I want to Axe you a question.
Yeah i would like to know this to it seems to use lots of endurence and has the most resisted dmg type(lethal), and powers seem on longer recharge than Warmace.
the end and recharge could be fixed with slotting, just the damage seems low.
Any specific reason its not higher damage?

I don't see how it's low damage? It has the same damage for a given recharge as any other non-fire melee set. It lacks a very high damage, very slow recharge power like Seismic Smash or Knockout Blow but has more mid-range attacks with 10-15 second recharge and has a lot of mitigation available from knockdown.
I was very close to picking it for my Tanker but ended up going for War Mace largely because it has more/better weapon models available to it.
How do you feel it's lacking exactly?

Axe used to be Mace's stronger, less controlly, more single target focused cousin.
Then Mace got buffed.
Then Clobber (also in Mace) got changed from a control power into an Extreme damage power.
So... Mace stole all of Axe's advantages. Axe really is kind of lacking in that sense, now - why pick Axe when you could pick Mace, aside from concept?
The choice between the two should come down to concept. I am reading this thinking 'My how the tables have turned' but still think Axe should be ahead in terms of damage because of its different secondary effects but with all the DPA changes perhaps not. Perhaps the sets were balanced in the beginning..Axe should of been out ahead on overall damage due to the type of damage mitigation it didn't do, then Mace gets buffed in terms of ST. With the DPA change it may of got buffed in terms of AoE stepping on Axe's toes. If it steps on Axe's toes it must be going by old numbers stepping on every other powersets toes but really this is where you can argue I guess that Axe is lacking in terms of "something" unaccounted for in the balance equation where as every other set is fine or could the next stage in the balancing process be SecPA = secondary effect per action time.
It is hard to immediately see the disparity between the two especially as you can't scale the dam per end or the dps of an attack by number of targets in Mids planner.
The damage increase in Clobber was greater than I expected.
Looking at Mids I would suggest that Pendulum needs to hit 10 targets.

You wouldn't. The normally pretty good devs completely screwed up any concept of balance by first making Mace a better AoE set, which was fair enough, but then making Clobber and Shatter superior to Swoop and Cleave. Jawbreaker, Shatter and Crowd Control have guaranteed or almost guaranteed knockdown/up so that negates the previously awesome knockdown mitigation Battle Axe had as well.
Even the damage type is better. Lethal gets loads of resist against it by pretty much any form of robot because they're 'bullet proof' (I'd rather be shot than hit with an axe, just so you know, that's how different the effect is), while Smashing gets a free ride. S/L may be the most widely resisted damage pairing, but out of the two, it's Lethal that really gets the shaft, only really catching a break against the worthless minions of the Banished Pantheon you can slaughter wholesale regardless, and literally the most ignorable Devouring Earth plant type enemies (rock men are where things get hurty). Even those stupid Crey minions get Lethal resist from their kevlar jackets! Forget the massive battle axe my friends, you'll need a blunt object to get the full benefit against this mighty fabric.
I wouldn't even claim that concept is a reason to pick Battle Axe over Mace anymore. The devs have screwed up the balance so far the other way, it doesn't even make sense to use Battle Axe when its upgraded version 2.0, Mace, is right there.

I've currently got a "Barbarian" Axe/Will brute running around at L40. It's been great fun and the knockdown has been good mitigation. I've not tried Mace but the single target damage output for Axe seems quite potent when compared to my Dm/Fire brute.
The only reason to take the set is to enjoy the flame-coloured pillars that Cleave and Pendulum produce.

Looking at numbers i see Axe outperformed by the other sets in aoe, st burst and aoe and st dps.
I also find it odd that it doesnt do -def when axes where used against armor and shields.
Would also be cool if it had a dot since i imagine getting hit by a axe would hurt alot.
Right now its a slow clunky end consuming weapon set.
In I7 using effective single target attack chains until the endurance bar disappeared. Superstrength and Axe were ever, ever so close. I know Superstrength has rage but Axe does a better chain unbuffed and when it peaked (build up period) it peaked well. The amount of damage done to the endurance bar was the same to within decimal points. All the changes, which i haven't been following could of thrown things out a bit on this score. If the maximum number of targets hit is to be believed then I have to ask why a 180% cone like Pendulum has a maximum number of targets of 10. Cleave hitting 10 from a 20 degree cone is alright but not likely.
If you could add -def to it then chance for res debuffs would be available to axe. Perhaps they should just get to the point and simply put -res in Axe. Give Axe a Khopesh and someones Egyptian concept will be very happy.
(Some people would of liked to include Air Sup in the equation for Superstrength but I didn't, as it's a power pool pick.)

No it's a functional design, it was used a great deal throughout the Egyptian area. That was over three thousand years ago though.

So do you think they're gonna keep adjusting them so Axe becomes the AoE/Cone focused one and Mace becomes the ST damage dealer, possibly?

I do not think so. As mace got a number of targets increase to the wide arch AoE attack, and a decrees in number of targets to the narrow arch AoE.
10 Targets in a 20 degree cone, is going to be more doable solo than in team and then the environment and enemy may have to meet certain specifications. Given Axes pretty much one trick pwnyness I would make Axe have more 10 target aoes than the other sets and say "there that's it now back to my cake".
