Hmmm was definetly working after i13 as i rolled several new toons and they all recived rest in there power tray at lvl 2.
So possibly one of the patches that came after the i13 patch.
Yes, I've noticed that. Was wondering what happened to it. It was allocated and appeared in the list of available powers but had to be put into the bar manually. Not a big problem but an unexpected change.

No problem on my side so far. Rolled two new alts during double xp and they got rest after i finished Outbreak mission and talked with Miss Liberty.
Maybe it is something related to not taking tutorial/villian side but appearently a bug.
I always do the outbreak mission for the Isolator badge so it's not related to that.
This is really interesting then. I will check it with another new one tonight.
I am really sure about having rest on my latest two (rolled one at Saturday around midnight GMT and other one last night around ummm 8:00 pm GMT) because that Rest button appears next to my attack chain and i keep pressing it.

I noticed this as well when I rolled two new alts over the DXP weekend, like you say only minor but did leave me thinking "Wheres my rest?? :S"

I always level immediately up to 2 because I need the second attack before I go on a roaring rampage of death throughout Atlas Park, and Rest still never comes up.

I think but can't be certain that my new Widow got rest in the power tray at level 2. This on Defiant.
But as I said too many Alts used this weekend to be 100% certain

Clarification: people are not complaining about not receiving the 'rest' power. They are complaining about this power not being automagically placed into their actionbar when it is received.
And yes, I have noticed this too. I think it started after the most recent patch.

This is why i said i have it on my Power Tray as usual. Not in my Powers Tab. That thing called Tray, aye? At least that what it is called in game options menu.

Exactly the same for me on a new toon this morning. As you say it's not a big problem but it is easily forgotten since it has automatically appeared for years. I always run through Outbreak first to get the badge, wonder if that's related.
