NPC Events : Crowds.

But easy? Dont bet on it. First off, how would these 'clues' work? Most events dont have clues, a warning simply goes up e.g. Skyway Supes raid.
I can see plenty of problems, tbh...but I think it would certainly be interesting.

It's that theres loads of people, a crowd, that makes it special. Not just a few people walking around the street. People gathering, doing emotes at a specific location.
the emotes are pre-made, skulls stealing the bag of a lady is just a prefab, simply said a set of pre-made models with it's pre-made animations and triggers.
a man waving his hand is just a trigger when a player comes by, this kind of trigger is in every enemy, but more hostile aimed till a certain trigger value.
simply set, making the NPCs do random animations out of the blue is a lot harder then it looks.

YYeah sure they have them there but then they have to -make- them do the things. Plus I can see, for people with rather crud systems, it causing a spot of lag if there's that many of them TBH. A crowd waiting for a concert all doing different emotes, for the crud systems again, would be a pain every time they walked by during said 'event'.

The nearest we have to something like this right now is the fashion show mission from Ouroboros - but there's not really much of a crowd there.

If you want to see more people on the streets, they should increase the civilian population. Have street markets or something, people looking around, people walking into and out of shops etc.
I do admit, the civilian populace doesnt feel *real*. (Taking into consideration this IS just a game ) I know the programming for such realism would most likely be a swine, as you'd have to apply some sort of mass AI list to the entirety of the Cities NPCs. But, y'know, traffic and such, lights, ped crossings...if they ever did a mass overhaul, they should make the city *breath* y'know? Until then, I dont see any major point in throwing in small, half-hammed crowd things. Thats just sounds pants, to me.

there is one thing they can do with the current system, let the civilians have a wider path.
currently, they walk a path within 1.6 meters, but if it's spread out trough out the whole walking path, it's more realistic.
Since we're moaning about how drab the city feels, I'll stick my oar back in.
Traffic levels are constant. During the ruch hours there should be masses of cars and at night, barely any.
Speaking of which, there is apparently no nightlife in paragon, no bars, no gigs, no parties, one deserted and exclusive nightclub, no drunks getting mugged as they stagger along the pavement holding each other up etc.
Since there is some interest in th OP idea, I'd like to clear some things up. The crowd idea was intended to be like a zone event except:
1) They are not limited to one zone.
2) There are NOT ALWAYS villains plotting to do harm.
3) The clues are (and I'm not 100% sure how this would work, so give me some slack) meant to sort of trigger the villain activity. Find a clue and moments (perhaps quite a lot of moments) later there's chaos at the Mets game.

A crowd is a riot waiting to happen.
I like the idea. Crowds going wild. Crowds getting threatened. Crowds gaping around when heroes and villains duke it out. Crowds on a protest march.

Talking about more npc interaction. How about a bunch of old man sitting on a bench nearby where you are fighting giving critique at your performance?
This is after all the town where generations of heroes have done their thing. Some people are jaded. Others are just retired and some are know it alls who have never hunted a skull themself.
Old man 1: Nice move from that hero
Old man 2: You call that nice? The villain easily dodged that jab. He is not even out just staggering a little.
Old man 3: In my time when we slugged a villain he would stay down.
Old man 2: Oh look, the hero has forgotten the other one.
Old man 1: That knife looks nasty.
Old man 3: Should we? Ouch that must have hurt.
Old man 1: Looks like the hero went down.
Old man 2: Thats with the heroes these days. They dont have the stamina anymore for a good slugfest.
Old man 3: It's that hospital teleporting thingie, makes em soft in the head.
Old man 1: Uh oh, those hellions are coming our way.
Old man 2: Where is a hero when you need him?

A crowd 'event' could work in a similar way to the Superadine Raid, with special mobs (Hapless Citizen models, capable of being hurt by enemy mobs) 'gathering'.
I have no idea how the rest would work out, short of a police warning that something is going down in [insert zone here].

Sure, there are baseball/football games at the arena, right?
There are huge crowds gathering at the cinema for the grand opening of the latest blockbuster, where the people might see their favourite film star.
There are crowds gathering for the grand opening of Nacy's New Year sale.
A comemoration or celebration brings the crowds flooding to the streets in honour of past heroes.
A huge group of people gather around the entrance of the arena to watch Bon Joxi tour yet another drab album of same-a-like foot tappers.
And all the while, the criminals plot to kidnap a famous player or film/rockstar, to poison the crowd with a bomb, or turn them into zombies or worse! To wreak havoc among the citizens during one of their gatherings.
Luckily, the villains have left clues lying around which might be found by a hero and tip them off about the plot!... or somesuch.
