i7 BS/regen pvp build
I'd make the following changes:
3 slots in build up
only 3 slots in stamina
you don't need the endreds in Fly
get integration and hasten earlier
Shouldn't need conserve power
6 slot instant healing with recharge and heal
I'd get Moment of Glory if you're PvPing
Yeah I'd consider the power order. I know it's a respec build but you might want to exemp down for arena matches and lower level zones or even getting rid of debt. There are some powers that I would always get the second they're available, like Integration and Headsplitter.
Don't slot Resilience and take 3 of the endmods out of Stamina, they do practically nothing. Instead slot 3 tohit buffs in FA, since you have it there sucking all you endurance you might as well get as much benefit from it as possible. Also 3-slot Hasten and Build Up and consider 6-slotting Instant Healing. Your accuracy should be extremely good with that build, enough to hit even defense builds pretty consistently.
Lots of Parrying = less time spent absolutely decking everything in sight with Hack, Disembowel and Headsplitter. They can't hit back when they're lying on the floor anyway, I'd say the BS's best bet in both PvE and PvP is to get stuck in, finish things in seconds and go find something else to batter. Getting bogged down in a prolonged battle in PvP is never good.

one thing i would say is dont get hover get air supierority as hover is useless once u have fly and then you get another attack which against flying foes is very affective.
Forget fly, they will see you coming a mile off and with LBZ as your only ranged attack and it doesnt do any -fly you wont be doing much arial combat at all. Speed is key, 2 in SS coupled to hurdle and CJ (3 slotted for unspressable SJ speed which is invaluable) means you will be absolutely flying and not much will escape you.
only one acc in attacks as tactics and FA should mean u will hit anything that isnt eluded and if it is eluded forget them for 3 mins and move on to the next target.
Parry is fun but as soon as u hit someone whos eluding u miss and, your def goes and someone pounds you into the floor, forget parry, you can always pop a purple and concentrate on using your heals to live.
The resistance from resiliance sucks the big one, forget this and save the slots, take the power as its an inherant mez protect and is invaluable but its really not worth slotting, 6.7% with 1 SO and 8.8% with 3 SOs and 8.9% with 4 SOs as in your original, expensive way to get 2.1/2.2% resistence.

Man you got carried away with end reds in that Stalko.
It doesn't need anywhere near that many.
BS fights don't tend to be long slug fests, bounce in with build up then headsplitter, disembowel and hack and that's most ATs dead. Stamina and Quick Recovery slotted means you can easily run several toggles without end reds.
And unsupressed movement is over-rated, putting that many slots into your travel powers is unecessary when you could have an extra accuracy/recharge in each of your attacks. Regens are pretty tough anyway, you aren't going to die by the time superjump suppresion finishes and you can bounce away.
Maybe for PvP Wam but the OP specified a PvE build.
Worrying about end management in PvP on a melee build is a major problem and unsurpressed movement in PvP is key. Not just for your survivability but, more importantly, it gives targets a chance to run. The three slotted stamina will just about cover integration and FA so that leaves QR alone to cover all other toggles and those high end attacks.
I'd probably only one slot SS and look at a re-jig of slotting and powers before 30 for Sirens but apart from that, it's a good final build.
For Sirens viability, take an extra attack earlier instead of assault. For me, assault and leadership pool have always been 'late build, luxury powers'. Slot Dull pain and integration with the recharges before the heals or slot them alternately, recharge, heal, recharge, heal.
The big sticking point is the 1 ACC in attacks. Great for lvl 41+ when you have FA but will be a big problem if you plan on going to Sirens at all. The solution? No idea, having the same concern on my katana/regen.
Personally, my build doesn't use conserve power so I don't need lazer beam eyes, leaving me two more powers to fit in(both attacks). That said, katana is much more end friendly so not sure if it is a must for Broadsword.

speed is going to be key in the pvp zones I can assure you its not there to escape, its there to pursue. As for unsupressed movement being overated all of my pvp alts have it and they all hold their own quite well, I wouldnt make a pvp build without it now.
with tactics and FA running you dont need 2 acc in all attacks, anything u cant hit with that you cant hit with 1 extra acc SO
BS is very end heavy and running the suplimentary toggles like tactics, ss, cj, FA all of which are needed in a place like RV end WILL dwindle far faster than you would like. My lvl 50 US spines regen is loaded with HOs and you wont find better end effeciency and still I start running out with the prolonged battles in RV on both the Euro and US test servers. the zones are not like 1v1s and if you are fighting 5+ villains, hacking your way through a MMs pets or even just taking the temporal points you dont want to run out of end.
oh and the build i posted was just for lvl 50 pvp

I didn't get FA, as I'm getting weapons for caltrops/webgrenade
I run tactics/assault/integration and usally SJ and I don't have any end issues. with 2acc/3dam/1rech I rarely miss.

FA is invaluable in RV as can see most stalkers and frees up acc slots which is why I would always spec it in on scrappers.
Having played extensively in RV here and on US servers I stand by my build sheet but hey, variety is the spice of life

I always gear my alts to take down my other alts, tactics wouldnt see my stalkers for love nor money, that said tactics and FA wont see one of them

an SR or an ice tank would always see u provided that u are on ur own . An SR or ice tank with tactics and FA will always see u at least in 10 feet, and that provided u are teaming with someone granting u invis. Ur build looks good to me, but id change the order of some powers and drop super jump since u got both hurdle and cj 3 slotted on jump

yeah I kind of agree but found sj invaluable at reaching some flyers as hurdle/cj combo gives you speed but not the height. Its also annoying when you cant get on a roof to dish out a smackdown

you lose a lot of momentum if you 3slot CJ AND hurdle. Just 3slot hurdle and leave the single slot in CJ, you have more jumping speed and better movement that way.

the height is invaluable in conjunction with SS in the zones as the majority of the time you dont have to switch to sj to get over things in pursuit, just my personal preferences

i used this at RV event on test seemed to be very effective was only took down once one on one cus i got sloppy and took big groups a decent amout of time to kill me hasten and spamming parry is lots of fun
