr. Vazhilok's fiendish plan because I know how the story ends?

So you think you're a hero, huh.

This. Right here.

This, too.

The AE wasn't a huge mistake. The Devs having some faith that players would use it for what it was for and not rampantly abuse it, that I can see calling a mistake. Or maybe an overly idealistic misstep. The AE is awesome for what it is supposed to be - an engine, ever-improving, for players to put out their own creative content for other players to experience. I've run some really awesome AE arcs since it came out.

Sadly, the signal to noise ratio is rather low at the moment with all the blatant farming and even outright exploiting going on through the AE, which sometimes makes both finding the legit AE content and getting teams together to do said content difficult. Ultimately there will always be players who prefer to level as fast as possible and couldn't care less about content, story, or anything of the kind.

You can't satisfy those people. No level cap is ever high enough, and they just blaze right to the end skipping everything else and then complain that they're bored. Anything added to appease them gets blitzed in the same manner and you're back to square one again. The AE has become the farmer/PL playground, but that's not all it is by a long shot. Unfortunately, that's the most visible side of what's going on with the AE, but that doesn't make the AE itself a colossal mistake. Far from it.

I do think the AE could have used more extensive beta testing (and more listening and reacting to what the beta testing there was was saying) to try to remove the worst offenses in exploitative behavior prior to hitting live, but that's a whole different can of worms.

The devs have been working on Going Rogue, and one of their goals is to reinvent early gameplay experience.

Yeah, I feel where you're coming from. Many of us complete the same missions, kill the same enemies over and over again, have the same Rikti invasions, etc year after year. It doesn't feel like anything we do actually impacts the in-game universe. But like Fulmens pointed out, the content is still new to new players. Hopefully, GR and future issues will add a lot of new content to the game.
