Union has more roleplayers than Defiant. The main places to find them, of an evening, would be at the Galaxy Girl statue or in Pocket D, although recently I have even found RP under Atlas.
EDIT- Best thing to do is keep an eye on Local chat. If you spot people roleplaying, you can either just flat out go up and introduce yourself, or find something to emote over in the area, so that they can tell you're a roleplayer too.

Well if you do (or are), then I think you may be pretty much restricted to Pocket D. Although there have been attempts to organise a regular villain-side RP, the Rogue Isles isn't laid out for socialising so as far as I know nothing really took off.
I know some people do like to play their villains in-character (I do, on both servers) so you may be able to find a few here and there.

Your best bet is to do a little digging on the forums and see where seems best for you. There are a few Roleplaying Supergroups around, as stickied at the top of this page and they tend to be the most reliable place to find regular RP. Other than that, keep an eye out for community events and tag along. Pocket D can be a bit hit and miss in terms of RP so you might need to persevere a little. Galaxy Girl is still going as well as far as I'm aware which is a gathering of roleplayers behind the Hero Corps building in Galaxy City. I think it tends to get going around 8pm but I'm not sure on that point.
And of course, I should mention the Wiki which lists hundreds of roleplayers and their groups and should give you an idea of what kind of things people get up to. Most groups tend to have a theme of sorts so aim to find something that matches your style. Again, link at the top of the RP page.

Hey there...
I'm a newbie (to the game and RP) and am currently beginning to get involved with RP, by joining an RP SG on Villain side. I found them via the RP SG thread at the top of this forum, and checking around the Union wiki.
In fact... if you haven't been yet, the Wiki is probably a good place to get started. Amongst other things, on there you'll find :
- A list of the roleplayers
- A list of many of their characters
- And if you're feeling adventerous enough to start your own little story to get started, then the list of Plot Monkey's is a good place to find characters that are likely willing to help you get it going.
Get your characters set up on the wiki, so others can check up on you, and enjoy your character's history. Maybe sign yourself up as a plot monkey, and you may get contacted yourself. (Simply put [[category:Plotmonkey]] at the bottom of your character's page to be added to the list automatically).
Finally... don't be scared of the dark side, Villains are great and there's nearly always a small group of players at the Cap Au Diable Blackmarket, although not necessarily RP'ers. Using the team search list can sometimes find RP'ers, and some people put it in their comment.

Nothing wrong with a little ambition. The Riot in the Row storyline was ambitious but helped set me up in the community. As for SG's the people here love to hear about new stuff, post up your idea and you will get an idea who is interested, as well as possibly pick up some pointers.

I've been playing CoX for 2 years now and realy love the background and character you can put in a toon.
I've noticed on the forums there's a lot of Roleplayers around but sadly don't bump into many in-game.
And I just don't wanna go Global shouting 'looking for a Roleplay family ?'
But to be honest I would love a home for some of my toons ..
