You can have PB double stack on your status bar, though I'm not sure if it increases its effectivness. It certainly doesn't need to to be double stacked in PvE, the only thing I ever remember getting though it is Jack In Irons' terrorise.
PvP is another story, I'm probably not qualified to comment.

If you mean does it need to stack, then yeah, not absolutely necessary, since it can't be perma-stacked. I have not noticed a particular need with my nin stalker that has identical power (kuji-in-Rin). As long as PB is perma it is good. (I have put it on auto and click hasten when i need to.)

There is a use for PvE, and that is MI's. Having seen that a Regen can get held by the decoys all dropping flash, yet double stacked PB keeps you fine I would say that is worth it.
After playing an SR you tend to feel weak with most other status protections, and I think its the double stack that does that (coupled with defence meaning less effects hit you in the first place obviously)

Thanks. I tired it on test though and found I had to 3 slot it or I had a brief period of downtime. That was with a level 27 scrapper and two level 25 SOs. 2 x 30 SOs might have been enough, but I didn't try it.
2 even level SOs make it perma just, for anything less you need quickness too.
