This. Definitely this. The TP would be instant, to allow more dynamic action.
Also, as others have said, a telekenetic set - all the bells and whistles. including power(s) that allow you to just throw anything in the game at a foe; and another that allows you to throw some knockback at a mob, from a distance. (Like the force push/pull in Jedi Outcast)

Whips / Chains - some kind of melee-with-range set
Gravity Tanking (i.e. a taunt aura that actually draws mobs in - like an inverse Repel.
Morphing weapon limbs... i.e. swords / guns that grow out of the arm
Computer Hacking mini-games: i.e. a pop-up 'game' that means you only successfully hack a pc if you can do the puzzle. Similarly some kind of MKI button-mashing crowbar animation for opening those darned crates... 
Animal Control masterminds: Monkeys, Amphibious creatures, lions, tigers, bears... oh my
Psychic Defence to go with Psychic Melee - and make it so that Lethal attacks are poorly resisted 
Just like Carnies.

From a few films/series'... 50p for anyone who can correctly answer what films/series' theyre all from...
*Swapping Force Bolt for a power which makes an expanding bubble in the stomach of the foe until it explodes leavin the enemy in a bloody hollow mess on the floor
*The "Five-Point Palm Exploding Heart Technique", pushing the foe in 5 pressure points for no immediate harm, but they can't walk more than 5 steps without their heart exploding
*A rad power that allows you to peel away the flesh of your foe, leaving only embers on the floor.
(Series Hint: regens would be immune :P)

Pulse Rifle as a Powerset, it would be easy beacuse they can recycle the already used ones, Void seekers, Gold brikers, Crey cryo scientists and plasma cannon and laser minigun from robots.
Super stretch as a primary and secondary for dominators, it basically fits in 'all' the powers dominators have

Oh ok, X-ray vision, teleporting attacks (like the aforementioned Nightcrawler ones), wallcrawling/webslinging and shapeshifting into the exact form of an enemy faction so you could infiltrate them, would be my (reasonable) choices.

Vehicles. All kinds. To be honest, I seriously don't think a bike is THAT hard to do... but I'm not a designer. Yet.
It'd have the fly acceleration, deceleration effect, -jump, KB on touch and triple sprint speed. It'd be awesome to ride into a mob of 20 baddies and just grin as they get knocked everywhere.

A Mage Power Set. Instead of being a Pure Fire Mage (Fire Blaster), why not give those who want to have Mage concepts the ability to have some variety.
More telekinetic powers like force blasts or Jean Grey's Ultra Super Over-Powered Disintegration technique.

Well you know if you are talking disintergration techniques then you must be talking about bringing to City of Heroes;
Amusing Fatality / humiliation combos with ragdoll effects (especially popular with the PvP duels crowd)
I'd like to see a cloak-based power set. Wrap your enemy in your cloak and beat on them; trip enemies with your cloak, have them walk onto the trailing edge of your cloak and then suddenly dash forward, make them attack your cloak, not you, wrap your cloak around your head so you can't be attacked by ravenous bugblatter beasts -- small things like that.
Also, a power-set based around skintight spandex and cleavage.

An Energy Absorbtion Defense Resistance set: a set of toggles that converts the portion of resisted incoming damage (and mez for the mez prot toggle) types into health, endurance, damage buffs. Following a typical pattern of a few autos, a Smash Lethal, Fire/Cold and En/Neg (or combined), a Damage to Regen toggle, and an aura that gives +Res for each enemy nearby and a bit of taunt. Tier9 - Total Conversion clickie that does the above for all but psionics. Balanced by making Resistance levels (particularly Smashing/Lethal) a bit lower than average, make the toggles a little more expensive to run, and large Def penalties.
A 'deflect' power or powerset that sends part of a successfully defended attack back at foe. Could control the percent of damage sent back by slottin for damage and capping at 'moderate', 'high' etc depending on how nasty you want to make it. Stalkers beware :P
