Depends on the AT, player and how good they are. A Blaster can nuke a group of players and possibly take out a few.
Wouldn't a solo PvP'er that could take down 3 or more villains without a scratch be slightly overpowered?

Given that a team of three characters can plausibly have three times (or more) as much single-target DPS as a soloist, the only way you're likely to stand a decent chance of nailing one of them first is to play an Energy Melee stalker and not get spotted.
Quite simply: Solo PvP cannot be balanced without completely restructuring the ATs and the powersets within the ATs, so don't even bother asking for it to be balanced.
DCUO and CO will never see my money. The Citygame will keep seeing my money for as long as I keep enjoying it
Given that powers ( take brawl for example, bet you never dropped a PvE chars toggles with that one ) are dual purpose, I don't see it as something impossible.
Just because somethings difficult ( like trying to have an opinion on here for example ) it doesnt mean you shouldnt try.

Go on then, tell me how to give an Emp/Dark defender a chance of defeating someone in the time it takes two corruptors and a brute to pound his face into the carpet.

The nature of being a Defender is to buff or heal allies or to debuff enemies.
It's worth noting that that Emp/Dark Defender will also make a pretty ropey soloist in PvE, so I don't see why you're expecting him to be any good at solo PvP.
Edited to add: Would you expect that Emp/Dark Defender to be able to survive long enough to take down one of the three +0 Freakshow Tank Smashers that had all decided his head would look better with a few sledgehammer dents in it?

PvP hasn't left me bruised, I just HATE unfair fights in something thats supposed to be entertaining. To make my PvE character viable in PvP to counter a lot of what people are doing with theirs, totally changes him as a character.
As for the fly thing, fly is a travel power, not combat and as such I don't think it should give such an advantage. Also, I didnt say it should affect movement powers, giving people the ability to stay out of range until the effect wears off by running, but it does give players with fly some risk vs. the reward of the advantage it DOES give.
I did leave CoH for a time, and nothing has really changed so far as PvP attitude goes.

Well thats another thing that you and me have in common, I also tried and tried to get a character function in both pve and pvp but you simply cannot have arbitrary powers and remain good in pvp. I had fly on my blaster, I had AOEs on my blaster, after a long time I gravitated towards leaping+acrobatics+superspeed+aid self+stamina build. Currently I have no AoEs, not even nova. It took a long while for me to let go of it, but now im not looking back. However, while this may feel forced, my character remains good in pve, albeit singletarget. So its actually a change in point of view. My characters prowess in 1v1 combat has banished all doubts of going in the wrong direction.
My current pvp build is the result of nearly 2 years of development and very much set in stone. I plan respecs around the moving of 1 or two slots for the IO sets now (ive actually lost count how many respecs Ive had, propably 4-5 available now). Trust me, if people recommend some power choices for pvp, they've been tried and tested hundreds of times over.
Accepting certain things faster will just make life easier earlier on.
ps. I moved from fly to superjump+superspeed after being hit in the head with snow storm (auto-hit targeted toggle -fly) one too many times.
pps. Zone pvp is more forgiving actually, you can have fly and remain good in zone pvp. Arena.. well.. is a harsh teacher.

It is all relative. Once I came to sirens call, and noticed that the few heroes were getting their backsides handed to them by a villain team. I looked at options available to me, activated force of nature outside zone and entered, popped half a tray of insps and downed all 5 villains near the hero base on my own with my single target attacks.
Does this prove anything? Nope, other than it can be done. Naturally the situation was somewhat special. In normal situation I'd bite the bullet and keep getting killed until enough other heroes enter the zone, co-ordinate resistance, drive the villains away from near the base, at which point the villain players usually leave cause they got no stamina for losing
ps. When I tried the insps+FON trick against the regular corrupter team I was torn to shreds
pps. having easygoing pvp is actually not as much a matter of characters, its about players. Meet up nice players and go to arena where you cannot be bothered by others. If you are lvl 45-50, you could try test server fight nights too. (well im sure lvl doesnt matter as much even, but when Ive been there its been one big team battle at any lvl (50))
ppps. Arena is the best place to test whether something works or not. Im sure most of the people posting in this thread would like to arena you for testing purposes. I have toons on defiant but can meet on test server.

My fire/dev (sporting strength of wills) has wiped many villain teams solo, is it overpowered? Perhaps, its built well but I dont feel that blasters need i4 spec irresistable damage anymore

Right, so i've had double Xp and a week to get some Union based PvP in as well as Defiant.
Union seems to have a much larger PvP population, which is for the better i feel, sadly however my Hero for that is trick arrow and of course oil slick never seems to light in there. Both servers mostly use Bloody Bay for Shivan gathering, the occasional character sitting around looking to attack the farmers, Unions Sirens is much busier and there seems to be the odd fight in Warburg. I never got high enough to see RV Union side so i couldn't say, but i actually came across a real sign of the problem on Defiant side, Heroes and Villains working together to farm RV...
Two half decent sized teams who instead of actually fighting each other are taking turns on turrets. Occasionally someone will enter the zone obviously looking to PvP and broadcast turns into a barrage of abuse from both sides aimed at the fighters, and since i'm primarily a Defender i can't even do that as my solo ability is virtually none.
Personally i'd love to see the complete elimination of drops, rewards and debt in RV so at least if you go in there and see a dozen people scattered between the sides you dont waste time running around trying to get in a team only to find their all farming...

How did you find defiant and union builds compare? Anytime I try and play on defiant it seems a bit more geared towards FOTM builds. Something that isnt really fun imo unless you maybe like leveling those sorts of toons anyway.

Seems to be a lot of FOTM builds everywhere you go to be honest, think I only bumped into 1 none regen scrapper and that was Kat/SR, more ice blasts than an ice cream vendors convention and a dash of tp foeing Dev/traps/MM's, nearly every controller was illusions and a solitary Ice/EM tank.
Shame really as i was hoping that zone PvP would be a more casual place where the less min/maxed could play...
Only difference is on Defiant there's fewer FOTM's because there's fewer people in the zones...
I have noticed a rash of Stalkers farming RV with heavies and never dropping their invis though, just standing near the target till the heavy catches up, assume its the same union side.

I was in there a few days back with some defiant regulars who had leveled pvp toons on union during double xp. Pretty much all were pleasant, apart from one guy who wanted to wind people up.

I've only been to PvP zones a couple of times since I9 came out. Too much time spent trying to get IOs and level another villain lol. I have heard that RV is getting stalker heavy though. Siren's was already. My sonic needs to come and help fight

Last few times I was there it (Union RV, before my computer went kaboom on Friday or so) had virtually no stalkers around. One tops, usually none.

There's alot of FOTM just because they are a common/good build at that time, hence the name.
The zones are however not as min/maxed as the arena however, alot of regular people pop in every now and then with ordinary pve builds and have a good time too. I always like to end the day with popping into sirens for a while regardless of what toon I am on. Rarely logs a specific toon just for pvp unless its needed in the zone to balance things out.

I've noticed that too. All zones are really. There's definitely been a shift recently in what ATs I'm seeing most of in the zones recently, now that I think about it.
A stalker can , oh but it's a villain
