Doesnt matter how much damage it does.I wouldnt slot a damage proc in a power for PvP even if it does more damage unless there is a significant increase in the proc chance.
Nothing wrong in the proc chance.. 1 out of 5 is just right. You cant increase the chance much before its like every strike.
That's higher than Scrapper critical chance isn't it?

Very nice, but purply defence sets are going to mean that nothing really will change in PvP in the long run.
A case of the 'Unstoppable force meeting the Immovable object' all over again in the IO set arms race.
There is not going to be unbalanced PvP slaughtering everywhere. 
According to people, there has ALWAYS been unbalanced pvp slaughtering ever since I4. 
Oh dear, time to step the cash grinding upp then...double xp and inf weekend plx...
And who will roll a willpower/dualblade tank/scrapper/brute/stalker in pvp and make it FoTM?
I'll need to see some powers + numbers of willpower before I decide if it's good for PvP, and I think the jury is most definately out on Dual Blades for PvP cause of the whole 'combo' thing they mentioned, i.e. whether or not it will be applicable to PvP or a mostly PvE thing like Fury.

I will also wait to see Willpower numbers before rolling one for pvp. Dualblades will depend a lot on wheather the combo system means a lot of rooting or not.

I kinda hope these IO's will add unresistable damage components to your attacks, at least for PvP. Absolutely NO basis for that wish and it's highly unlikely, but it'd go some way to combating the prevalence of +Res buffs other than "OMG WE NEED PSIIIIIIII".
Hate to burst your bubbles on this one but I don't think we're going to see any massive differences with the purple recipes. There are only minor differences between yellows and reds in terms of set bonuses, and the percentages are fixed regardless of rarity, so why would purples break the mould?
That being said, im certainly looking forward to seeing what unique enhancements become available with this new brand of recipe.

Its possible that these enhancements will work like the existing chance for ones but will just add Superior dmg to the attack. However I believe that its more likely theyll be just really high Value +% like 80%
