Don't forget Headsplitter, which has ranged cone damage, about ten feet iirc. Four or more badguys with heads cut in twain, often two or more critically hit? *scrappergasms*
Tell your friend to try out DM/Regen.
It's by no means an 'uber' build and it isn't exactly high burst damage but it's just a very fun build to play.
I've had tried out several Scrapper builds and DM/Regen is the one that I would recommend to a relatively new player.
Yes, Spines/DA or BS/DA are highly effective PvE builds but the Endurance issues need to be carefully addressed there, if you're going to enjoy actually playing the character.
DM/Regen wasn't even on my radar for a build until I tried it out, just to see what it was like. Once I did that I was hooked on it.
It has zero Endurance issues, a decent measure of control, great survivability and nice DPS. You need to stay busy to get that DPS but that's what Scrapping is all about for me.
Oh and did I mention it was a fun build to play?
Of all the AT's/builds I've played only my Fire/Fire Blaster is more enjoyable to play.

i have scrapper/troller team on hero side at and corr team on villain.
Never tried a defender team but prolly will when it's time for peacebringers. Smack in a /dark defender or 2.
