My ill/rad build - I blame altitis!
The power choices (not lvls taken)are nearly exactly the same as mine except i got hasten which helps with the PA and didnt take decieve.
I have my build with sets i will comment as with normal IOs.
I would take out a Dam from PA and put in a Acc.
i keep seeing ppl put a fly in Phantasm i wouldnt bother tbh i have it 3 Dam 2 Acc and a Endrec with hasten it is much better just to recast him, he will still get lost twice a mish with that extra fly.
Rad infection 3 x enzyme hami
Em pulse i went for 2 acc 2 hold 2 end mod with power boost this takes a big chunk of end from the enemy.
At the moment i have fallout and its a great for exploding team mates but im having trouble in battle Tping them into a good position to make it worth while so will proberly respec it out for power blast.

It looks better but some powers are still a bit over-slotted imo.
- Mutation: 1 rechg is all you need. Otherwise it's a bad sign...
- Spectral Terror: you don't really need 3 Fear_Dur.
- Fallout: not a great fan, but if you really want it, consider also the debuff aspect which can be handy vs tough AVs and can be enhanced (the -tht and -def parts).
- I would use some of these slots to make sure Blind is 6-slotted asap, and possibly Spectral Wounds.
- Radiant Aura: I'd change the 3rd Rechg for an EndRdx.
- RI: change the 2nd EndRdx for a -Def.
- I hope you're taking AM waaaay before 24!
- EM Pulse: the end drain strategy only works with PB (so after 47) and if someone else on the team has -recov powers. Otherwise, slot Rechgs so you can use it more often.
You can also do some nice things with IOs so you should think about that at some point.

If this is a post respec build, you can be pretty much assured it's not suitable for doing any task forces with. :3
You need to take Accelerate Metabolism much much earlier, either at level 4 or at level 6.
Before commenting further, I need to know if the build you're planning is either a levelling build or post respec build. :3 Some of it is just... well, if you're teaming up all the time, it probably won't matter, but if you're soloing or exemplaring down to do taskforces...

This is how I would build mine, on basic SO's/IO's. I think it's quite balanced team & solo wise. If you really really want mutation and recall friend to play the rezzer role, I'd take fly instead of sj and acrobatics, and skip deceive... tho I wouldn't recommend that.

Simply because holds are more reliable than fear, simple as. Nothing wrong with spectral terror at all, mind me, but if I go inside a huge mob before someone else gets the aggro and use flash I'm fairly safe, whereas dropping spectral terror on it would prolly mean me alphaed.
I dunno... although both have long activation times, Spectral Terror is perma out of the box with high accuracy and 45 second recharge time, while Flash starts with low accuracy and duration, and 240 second base recharge time...

Yup flash has a much longer recharge, that for granted, but that doesn't necessarily make it a worse power. What I do is alternate PA, EM pulse and flash as openers on each mob, SI is a great ally when rushing in the middle of a mob to aoe hold them before they have time to react. Spectral terror is much more situational, at least for my play style. I only use it when several mobs have been aggroed at once, or to acummulate it to PA or aoe holds just for more safety (and showoff )

Got rid of flash as soon as i could so didnt see it fully enhanced, when i asked the question on here everyone said it was [censored] so have never bothered with it since.
And yeh your build looks fine, if your anything like me you will want to adapt the generic build to suit your particular playstyle..my future build gets rid of the rez, fallout and tp so i can get leadership pool with vengance.
It's just like any other aoe mez on other primeries, no difference from cinders, glacier... A troller without aoe holds is a gimped troller imo

I have tried flash on an alt (ill/kin) and fully slotted it. I really really really hated the power, and found that spectral terror was used a lot more.
With PA, single hold, and terror available I dont think flash is a must have.
No one has ever complained about not having it with my ill/kin.
Fair enough, that depends on the sort of control you want to have on your troller. Personally I find flash far more useful than spectral terror, and I never had anyone complaining either

would say + recharge is the main thing seeing you want to have PAs and AM up as much as possible.

Other than specific Pet-orientated IO sets put into that power, normal set bonuses won't affect Phantom Army or Spectral Terror or Phantasm. Regarding PA, you're still probably better off sticking three recharge IOs in there, and a mix of damage and accuracy IOs, or perhaps Blood Mandate: Accuracy/Damage, Blood Mandate: Damage, and maybe a Accuracy/Damage HO to give yourself a slight +recovery bonus from Blood Mandate.

i thought they just didnt effect PA (set bonuses that is)...didnt know they didnt effect speccy and my ghost buddy, tactics and assualt effect the other 2 though dont they!! im sure they effect lightning cloud which is considered a pet also!!!
Well, from illusion powers, buffs and stuff such as Tactics and Assault will only affect Phantasm. Phantom Army and Spectral Terror won't be affected. Not too sure on some of the more exotic pets such as Lightning Cloud, Tornado and Voltaic Sentry, as those seems to be a sort of "fire and forget" power rather than a true pet like most of the level 32 pets from other controller sets (and 32 pet from Dark Miasma).
