Simple idea. Name a villain or villain group then think of a TV show you think they would enjoy, even fav. I'll start off for a point of reference

Clockwork King
Cartoon Network's Destroy, Build, DESTROY!
Now i know your thinking "Zaaa?"
But think about it, that's the entire point of Clockwork
Destroy: other machines
Build: Clockwork
Destroy: more machines

Just for the title alone, Captain Castillo would be a fan of I Like Myself (I'm probably the only person in the world who remembers that one).

I've always seen Recluse as watching Excel Saga and rooting for ACROSS.

Captain Mako & Westin Phipps = Big Brother (they'd just thrive on the cruelty of it)
Black Scorpion = Teletubbies (matches his IQ level - pre-schooler)
Viridian = Eastenders and Coronation Street (naturally)
Nemesis = Lost (even he wouldn't be able to work out what's going on!)
Dr Aeon = Scrapheap Challenge (called Junkyard Wars in the US, I believe)
Silver Mantis = [censored] (pay-per-view and X-rated though)
Nosferatu = Angel / True Blood
Vandal & Archon Burkholder = Robot Wars
Lanaru the Mad = Britain's/America's Got Talent (you'd have to be insane to watch it!)
Johnny Sonata = The Sopranos
