I don't think that explains the difference between hard and soft caps. (Maybe it does, but I'm not sure.)
A hard cap is one specifically enforced by the game system, such as the maximum damage resistances.
A soft cap is one enforced by mathematics, I think. e.g There's no point in having more than X To Hit bonus, because there's always a 5% miss chance, and more To Hit doesn't matter.
Think that's basically correct.

Well, a motorcycle halmet is a hard cap while a bobble hat is a soft cap.
If you wear the wrong one at the wrong time you could be in trouble.

Spot on. So, for ToHit bonus, no matter how high you can push it, you will always miss 5% of the time, meaning it's often pointless to push it above the soft cap (hitting 95% of the time) unless you expect to be debuffed at some point.

Althouth in the above linky I did come across this:
Influence/Infamy
A character's inventory for influence/infamy is capped at 2 billion. It will continue to be earned after that point, but it won't be added to your inventory. (Thus, you can continue making progress towards the inf badges even if you don't have room for it.)
I thought the last badge for Inf was for 1 Billion? so if you are capped at 2bil what badge are you aiming for???

The 2 billion cap is for inventory inf, however it's gained. The badges are only for inf that's earned in combat.
So, you could have 0.9 billion earned inf and 1.1 billion in traded inf in your inventory. At that point, you have hit the inf cap without earning the final badge.

I meant numbers in games aren't my thing - I only need a general idea of what a power or item does, not a full breakdown of the percentages

So, I'm a 45mnth vet but..... I've heard people discuss "hard" & "soft" caps and frankly - I haven't a scoobie what the difference is between them.
Not only that but..... I don't know which powers/stats are capped and what at.
