elec or nrg:P..most will probaly say nrg tho...but its more a pve based difference then..with elec you have power sink (in i7 it will be even better)..jump in..sap them..and pop aoe on em without getting countered.
nrg tho..the big damage called total focus..build up at lvl 4..power boost for self heal if you take it...and boost range if you wanna use fire ball at a long range for less dangerous aggro..personaly do I like elec more..but if you want a good choice which helps with pvp 2 take nrg...
if you really wanna avoid those take ice..slows are great
If you want to be able to hunt Stalkers I'd roll a Fire/Dev, I read they're effective against them. But not being experienced in PvP I can only say what I've read.
/energy. That crazy dmg is something u gotta try urself, for pvp and pve.. and boost range+aim+bu+that crazy snipe fire has(maybe having stealth on) will make u feel like a real sniper in pvp too 
(i got the snipe slotted with 3 dmg 3 range, since i only use it with the buffs 
)

3 dam range HOs and 3 recharge in both snipe and LRM coupled with my insanely fast fly speed. You should never count out any build, just because most play one way doesnt mean others cant make them do something else. Stalk-obot was pretty much universally lambasted due to having 0 def (aside from hide and stealth) and my kinetic corr with the mighty neutrino bolt and cosmic burst (thats all) has beaten many none blapper blasters in WB in duels.
Dev does its job its just not a blapper and shouldnt be played as such, its fun and can take out alts that Plight Trawler cannot, for example my Fire/dev will make mincemeat out of stalk and yet stalk can batter plight silly.
There are no real "gimped" builds, its how you approach and play them.

I meant Fire has the best snipe in the game, check out the stats of it and as fire/dev has the fire snipe it clearly does have the best snipe of the game, im not talking about when suplimentary powers are called into play to boost blah blah blah as then EM will always win out.

Fire/nrg is a great sniper tho (guys u really scare me, lol, surely ill be flamed no matter what i say given how u engage on each other, but well.. ). Having a fire/nrg u know u hit stupidly hard in close range, but also in long range: with assault and tactics on, bu+aim+boost power+boost range is really deadly, and even better if u have stealth, invis and phase shift imo (well mine does). With that u can 1 shot a squishy, with full defiance, a scrapper, this way u know u can blast from range and stand ur ground in melee 
I agree with 7 here..tho I think any secondairy with BU can have a snipe like that unless power boost has more DoT:P..and yes the range boost..well..maybe if you go pure sniper yes (but why don't you just go dev then:P)..but if you really go for sniping runners activating range boost cost to much time:P
Fire/nrg is without doubt the best all round PvP blaster, imo.
I rolled both ice/nrg and fire/nrg in the RV event, and am currently very tempted to replace the ol' hevyweight champion elec/nrg with a fire/nrg on live.
Boost range + blaze is quite amazing.

Im going to roll a fire blaster tonight (Dipstar-X) can anyone recommend a compatable secondary, i mainly want to concentrate on PvP mainly for evenge purposes!!
