With BS I'd probably go Regen. Its high end cost set but nice burst damage. To go with that there's the end boost and short spells of godhood called Regen

Well, he's not really the contender when it comes to PVP, he's more of a PVE guy.
I'm just wondering, what's the overall (POV/Opinion based) what the best builds are.
I'm talking spines/regen etc.
BS/Regen is the easy mode. BS/SR is the fun mode. BS/DA, now we're talking.
BS/DA would be best imo, although I don't like to recommend DA to a first time scrapper and the endurance issues are high.
For fun, I'd suggest DM/SR, definitely the funniest scrapper I ever had.

So, send him on BS/Regen, I was looking for the overall best damage in pve build as he wants me to level with him and what the hell, might as well make a Scrapper.
Best damage PvE build? That'd be Spines/DA - AoE carnage and I believe 9 toggles if you take tough and acrobatics? It's like Fire/Kin controller, only with defenses

Both BS/SR and BS/DA have more potential damage than BS/Regen. As long as he builds it well

For real high dmg, I'd go BS/DA instead of Spines/DA because spines is too AoE oriented, which may be great on teams but not sure that good if you want/have to solo. BS offers more versatility imo.
I concure with the BS/DA advice. My first toon in CoH was a BS/DA (chosen because it looked cool), and though it was quite hard going at first, the sheer sense of satisfaction once she hit the mid-20s and really started coming into her own was well worth it.
Spines may have more AoE damage, but as mentioned BS gives a good level of AoE (whirling sword and slash) whilst also offering the satisfaction of being able to go toe-to-toe with the big bosses and beat them into the ground . Just remeber to slot lots of endurance reductions and you can rock

Well well yeah cept for the controll powers, the speed, the buffing, the end drain, grossly huge dmg buff in pve called fulcrum shift and pets.

True, although a single Spines/DA is on par with a single Fire/Kin in overall DPS, mission per hour and survivability - overall meaning, across all levels and against all foes within a reasonable lvl (-3 to +3) of reasonable mob size (no more than 20)
Then there's the PBAoE Fear and PBAoE Disorient - that's quite a bit of control right there

I dual account a spines/regen and a fire/kin at this very moment funny enough
After lvl 32 i'd say the fire/kin lay waste to pve mobs faster.
Ofc i don't have /DA but mostly because i belive regen is better for pvp (fire/kin is PL toon) and i'm running in a grp where everyone has leadership so regen is really ace there too. Once you get tactics even solo, not even CoT is gonna make you miss.

Which is why I hope this all Offender team works out - we'll be at a theorhetical 900%+ damage 8x Assault, 2x Fulcrum Shift and 4-6x Siphon Power Way past the Defender cap, methinks.

I'm passing my 14 day free trial over to a friend, he says he wants to make a scrapper.
But he's not sure on what power tree.
So, some advice would be nice, his heart seems pretty set on Broadsword, wondering if some friendly people could give some advice.
