COX Lore
I did recently look for the history, there's two novels (The Web of Arachnos, Freedom Phalanx) several comics and other tad-bits you can find.

The Web of Arachnos is a good read, but there are one or two pillocks that would argue that it's not truly part of CoX canon. Some choice sign language goes out to them, of course. Freedom Phalanx, uh... not so great, but still not a bad book either. Both do an adequate job of going into the histories and origins of some of the signature heroes, methinks.

Yawn, for the relationship between Lord Recluse and Statesman here goes, spoilered for anyone who doesn't want to know.
Statesman (Marcus Cole) and Lord Recluse (Stephan Richter) were childhood friends, this mainly came from the fact that Stephan's father, Rudy Richter, cared for Marcus and his brother Ezra following the deaths of their parents. Stephan also had a sister named Monica.
Ezra grew up and became the only honest cop in the PCPD, when the call to the first world war came, Ezra stayed behind to protect his country and Marcus and Stephan went off to war where they found themselves in the same unit, Marcus was promoted to captain and the pair fought valiently until Marcus got caught in a gas attack.
Following the war, Marcus, Stephan and the rest of their unit, used the skills they had aquired in the war to attempt to find the Well of the Furies to heal Marcus. They succeeded and Marcus and Stephan both drank from the well and opened Pandora's box. Stephan left the group that night, killing another member of the group in his escape.
Marcus went back to Paragon City a few years later following Ezra's death, and began to clean up the city as Statesman whilst Marcus Cole acted as a respectful businessman, bringing the fortune he'd made abroad into the city. Marcus found other heroes created from the box's powers. These were Dark Watcher, Elementar, Vambrace and Maiden Justice (who was also Monica Richter.) They successfully defeated Nemesis at Brass Monday, but in the aftermath Stephan kidnapped Monica and used her as bait for Marcus. With Dark Watcher's help Marcus saved Monica and Stephan swore to kill Marcus at any cost.
That's pretty much it in a nutshell really.
I love the lore of the game. The main resource is of course the game itself - playing it, reading the quest text and all clues in context, is the best way to learn the lore. If you want a shortcut then Paragon Wiki is pretty good - I use that to refresh my memory of certain clues/dialogue from the game.
And yeah read the novels and the comics - we can't be sure whether they're canon (and if the game contradicts them in any way, now or in future, the game version would be canon) but they fill in a lot of gaps and on the whole don't contradict in-game lore.
IIRC, the novels are mainly Cannon, there's a little confusion over Ms. Liberty's real name as it is cited as Jessica in the novels and Monica on the site. Some of the comics have been incorporated into cannon with Ouroboros and the Rikti invasion. Namely the Top Cow run although there are references to the other comics in game in the form of War Witch being dead and all.
Monica Richter = Maiden Justice (deceased)
Jessica is Miss Liberty (now deceased) and her daughter is Ms Liberty (Alexis?). Ms Liberty is the current hero who stands in Atlas Park (from memory, in-game badges etc and reading the official blurb on the various sites).

Yawn, you're getting your facts mixed up, and so did I apparently.
Maiden Justice - Monica Cole, wife of Statesman, Sister of Recluse.
Miss Liberty - Alexis Cole, daughter of Statesman and Maiden Justice, named for one of the Furies.
Ms. Liberty - Jessica (novels)/Megan (comics) Duncan, daughter of Alexis Cole and un-named father, grandaugher of Statesman and Maiden Justice.
Also there is no cannon listing as to the death of Alexis, the evidence actually seems to point at the fact that Alexis has retired from Heroing and simply runs Freedom Corps now.
After a little searching I found that Word of God gives Ms. Liberty's name as Megan Duncan, however the Freedom Phalanx novel, which was published after Manticore's post, gave her name as Jessica again causing much confusion.
I blame Portal Corps - the CoX Universe version of 'a Wizard did it'
