Tornado should be PBAoE only. Freezing rain is AoE. And I have no idea of what do you mean with "Storm Summoning".. That's the name of your primary set.

Dawn is probably talking about Lightning Storm which accepts ranged AoE damage sets iirc. None of your powers is considered a pet. Storm has multiple pseudo-pets, but not a single one of them is a "real" pet and therefore pet damage sets are no option.
If it has eyes, you can blind it, if it has blood, you can make it bleed, if it has a mouth, you can make it scream.
Freezing Rain takes Ranged AOE & Slow set as well I think. Technically you could slot 2 damage PROCs in it....
Snow Storm is Slow too. Tornado is PBAOE, Lightning Storm is Ranged AOE, Thunderclap takes Stuns, Steamy Mist takes Resistance & Defense ones (Defense bonus is pants but useful for set bonuses maybe), O2 Boost takes healing.
So in steamy mist i want resistance not defense buff!! i think i will be rebuying some IOs tonight

The Defense bonus is about 3.7%, Resistance is much higher.

Steamy Mist is a good place to stick a KB protection IO too

waht set is this in, i was trying to find it last night but no luck.
Karma defensive set.

Going on it I'd slot single slot this Karma IO and Luck of the Gamblers Recharge one in Steamy mist along with 3 or 4 End/Res IOs from the various Dmg resist sets.
You could slot the KB protection from Karma or the one from Steadfast Protection into Steamy mist, or even have both.
I really should do something about this signature.
Ooh, thats better actually since you can put the End/Res from Steadfast in too and get a 1.5% Recovery bonus too.

I wouldn't call 3.75% defense "pants", it's definitely noticeable and against everything including psionics. I agree that the Resistance is a higher priority for slotting though.

It's not pants if you're a Tank or Scrapper layering it with other defenses alright, all those %s can add up
For a controller I generally find theres better things to be spending slots on though.

Ive spent 3mil influence for scirocco devise enhancements but im not able to put it on tornado :/
Still dunno which set tornado accepts
If you right click (or possibly left) on powers in the enhancement management screen it tells you what sets they take as well as which enhancments

tornado..i havent got it, the only reason i can see to get it, it annoys the tank spreads the spawns for team mates and genarlay makes a complete mess..now if u was solo or on an indoor mish in a corridor it is usefull but why take a power and use slots on it,,that can only sorta be helpfull evry now and then.

Tornado is great. You just need to learn how to use it properly. If you're teaming with Ice/Fire/Earth troller, then all you have to do is send'em a tell and ask them to use AoE immobs as much as they can (-kb will do wonders paired with Tornado). If not, you just have to learn how to corner them correctly then release tornado. It will affect multiple foes without spreading them. It is also great for AVs and PvP.

hey there ^^
My ice/storm controller would like to know something about freezing rain, storm summoning and tornado.
Im not sure about what kind of enhancements set are available on these powers.
Tornado, for example: its described as PBAoE DMG power, but as summon power too so... is it slottable with pet damage sets or PBAoE sets? or both?
Same thing for freezing rain and storm summoning.... im not sure if sets consider them pets or PBAoE/AoE powers!
