Although Britanic had important points of his own to raise, Dr. Helios' mention of a new weapon needed further explanation.

"A new weapon? Any chance you'd care to tell us more about this, and is it something that is going to be made available to the entire council membership?"

The Tormentress walks in quietly, in time to overhear Helios' mention of an EVIL weapon. Raising an eyebrow, she leans unobtrusively against the wall, crosses her arms and listens.

Jakob flips open a data bad of his own and clears his throat. A slight flicker of irritation crosses his mind as he catches sight of Perile's look. Something about her seemed to suggest she regarded the assembled citizens as a group of fumbling children - which would be bad enough if she saw herself as a guiding parent, rather than an amused observer.

"Zhe Workerc...*Ahem* the workers have completed our initial survey of teleportation grid interfence. We found a number of interesting spikes in King's Row, Steel Canyon and Talos Island, and have forwarded the data to the specialists at Portal Corp. It's too early to say yet, but we could be looking at the first clues to forward posts in these zones. I'll bring an update on the findings as soon as I know.

The Doctor directed his reply to Britannic
"The weapon in question functions as a bomb would, but without collateral damage. As of now, EVIL has only the one"

His eyes narrowed for a moment
"I won't go into details as to it's workings in open session. There are a number of rumours that someone has been selling this councils minutes to the Rikti, and I am unwilling to forewarn them of anything that may help secure our victory."

At the mention of a traitor bartering secrets of the council, Britanic spoke again.

"Concerning that matter I have some news it seems that Pistol of the New Mafia thought she could save her own skin by selling us out. A team lead by one of my Militia co-commanders, Mer'de, was despatched to deal with her. Pistol escaped, and is still at large...Mer'de perished, a casualty of that same mission. I believe the Rikti that tried to cut off our escape from the abandoned sewer network had been tipped off by her."

"Nevertheless...I feel it prudent to only reveal this in closed session. If they were forewarned they would easily find a way to defend themselves against it. For now, Big Lunk will back me up on the weapons effectiveness...it was based on his idea, after all."

"Indeed. Down in the sewers, we utilzed a plasma diffusion bomb that I have recently created after studying Rikti weaponry with help from Kro'Thek, a Traditionalist Engineer. The radius and cost of the weapon, which will take the power out of any Rikti weaponry, prevents it from being used widescale, but it comes in very handy to take out stockpiles of weapons. Against the dropships... well, I'm working on that." Zorielle said. "I could arrange for a quantity to be given to Council representatives to examine or use on stockpiles."

She decided to wait a little to give the other news.

Britanic looked to Lunk puzzled at His "Monkey..Mind..Bombs" remark, still atleast EVIL have not got their hands onto a tactical nuke or something...or atleast he hoped they have not.

"Something else that came out of the sewer sweep is the possibility of the Rikti flanking..."

His Personal Data Device vibrated on his wrist, he looked down as data scrolled across it.

"Ahem...Sorry. as i was saying the possibility of flanking us in Paragon, via Baumton. The abandoned sewer network links to Baumton, and it is possible have sent troops to hole up there. There has already been one recon there by the Chess Club, but I feel its prudent to run recon patrols through on a regular basis, as a precaution. To that end I have already tasked several members of the Militia to do random sweeps through the zone."

Britanic started to gather his paperwork.

"I must apologise a pressing matter has come up requiring my personal attention, im afraid I will need to leave this meeting early."

Britanic looked down to Juniper who was keeping the minutes.

"Make sure I get a detailed copy of those minutes Juni."

He then got up from his seat, nodding several goodbyes as he left.

TRACOR-005 stood in the room, his holographic porjector portraying him as an english gente. Twilight Shinobi was at his side, althought not like his cockey self last time, he looked like caged animal. "If you require I method of distributing this bomb, the TLF has several warheads that could be modified to carry the payload," he said in a overly posh and fake english accent. Twilight look at TRACOR as if he betrayed their secrets, but his face suddenly change as TRACOR gave him a look back. A look of a master scolding his dog.

Tress watched Brit leave, then, pushing off the wall, walked further in. She nodded a greeting to Helios, then sat down beside him, stretching her legs out and crossing them at the ankles.

"Oh, yeah." Wild Child said aloud. "Sorry, something my brother thought you should know about the War." She handed out the folders she'd brought with her, folders that contained all the evidence that Nemesis had provoked the Rikti to war. Evidence including before and after photos of Nemesis automatons that exactly matched Positron and Manticore and evidence from a nemesis colonel that these had been dispatched to the Rikti homeworld to stir things up.

