I am not particularly for or against either side, however if a bunch of people are actively not Pvping in a PvP zone then they are abusing the zone, now I don't know if you guys were doing that but that is the fact. All you have to know is that if you are in PvP you will be killed. I think most of you know that. Simple as that.
They're not abusing the zone - making yourself an easy target isn't against the rules

What rules? PvP in CoH has no Code of Conduct and no Rules of Engagement like most MMO's that include PvP in their gameplay.So basically CoH allows nonsense like this.

yeah you can do whatever you want, just looks mighty silly when the zone is getting treated like atlas park but with less warburg nukes going off.

It is nonsense only in your own mind. That is your opinion. Better get that straight. I can't imagine a game where chatting in a pvp zone would be forbidden. It will always be stupid from fighters point of view (easy killings) but that is another matter.
I'd agree if there wasn't a bounty based system and your target wasn't in a base you can't have access to.

That is pretty unrelated to chatting though. SAme applies for instance people after the time badge who just stand in the base. I have proposed improvements to the system long ago but nothing has happened yet. I guess its not high priority..
One thing chatters could do to help bounty hunters. Get killed, so you can't be assigned as someones bounty.. Can still chat to your hearts content while lying facedown..

To be honest, I agree with every thing you said there. You have illustrated the point better than anyone. How about this, people all agree whether or not they are pvping. If they are someone's target, they take the hit. However, this still takes some of the fun out of pvp, but it can still apply as long as people only have to follow these rules every now and again. That's my five bob's worth. I'm not sure if I have the energy to contribute to this thread much more. How's about we all part as friends? 
A stationary hero/villian is a dead hero/villian. Dont complain, while theyre talking its far easier to kill them..
Other than that report players who shout abuse out.. Though we all get frustrated at times..

As far as I can determine, PVP Zone "Code of conduct" largely consists of:
#1. You must not badge hunt in a PvP zone. Ever.
#2. You must always PvP in a PvP zone. None of this "missions" rubbish...
#3. You are not allowed to interfere in duels, unless everyone else is already.
#4. Any toon that performs well automatically becomes a "cheap FOTM build"
#5. Any team with more than two people is a "Gank Squad"
#6. You must not run away when I'm trying to hit you.
#7. Droning is cheap when you do it, when I do it it's 'good strategy'.
#8. You must not use inspirations, only I'm allowed to do that.
#9. If you kill me then you cheated and I'm reporting you.
#10. If I can't kill you then you cheated and I'm reporting you.
#11. No using your powers either, that's cheating!
#12. Look- just stand there, don't press anything and let me hit you dammit!
