Right I can give a few suggestions on your build;
-I would personally slot Bone Smasher for 3 dmg 2 acc 1 rech, or 2 dmg 3 acc 1 rech, either one is good, the 1st one should be fine if you want some +acc set bonuses later on from inventions. End Reduction isnt really needed because of the power's recharge time.
Stamina, it's probably best to keep as 3 slotted end-mod. If you must 6 slot it, use the efficacy adaptor set, for the sweet set bonuses (and if you really can spare the slots)
Total focus, go for 3 acc 2 acc 1 rech. No need for the end reduction again, long recharge time in this power, by the time it's back up you'll have some endurance recovered.
For the mastery pool, I've taken force mastery on my /nrg blaster. Gives you personal force field, superb panic button, temp invulnerability, solid enough shield, protection from smash+lethal, 2 most common damage types.
Tbh I'm not a huge Ice Blast expert, but I have heard that bitter freeze ray and frost breath aren't the best powers to fit into your attack chain, someone who has more experience with this though can further help you here probably.
As for slotting on the blasts, 3 dmg 3 acc is perfect, or 3 dmg 2 acc 1 rech. With stamina, end red IO's aren't really needed that much.
Fly doesn't need all those flight speeds. It's a bit slow unslotted or with 1 slot, that's why I personally opt for the leaping pool on most characters, get acrobatics thrown in there aswell. If you want to opt for fly, 1 flight speed is fine, no need for end redux.
I've done a build for you on Mid's. It's what I would personally have if I was playing Ice/Energy. It's quite heavily focused on close combat, hence the aid self and force mastery shields being thrown in there for that extra bit of safety.

Powerboost Is a must for /nrg blasters, who wouldnt want 120% extra boost on all secondary effects? (stun, hold, aid self at over 700hp)
It includes set bonuses which won't be too bad on your influence (many you can buy around lvl 35-45, the attributes work out the same as lvl 50 set IO's.)

PvE for now, I've not played for long at all (under a week) so would rather get the hang of PvE before anything else

Hence why I did the alternative of 3 dmg 2 acc 1 rech The build I posted was pretty much all sets anyway, so you can disregard most of the advice at the top.
for the love of god make sure you get boost range in there, its gold in pvp and pve turning your ordinary attacks into snipe ranged blasts

I prefer 1 acc 3 dam for attacks when using SO's or CIO's, with additional end and rech as necessary. It's good enough as long as you're not fighting mobs several levels above you.
I'd say 2 acc 3 dmg 1 endrdx. Ice/EM can be a monster in endurance, and the attacks are up again really quick
Take Bitter Ice Blast for example, 2 damage IO's will bring it's overall damage to 232 poins of damage, using 3 damage IO's will bring it's overall damage to 252 points of damage.
I do agree with Dark Blasphemy though, Ice/EM is very hefty endurance-wise. For melee attacks I'd slot 2 ACC, 2 DMG, 2 ENDRDX. For range, I'd slot 2 ACC, 2 DMG and 2 RNG.
20 damage is a lot of diffrence to me
slotting common IOs and SOs is a huge waste anyway, its so easy to cap out on the good stuff with mixed multi-aspect inventions its just lunacy not to. And its cheaper.
Lets look at a 6 slotted attack with lvl 30 mixed multi apsects ignoring any bonuses you get. With 1x Dam/end/rech, 1xacc/dam, 1x dam/rech, 1x acc/dam/rech, 1x acc/end/rech and 1x dam/end you get 57% acc, 95% dam, 57% endurance and 74% recharge or 283% increases.
With lvl 50 common IOs with 1 acc, 3 dam, 1 end, 1 rech you get 42% acc/rech/end and 99% damage or 225% increases in total.
And the level 50 ones will cost an absolute fortune over the cheapo lvl 30s mixed sets, seriously slotting commons will only hurt yourself in terms of performance and inf, you dont need super expensive sets and bonuses to take advantage of inventions.
Arg, bumping this up, I posted the second link in the thread as a 'is this any good' then went and continued following the first one, which ofcourse leaves me in a problematic situation as I have just hit 13 with my ice/energy blaster..
Can anyone work out a decent build from the first post I made (aka the OP), bare in mind I have no idea what blapper or whatever means though..
But I like to mainly fight at range, using power thrust to push mobs to range if they get to close and the like..
Just need a build roughly based around the first one from about 14 onwards with where i need to slot things and what with, then will find an actual good build at 24 to respec to
If you want to fight at range I'd consider Fire instead of Ice but anyway, if you are convinced on ice/, according to the way you metion you want to play, I'd skip ice bolt, ice storm, bitter freeze ray and blizzard from primary, and stun and probably power boost from secondary

I would put freeze ray way back, its the most loved power from the moment you get it.
I took Bitter Freeze ray over Conserve power, double hold with PB can take reach great mag on hold
For fly i would go for a fly/fly/end-red, as the last wont add that much fly speed. Added that PB already nearly caps out your fly speed.

Dont think I made myself clear, the character is nearly 50 so me posting that wasn't to get critique, was to help any new blasters incase they wanteda build of instant cast ranged nukes and fair survivability
And you never exemp or sortlike? Even at 50 the lvls you pick certain powers remain important.

That is the exact level that I picked powers while levelling my blaster, it worked fine for me, sure maybe X could have been put before X.. But I didn't do that so for me to post 'oh this is a different build to what I levelled with' build wouldn't work as I wouldn't have tried it out and the like
