Cold Domination Questions
First off, Cold Domination is a great boss killer. It has some of the best single target debuffs on CoV and there aren't many powers from the set you'll skip.
Sleet is questionable as it will make mobs scatter which can annoy team mates. There are situations it's useful in but my opinion is you're better off taking something else. Heat Loss is so great it's unbelievable and one of the best debuffs in the game. It drains end and gives it to all around you as well the killer debuffs it applies. You also get some nice shields, a team mate HP boost and some other debuffs like infrigidate, snow storm and benumb(another powerful one)
As for what to go with it, fire or ice works well. Fire will give you some AoE damage while Ice will give you good single target damage and some holds as well as more slows to stack with the cold domination set.
Overall, Ice may not be as effective against mobs as some other sets but as a single target killer, it's one of the best in the game. It also has the added benefit of being pretty good in PvP
There's a good thread on ice/ice here

Thankies for the help, the guide is really useful.
I was thinking about taking dark blast as a primary, for concept reasons. Good idea, or terrible evil waste of time?
A good set, but more directed to support than soloing. You can solo with it, rather slowly, but it hasn't got that many damage-oriented attacks and has strong controlly/domination leanings.
As a D/D I can solo bosses (eventually) by debuffing the pants off them, but EBs are a real struggle; can typically get them to about 25-50% health, then End and insps run out and it all goes a bit pear-shaped. With their regen and my low damage they just take too long to take down effectively.

Sleet is what makes you (and your team, if you feel generous after 35 and let people play with you ) uber. Sleet is your Freezing Rain. Take it, slot it, use it, love it. It doesn't scatter much, and if it annoys you you can slot it with slows (and recharges).
It might not be for everyone, but try it on Test by yourself before you make your choice. Sleet is one of the staple powers of Cold, IMO, although all the powers in Cold are so good you can make everything work.

[/ QUOTE ]Man, what the hell are you smoking? It's AoE slow, -rech, -def, and most importantly, -RESISTANCE. ANY power with -res should be taken and slotted ASAP. Besides, with the slow, and knockdown, with any decent team the mobs don't have time to scatter.
It's also situational which is why I don't like it. Yes, I do love the fact it allows you to cut through their defences so easily but it's an AoE in a set that is very single target oriented and aggro's like hell.
You already have a group slow in snow storm which is a toggle, not location specific and the set hardly needs the additional slow.
Location specific powers are also damn hard to use in PvP and it's tough trying to fit in all the required powers from the set. Sleet is the only one in that set I can do without and will always be my casualty in a build as it is situational.
Maybe if I was pairing it with fire blast for AoE output and had a self heal, i'd look a bit more favourably on it but when I had it in my build, I found I rarely used it in favour of spamming my holds and debuffs so respecced it out when I got my PPP.
In big teams it got me agrro and debt. Small teams and solo, the mobs were pretty much done for before the painfully long animation was over. On AV's/elite bosses I was spamming infrigidate, heat loss, benumb and bitter Ice Blast so had no breaks in my chain to hit the long animation.
The only time I really found it being used was in teams where we were spent the time setting up herds, which is infrequently.
So, my opinion of it, having used it extensively, is that I'd rather have a power i'm going to be using effectively all the time, than a very good power that only get's used in certain situations in it's place
sleet is great - especially combined with snow storm and ice storm.
If there's no-one to take the alpha, then try and cast it from out of line of sight? Man I swear I don't see enough people using this trick... especially tankers who taunt to "pull" then stand there in plain sight while they get attacked at range.
Sleet is pretty much Freezing Rain from the Storm sets, right? If so, I'd have to agree that it's a fantastic power, and I really don't see how it's 'situational'. My stormies use it all the time, both early in fights to make use of the -def and -res, and when things go wrong to take some of the heat off the team. I've never found it to cause much more aggro than anything else, and the knockdown stops a lot of that aggro from doing anything to you. I'm pretty sure I've killed myself with Snow Storm aggro in the past, but never Freezing Rain. In fact, I often use Freezing Rain if I picked up a little too much aggro, to stop it.
Sleet is great and from what I can see exactly the same as Freezing Rain
It seems to have a better resistance debuff than Rain though....seems to be 40% instead of 30% as Rain has. Haven't seen any numbers on this though?

Okies, I´ve been thinking about creating a villain that I might actually play for quite a while, and I really like the look of cold domination, and have thought up 100 concepts around it!
So, anybody got any experience playing cold (I´m sure there are hehe) what powers are a must, what powers can you really do without? What blast really goes well with it, and what alternatives apart from ice would you suggest?
Any help is welcome, and will be rewarded with magical cookies, or something
