It gets suggested every other week.
It never ends well.
Not yelling at you, but it gets proposed every other week. The devs have been on record as being against it, there are various forumites for and against, and these usually end in heated bickering between the two.

I'm all for this suggestion. It's already done by many players, might as well take the inconvenience out of it. This wouldn't harm anybody.

There is an inf cap. It is 2billion inf. I have two characters with over a billion each. If they all shared the same pool I'd lose hundreds of millions. No thanks.
Why is it highly unlikely? You're assuming the character influence cap would be the same as the account influence cap. Again, I ask where did that assumption come from? Because right now the only place you could get that conclusion from is pulling it directly from your ***.

Another solution is to update the code base to run under a 64-bit OS. Unfortunately, they would be very highly likely to lose a very large player base doing that. That option is not a viable solution.
So yes, an account wide inf cap would indeed be 2 billion inf under the current code base, unless they were to do some under the covers mojo to fake out the pool limit. Basically to show a pooled inf bucket of say 20 billion, but it would only be a superficial total of all the characters inf and then even that is useless since each character can only hold up to 2 billion. Even then there would have to be all these transaction limits imposed.
In short, there is no need for it and even though it could happen would be too much work for too little gain.

For someone named "CodeJunkie" you have a pretty uncreative view about how this could be done.
There are many ways in software to implement data types that don't neatly fit into base machine Integer types. Bottomline a total greater than 2 billlion INF could be maintained for this kind of thing assuming the Devs ever decided to change things to work this way.
But that doesn't really matter because the chances that this game would be fundamentally altered to have "global" account-based INF banks is practically nil and that has nothing to do with how hard it would be to code. This game is character-centric, not account centric. The basic design paradigm is that our characters are individuals in a virtual world. They only share a common link through a single player because that makes them easy to account for as far as monthly subscriptions go. Beyond that characters have no in-game connection to each other at all.
Basically the idea of shared global INF in this game would be as silly as if everyone in the state of California decided to pool all of their money into one bank account simply because they all happen to live in the state of California. Just because our characters have us (the player) in common doesn't mean it makes any sense that they would share all their INF with each other.

If the devs want to spend the time to do it...by all means, go for it. It doesn't matter to me either way really, but the issue at hand isn't as trivial as some think it is.

As I have stated in another thread on this same topic: explain to me HOW none of my toons have no in-game connection at all when they are all in the same SG or VG?
You can't really make that statement as different people will play this game differently. So this portion of your statement makes nlittle sence... no matter if it is what you believe nor if it is what everyone "thinks" the Devs intended.
If I want them to all be brothers and sisters, who are you to tell me any different? (Not being rude, just stating a fact as it pertains to the why that I play)
As far as the rest of your post... Well, it makes too much sence to disagree with, so I wont.
But then, I'm not a programmer so what do I know about code?
The part that you seem determined to ignore is that whatever backstory you choose to write is not relevant. The DEVS have said in the past that your characters have never met, your characters are strangers. Their game, their rules. Their decision is the only one that matters.

EDIT: Devs say alot of things regardless of what game it is... thing can and have changed in some cases... So my question to everyone who says (whinney voice) "The Devs Said..." is this: Who made you the authority on What is set in Stone Armor? As You said yourself, Forbin: Their game, their rules. Their decision is the only one that matters.

Explaining what the devs have told us about why we don't have a global bank does not mean we think the suggestion is bad. It also doesn't mean that the devs may not change their minds at some point and decide to put this feature in the game.
If you had actually read and comprehended any of my posts in either thread you would have seen that I clearly said it's possible the devs may change their minds at a future date.
The only person whining in either thread is you.
I was thinking how annoying it is to have to find a friend who can transfer some inf to an alt and thought "Hey, how about my money is all combined, and all my characters have access to my stash of cash?"
I can't really think of any problems besides low-level toons having a bunch of cash, but that isn't much of a problem. They could always have a bunch of cash anyway by doin a inf transfer anyway, so why not?
I can't decide whether to have one inf stash for all servers or separate stashes for each, what to you guys think?
So feel free to point out any problems or if you have any other ideas to on. Tell me whatcha think!
edit: btw i searched for this idea but couldn't find anything, so please don't yell if this has been already suggested
