Powerset Proliferation and Dominators?
No no no but you see Lighting rod is a possibility.. especially if the set dont get any other AoEs (lets face it there are some) look at Psi its final move is UBER! due to its lack within the set any way you look at it i think elec will be fun secondary for doms... and earth/stone will be nasty but look out for earth/ice defence debuffs and slows (ooow momma!)
LR isnt nearly as good as PSW... just say u can fire off 9 times PSW per once LR... and it is psi dmg, and it is mezzes added, and has toggle drop...
That said, earth/ would pair well with a secondary which deals best dmg, since it seems like the primary is control enough... I would go better for /psi or /fire if ur primary is earth/, but thats my opinion...
I'm guessing Aim for Elec tbh if it gets any self buff thing.
Can't see BU at all, and PB doesn't seem to make an appearance in Electrical sets afaik so considering the portyness origins I don't see it going in. But then again, who knows huh?
Would have first thought the most electric self-buff to be Power Sink or Conserve Power, but with Mu PS it'd be overkill and Conserve Power? We have domination for most (if any) end-troubles.
It'd still be fun to have Lightning Rod, even if it isn't as often as PSW. I hope its something actually Tier 9-ish rather than the ST Mid-Teens throw-in.
I'm actually fond of Earth as a set for Doms as it'll give some neat treats, I have a horrible love of Stalagmites (I only wish they were as over-powered as a Rikti Mage), might just be the 'HUR HUR ME BR00T' stomp animation. To my knowledge Earthquake is KUp (like Ice Slick), but like most KUps it'll KB enemies below Con (and I think any Underling).
Earth/Fire would be a nice complimenting set, throw that lava!
I can't think of a primary that would 'suit' /Elec..other than an Elec primary. But that's purely because I like something I can explain beyond 'A WIZZARD DID IT!1 MAGIK!11'

Wouldn't be too sure about Lightning Field, the only aspect of Doms that gives a PbAoE Toggle Aura is the Primary.

Not only would it look odd, it'd probably be far too whacky and cause your Aggro-monkey Ratio to go through the roof.

I've been uhhming and ahhhhing over this for a while and had some much stroking of the beard over it. I think lightning rod isn't likely (sadly) and lightning field seems unlikely due to being a dmg field. Not to say either won't turn up in the set, I just don't think it will personally. Had a muse over existing dom secondaries, and came up with the below list. Just my 8peneth worth, and is loosely based on the other sets unlocking order, and the fact it may be a shade different.

Lightning Bolt
Ball Lightning
Aim
Thunder Strike
Short Circuit
Zapp
Shocking Grasp
Th only thing wrong with that is Ball Lightning. Assault sets don't have ranged AoEs apart from a few limited cones (this was mentioned by the devs as an official restriction during CoV beta), but in this case, Ball Lightning is out of the question anyway, because it is in Mu Mastery.

Static Discharge, knew I didn't think of APPs..it is used quite a bit by enemies though.
Sentinel is by far the most disappointing 38, even if it does look like the Mu one. Hell even if it does better damage than Charged Bolts.

Starting from the point that Elec and Energy sets are very similar in blasters, and considering we already have /energy, I have made some numbers and this is what I have got...

Overall, Im not much excited of this set, I will not play it since its only big hitter is AoE, and that means PvE...

Hmmm..... plant/elec and manipulating bioelectrical energy, both to catalyse rapid growth of local fauna and overload targets nervous systems?
Earth/elec.... use of geological crystals to refract and redirect electricity? (More of a magical concept, really)

Lets spread some speculation and opinion as well here...

In controllers, it is known as very good control set, but low dmg... Thats exactly what we need as a primary, so I can see it working really nice.
Skipables: crystals, the AoE inmob and maybe earthquake if it gives knockback (not if it is knockdown as i though it is)
PvP wise, it has very nasty -def buffs, but u know what?? U need to hit to start stackin debuffs, and it checks smashing defense (which is the only defense we will face in pvp), so it will be hard to hit in high lvls... Also the hold has above 2 secs activation, which is harder and slower for stackin... It cant compete with mind (1.1s) or fire (1s) holds, imo...
It has a ranged stun, but AoE, which means an accuray penalty...
It has a gem: quicksand. Properly slotted, it can slow to a crawl an enemy, and the best thing is it can be made perma... And in lvl6 (wow)...
My opinion?? Good for Sirens and low lvl pvp...
/elec: PvE wise, this set can have sleeps in their attacks attached, and lot of -end. Well, it will not be the best hitter, but it can give some very usefull tricks... Still there are some many sets better (i think), but maybe it isnt a bad one... If Lightin Rod is in, OMG, but I seriously doubt it...
PvP wise, it will depends all in the self buff lvl16 it has... If it is BU, it will be really nice... If PB still good for the sapper dom born: PB + Shortcircuit + PS = 0 end on enemy... that hurts...
If they give CP (conserve power), then no chance to play it for pvp I doubt it could works since in pvp it is better to do dmg than to drain enemies... Maybe usefull in a team pvp, not sure...
Overall, im not very satisfied with these sets, I would have liked more others...
Lets see how devs do it finally, and then we could start oficially the speculation with some data
