Seems too end heavy to me, I'm a lil bit sleepy as I just came back home, so I'll probs give my opinion deeper tomorrow. Still some things burst into my mind: Go for body epics instead of weapons, you really need FA and conserve power on a spines/sr imo. You don't need quills and you deffo don't need spines burst. Hasten is a must imo, as is some sort of vertical. I'd put the elude's def/end on a toggle instead... and would try and get an endred for PB somehow. Think that's it grossly

Quills and Spine burst can make an SR more team friendly but to avoid an end heavy build id be inclined to leave out quills.

In a reasonably sized team, this gives far superior DPS and DPE than the single target attacks. In addition, it requires no animation. Personally, I think its the defining power of the set and should only be skipped for concept / aesthetic reasons.

Endurance is less of an issue in i9 with multiple additional ways to boost recovery, and superior IO functioning (e.g. slot quills 2xIO acc, 2xIO end, 2xIO damage).

Quills and Spines burst dont really apport much for a PvP build as the OP required tho, they are brilliant PvE powers but a real waste for PvP

I got quils and spine burst at a higher lvl since ppl dont pvp in RV. everything after 38 is for pve for more AoE.
Also remade the build bit with some of Dark's advice, its at http://www.cohplanner.com/load/4005
all the IOs give a +recov bonus adding up to about 27%

Seems nice, but if you want pve aoe godness dont skip throw spines, its a cone, but with a huge radius, very nice dmg and recharge, and not too end heavy. Id try and get conserve power too, its great for long fights and for after elude endcrash. I'd get rid of lucky and evasion to get them, as i found aoes are not very common on foes, and well, you got elude in case you find some nasties :P. If you deffo want this toon just for pve consider skipping leadership instead tho, although i'd keep with it if you plan to pop around sirens and wb once in a while.

Even for PVP, I wouldn't skip throw spines. Fast animation, solid damage, decent range if you slot it with 3 dam/range.

Yup besides the cone radius is superb, and slow debuffs are always nice
