Top 5 roleplaying spots
Atlas Plaza? The Galaxy Girl statue is a better place. More people to RP with and less people that don't get it and find it annoying.
Not to mention less griefers.
Well, the chalet will be disappearing soon, Pocket D, SG bases and under Galaxy Girl's statue in Galaxy city are the places where I've most often run into RP'ers, and I've never seen any RP'ing under Atlas Statue or on City Hall.
Hey guys, let's not go into the debate "Location X is better than Location Y". The original poster was giving his list of places that are best for RPing for _him_ and asking for _our_lists_. There's no universal truth of what, where and how is best, it is all subjective. Apples and oranges and marshmellows. Besides, I think it was a good question and would be interesting to see people's lists where they like to RP most.
Here's MY list of places where I tend to RP most.
5. Random ingame outdoor locations. (Talos Beach, Steel Canyon University, Galaxy Girl statue. A few Villain locations)
4. SG bases
3. Missions
2. Outside game RP, MSN/IRC
1. Pocket D (Blue Side, or Monkey Cage, usually, and Chalet while it was there.)

True enough, sorry if my post came across like that.
Hmm... I'd have to say:
1: Pocket D (Heroes Upper and Lower Bar, Chalet too during the Holiday Seasons.)
2: MSN/IRC (Makes up about 1/3rd of my CoH RP. Especially useful seeing as a number of my characters live together and interact with others, and it's easier to play multiple PC's on MSN/IRC than in game. Plus without distracting visual cues you're more able to describe some areas.)
3: Galaxy Girl (Would have been higher, but finding it difficult for some of my characters to justify going, especially as the event that caused GG to be an IC meet up place happened almost 2 years ago now. (The Prize calling together heroes to show the recently risen Council that the heroes would stand against them by taking a team into The Wolf's Throat, afterwards heroes decided to gather there to chat, discuss and recruit.))
4: Random Locations (Had some great RP with ShadowGhost when Fusebox took Grav Mistress on a tour of her old home, The Hollows. Pointing out buildings and places and recounting stories about them, that sort.)
5: Missions. (Not my prefered form of RP, it tends to get a little rushed or very, very slow.)
My list varies in order of preference, but at the moment...
1: IRC
2: Pocket D, hero side bar (would be Chalet now it's open again, but there's no one there)
3: SG bases (I make nice bases )
4: Galaxy Girl
5: Random encountered location (mission, outside PD, by a trainer or train... ie: random)
It used to be that SG bases and Galaxy Girl were competing for the number one spot, but that time has passed... though might come again...
I find that I prefer the semi quiet places, where the local text is going by at reasonable speeds (for me)

If you have nothing useful to say, you have two choices: Say something useless or stay quiet.
My list.
1. Pocket D. As a bar it became a somewhat natural place to quiet down and arrange to meet with people from both sides of the bank heist fence. I almost exclusively use the hero side bad, either floor depending on where the peeps I'm likely to interact have gathered.
2. The Silent Tempest base. It used to be that we only had weekly meetings there but the location has grown in importance. I've also used it as a fudge location for various indoors locs, like Andre's old home (Zirgei's study, Zirgei's workshop etc.) It's a good place to meet SG members to discuss things that are not to be discussed in public places.
3. Missions. For example clues and advances with Nadia being a clone plot took place on missions. There is a balance to the chatting while fighting but after the mission is done there is ample time to discuss what was found and RP looking for more.
4. Outdoors all over the place. Talos beach, the blue flower, Steel Canyon university park, Perez Park fudged to be any forest, random locations wherever where you can bump into acquaintances and complete strangers.
5. Stories. I sometimes gather facts, opinions and infos from others and then write a story about what happened. Allows for a good measure of descriptions that can make the scene come alive and be IC-wise very important to those involved. My case in point would be "Touch the Sky" were Sword of Truth seemingly perished.

6. Forums. A few RP threads, and a lot of PMs to settle what happened where and how.
7. MSN. Not my preferred medium but is more accessible than game engine and sometimes the only workable option.
1.) Ski Chalet - Originally, I thought it'd be a bit pants, but I was surprised by just how good a place it felt to RP in, and it felt natural, whilst also allowing Villains to show up as well.
2.) Galaxy Girl - Can't fault the original really, sure the IC reasoning faded over time, but I could find excuses to be there. Plus, it was easy to just go and speak to someone else if you needed to, rather than go through the aggravation of trying to find out *where* in Pocket D they are.
3.) Bases - Adds the full 'personal' touch to the RP environment, and bases can be altered to suit a particular need, with a bit of fudge, of course.
4.) IRC - Yes, my foray into IRC failed miserably due to finding my character rather boring in the end, but the start of a new universe in UGG and the ability to start afresh without some people around who were present at 616 GG was exhilirating.
5.) MSN - Not as useful as IRC, but allowed for a few quickly set-up RP sessions to happen.
And yes, Pocket D wouldn't even make a Top 100 locations list. I really can't stand the place as an RP venue.

2. SG base, my current aim being to have several places inside destined to be used as RP settings. I am also using IG elments of the base as IC resources for one of my characters. like : if we don't have a high tech looking medbay, he cannot engage extensive medical studies/operations.
3. missions, I love using the missions as a stage for some of my ideas. RP doesn't happen necessarily after the mission end (generally after a fight, at least). I can even say sometimes the mission contents are so critical to my ideas I modify them to fit the way the mission happened. Like a month ago when an unsuspecting player just ran to glowies (the fatal attraction of glowies...), which were computers. The glowies were "elements of interest" in that case, the fact the computers importance was dismissed (the said player just "picked" the glowie, nothing else), the end result was a semi failure of the mission (under IC terms), leading to an interesting twist for me.
4. Any other form of interactions, forums, private messages, MSN etc...
5. outdoors, were mentionned Talos beach and Steel Canyon park, both having strong relevance for my main character.
Ok so i'm relaticely new to COH, 5 months(ish) but still i do enjoy a godd bit of rp'ing! I want to determin the best spots for rp'ing for heroes of all levels! Now, with being a lvl 17 on my main acount, i havent gone to all the zones but iv come up with my top 5 from the ones i have.
5. Dance floor of Pocket D (It's not bad but gets kinda crowded)
4. SG bases (fun but if ur not in ur mates sg....well, you know)
3. The Roof of the city hall (always fun to show of that you have travel powers!)
2. Now i know what your gonna say but... Atlas Plaza (wait for number 1!) (always teeming with heroes)
(bear in mind this is my CURRENT number favourite)
1. The Ski Lodge in Pocket D! (just the kind of place were heroes can chill out, enjoy the season and generally have a good time!)
