Presence Pool!
Put 3 x Recharge, 3 x Taunt in your Taunt power and you won't need anything else, other than your AoE. No missing, no endurance and you can stack them up on an AV and even have a short risk free snooze in Hibernation.

Anything you really need an extra taunt for will probably be higher level than you, so you'd be better off with more than one Acc in there. I think there's a -Acc on the Presence pool Taunts (ie. base Acc <1) but I'm not sure of the numbers - just seem to remember a patch note saying they'd been reduced at some point.
The fear powers can be very usful. I had them on Tundra when levelling through the 40's and they saw a lot of use. I wouldn't spec out of fitness to build them in, though. They're very End expensive, especially the AoE one.
It probably is a little bit OTT though, to be honest. I had the extra taunt to counteract the slowing effect of Granite and the Fears as I was already in the pool.

i think ya build is overkill in a few areas like slows in chilling embrace and the amount of taunts you have but however if your taking the chaos tanker route its perfect.

Resuscitate is my "fun" power, and will probably be used for running round hollows rezzing deadies when I'm feeling helpful.

About 0.85% defnce per extra slot I think. As you are so close to 45% defence it may make a significant difference.
What the plan for Whirlwind? Fun? If you use it in any practical situation you will be out of endurance in no time. I tried it with my regen scrapper, Whirlwind + Stamina + QR and I still ran out of endurance unless I was against only one opponent.
This build seems to get a bit strange in the later levels.

Why so many slow's in CE, I'd go for Taunts if I had no attacks.
I would suggest 2 ACCs and 3 taunts and perhaps an end red in the Presence pool taunts because in order to challenge your very defensive build you will probably need to be fighting +4-5s*. The taunt duration against +4-5s is small so you will have to spam them.
*this is based on my Ice/SS being fine in teams against +2-3s with no defender support and I don't have the Fighting or Medicine pools.

Again I haven't had an ice tank high enough to use this power and see how it plays, I don't know what the downtime is like or how fast the regen is (from a playing experience PoV not numbers)

I've got Taunt and Provoke, and I like slowing the mobs down a lot to keep them tight to me. I might take out one slow for another taunt though.

According to the planner challenge can't be slotted with Acc's, I don't know as I haven't taken it before.

I would of done it to glacial armour, purely because you have ice patch and usually what doesnt slip up on ice patch uses energy or negative energy attacks. I could be wrong and i am pondering that thought but those last 3 slots on frozen armour will offer a decent bit extra survivability like you say, meh 6 slot glacial as well:P.

That's why i've got Invoke Panic and Frozen Aura as well as ice patch, to try and cut down the amount of mobs attacking.
I may well try and find extra slots for glacial.

running those toggles with no stamina together with no travel running will give you recovery of .357, with sprint running you will have end recovery of 0.036!!, this means that without jusicious use of EA you will be crashing. I personally dont like tunning alts with less than 1.6 end recovery even with end restoration powers like power sink but thats just me,
I dont think I would find that build fun, and would be hell on earth but it could conceibably work

my builds are as extreme as they come and I really wouldnt like to try this, if you are hibernating to recover end then you are not tanking. I know ice tanks who struggle on end even with stamina

EA reclaims end though, so whether used halfway through a mob or right at the start, with the amount of enemies it'd hit along with the slotting will fill up the end bar each time it's used. And it recharges pretty quickly.
The safety net being Hibernation and Rest between mobs, sure some people will be annoyed because they want to go straight from one mob to the next, but the majority of people I play with take their time in missions anyway.

Carnies are the worst. I know this might sound weird as usually Malta are accused of a lot of end draining, but I've found that running into a mob of Carnies will make them regularly hit you with a -recovery power. Then once they start dying you'll soon have no more end and not gaining any either... toggles drop, you're held and then you're dead.

If he is chaos tanking he wont have to stand in the mob of carnies. Chaos tanking is basically constantly making recoveries with foes spread about the place yet with enough attention upon him. Many people love that type of action, many people play to not really give a tank much chance to do otherwise as the anarchy is more fun, i say suck it and see, there are end buffs not just from self and there is a rest button.
