going by the dates Manticore would have been 14 maybe the Regulators were like the paragon teen titans or something
I've wondered about this too. It's in the official calendar that BAB was born in 1960 too (and Blue Steel in 1964 if I remember right). The 1972 founding year for the Regulators is in lore in-game as well. Something just doesn't add up.
And in issue 7 of the CoH comic (Top Cow run) you can see that BAB is a lot older than Manticore.
And why is this in suggestions? 
Not some kind of nod to the Stephen King (as Richard Bachman) book The Regulators is it? Seem to remember that's got a link to a child in it - though memory says younger than 12.

His first outfit was different from the current one. Check issue 7 of the comic book (it has flashback scenes to when BAB worked with Manticore's father).

I always assumed it was a reference to the Lincoln County Regulators (see Young Guns 1 & 2)
