Theres going to be a featherwieght division. which will be a capped lvl21. a couple of rules to add to this division
No Exemps you can only be lvl 21 or lower.
No Set Bonuses
Ill get Ghostrapter to add the Regristation page soon.
Basic rules the same as X4.
Registration has to be in by the 23rd August.
Matchs will start on the 29th August 7pm.

I would like to say that its SO's only but i cant police it. What i can do is if anyinthg shows up on set bonuses the team match will be cancelled. Until the set bonuse have been removed from the toon.
So its down to teams to try and play fair and play with SO's
A further update. Im looking after the First Date match event of making the matchs a little more flexible than just on one weekend night. Possible being able to fight on a weekday night instead if its easyier to teams. but will look to this closer to the event and dependant on teams needs.
Oh and the french and germans have heard of the news i had enquires last night

I think that while having judges on the spot in case of any set bonus showing up on info a screenie and petitioning on the board should be enough for the organisers to cancel the match.
Although i think an automatic forfeit could be just as good so that people wont even risk it.
Is there going to be an announcement on the ingame motd about X4 too?

I will be attending pretty much every match I'm made aware of so ill be watching for any rule infractions, but its a good idea if for any reason a Judge cant make a match (or an independent observer sent in their place) if an possible rule break has taken place if both teams present their case and evidence via PM to the appropriate judge.
Just out of interest - why 21 and not 13 like the last tournament?
Well since X4 is a change from S4. I have already changed the Heavyweight one. its only fair that i do slightly alter the lower one. Any reason you ask>?
One of the reasons for the move to 21 is with the addition of dominator's and stalkers it was felt giving as much access to thaw (status res) and clear mind (status res, perception) like powers to buffers was important in addition to allowing brutes and scrappers their status clickies.
Good choice to be at 21 should be fun

Just as a point, normal (non-set) IOs are more probable as enhas at that level than SOs. We get to slot the SOs that are sold in stores at lv 22.
Also, I'm all for this "no set bonuses" -stuff myself. Just wanted to get the clarification to that so we have less rules arguments when the actual battles begin.

One more thing is team make up including powersets really nessessary? As it seems people are unwilling to say team makeup too early. Whereas 5 globals and ATs should be enough? Be good to get an idea of numbers

To be honest if people are frankenslotting set IO's without going for bonus', it won't be a huge difference over SO's at that level. So if people do it, it won't be quite as bad as it would at 40.
Its down to how bad someone wants to win. Seeing as the featherwieght is going to be the relax and fun divison im hoping no-ones willing to take it to that extreme. But i guess you can never tell. I know if i do enter im going to bring a concept team for a laugh!

This is true, also lv 20 IOs are a bit worse than +3 level SOs. I guess procs are something that might be a bit unbalancing, but as it's a hard job getting even enough slots to put enough Accuracy in at this level, I don't think there won't be a lot of those around either.
Also, to even things up between people, I'm thinking of setting up a website for the tourney where people can list what enhacements they can offer other people on test and then check who has what they need. This is mainly for the lv 40 matches and partly for my own benefit. (Got purples blueside, but not on redside, and it seems I'll be playing a vill in X4 big league. Also finding some lv 43 sets might be a bit daunting)

It was one thing they did in S4 that i found really useful. specially when fighting the a unknown team.
which in them days was every team! I guess now PvP has grown with a larger community and people know people and PvP has grown so competitive. Which i do understand as our team is in the same position.
I think people are going to have to take notice of other peoples matches and plan in advance! Who knows who you will face in your next match.
Ill change the Registration page after I have made this post. I want to see how many teams we have too

I reckon there is about 10 so far.
You dont have to go for lvl 43. I wont be. I know there are players out there that as standard make level 40 IO Builds.
for PvP builds
The first night is August 30th. I would like all the teams there for the first fight. There is possible of letting you sub for the first fight. PM me if you need to ask and further questions.