"My brother felt it'd be better to get me to bring these. And type them. And scan the photos..." She returned to her laptop and entered that she'd given them Tyger's evidence.

Battle Unit Omega enters the room his armoured frame showing evidence of heavy damage. More focused on controlling his other combat frames currently battling elsewhere than joining in the planning, he stands in the corner and watches, analyzing and cataloguing the others in the room.

Doctor Helios glanced at Big Lunk, but the EVIL de facto spokesman was clearly out of it. He idly wondered how many doctors and nurses he's fought through to be here, it was clear the man should be confined to bed rest.
He reluctantly stood to speak again. But someone had to try and hold their purpose together.

"If I may. We have heard some unusual reports. The targeting of psychics, the political infighting, and now the Nemesis connection. While these all point to a larger picture, the key factor is we do not know enough. With greater knowledge, we could deal them a deadly blow."

He paused a moment, mentally evaluating the Heroes and Villains before him.
"EVIL has developed a weapon to use against the Rikti. We have also developed a related strategy for distracting them, mostly in case of a rapid evacuation. If we can discover a weak point, this distraction should prove enough to let a handful of our best slip past their defences unnoticed.

The crucial factor is, I think, where to strike. Without a clear target, any talk of a counteroffensive is just talk.

So I propose this: small squads doing regular recon. Teams to follow up the leads we have dug up. The, ah, better connected of us to seek aid from scientists and the military in finding a weakness in both the Rikti and their blasted portal technology.

By the next time this council meets, we need to know where to strike. The Isles are being worn down, and I doubt Paragon can take much more either."

He remained standing, ready to defend his plan of action

Pelire was playing with a small object which she set on the table accompanied by a deep sigh. The small object was a detailed replica of a Rikti heavy assault suit shrunk to a size fitting into a hand. It was made of ice.

"Much as I would love to hang around and chat I have places to be and Octavo matters to attend to. If you want to make sure that this current incursion comes to an end and never ever again repeats I suggest that you try and find a way to wipe them all out across the multiverse." A smile rose to her face but never reached to her eyes which had turned into frozen pools of blue crystals. "A thorough genocide is the only answer."

As she turned to go she deliberately brushed the neck of the person to her right sending most likely at least shivers, a promise of something more if the situation and location allowed it. "Good day, gentlefolks. Give me a call if something concrete turns up."

"Genocide is never the answer when there is the definative chance of peace and change through other efforts." Zorielle said, glancing at Pelire.

Standing up, Zorielle looked over at everyone present. "I have some work to attend to, but if anyone needs me just let me know. I'm looking to set up a concert to help boost morale as well, the Unity Vigil press office will be releasing details about that soon."

'It would not have to be complete genocide. Would it not suffice to silence such a bast amount, that in fear the RikTi never attack this planet again query?'

His piece said he steps back into the corner and resumes watching the room.

A message is delivered through Vanguard to every leader or assigned representative of each group in the Council of War as far as it is possible. It is from Coile and reads as thus:

"As agreed with Big Lunk of Immorality League I call together a meeting of the council of war against the Rikti (did we decide on any fancy name yet?). It's this Friday in Pocket D at noon, Paragon City time.

- Coile, leader of the Silent Tempest"

Lunk sits at the far side of the room, as he had done at the previous meetings, pondering the last few days.
It had been a while since the last bombing run, and the general consensus was the invasion was over, if not the war. The Rikti assaults had been beaten back mercilessly.
He missed the fighting, war was what he was born for, and he couldn't help but think that the war, or at least his blood-lust, helped cushion the blow of Echo's news.
He cracks a smile thinking about how quickly Rebecca used the situation to lay her cards on the table.

Now the invasion was over, it was time to clean up the debris, deal with those that hindered the alliance, see where treaties still stand now with the common foe removed, and prepare a retaliation.

Looking a little harried, Zorielle headed in to sit at her usual place, in her usual white and black Unity Vigil uniform. What was different this time was that she was carrying two small children, one on each hip with an arm around them. The girl had dark, copper-red hair and was wearing a light blue dress, asleep despite her mom's hurrying, and the boy had dark hair and a serious expression as he played with the lapel of his mom's jacket. With a smile and a nod to people gathered, she sat down with the pair on her lap, cuddling them gently.
