Not a bad build so far. Dull pain does need the extra recharge slots but you still have plenty of levels to make that up in. Health does help towards the regen rate but it's not a must to add slots too.
IIRC ToF is the highest acuracy attack in DM (not 100% sure) Its something I rarely miss with, so would probably just have the one recharge in there.
Am glad Siphon life is going.

Would it ever be a good idea to slot Dark Compusion and Soul Drain with DMG? Try get some AoE going :P
the souldrain/dc question, i found that they just we'rent available enough for use as aoe attacks.
but if you're slotting either for attack then make it dc, its got a bigger punch to it for sure.

Why drop Siphon Life? It's a great tool if you slot it properly - it damages foes whilst lowering their accuracy and at the same time it adds to your health. What's not to like? I use it as one of Maxigirl's primary attacks, and it's served her very well indeed for 43 levels. If you want to drop an attack, get rid of Shadow Punch. You shouldn't need to take that at lvl 20.
And why take slots from Fast Healing? I'd leave them in.
Soul Drain is marvellous - DM 's accuracy can be tragically poor, so slot SD for recharges and To Hit buffs.
Dark Consumption is good, but I went the Swift/Health/Stamina route so don't feel the need to exploit it as a primary attack/source of endurance yet. It will aggro mobs, but costs nothing but time to activate.
Personally I prefer the Leaping to the Flight pool for this build. Combat Jumping is a much needed extra defensive power, and you don't need Air Superiority - as good as it is - with the other attacks you can call on. Also, Superjump is less slot-hungry, faster, and way cooler than Fly And you can still use it to take out Skiffs in Terra Volta and Striga
For the future, at 32 I heartily recommend Midnight Grasp and at 41 Focused Accuracy from the Body Mastery epic pool. Slot FA 3/3 with end redux/To Hit buffs, and you can save the Accuracy SOs in all your other attacks - the only accuracy SO i keep is in Siphon Life, along with 1 or 2 recharges (I can't remember which ), 1 heal, and the rest damage; I hardly ever miss with that, and with Soul Drain going I can repair damage fast while swatting bosses.
There's a good, if 6-month old, DM/Regen guide on the US boards here - although even she doesn't much care for Siphon Life either - are they all INSANE!!???
If you want I'll post Maxigirl's build - she's very good at PvE nowadays, but if PvP floats your boat, DM/Regen is not, to the best of my knowledge, the best PvP set you can have. It is, however, one of the most fun of all my 22 alts builds (yeh, I had to delete a couple to prepare for the new powersets in I7 )

Regen already has 2 heals, a 3rd is a bit of a waste.

The slots that are currently in Fast Healing are far better put in Dull Pain and Reconstruction.
Regen also has no defence - all it has are its heals - and in my experience they don't heal enough if you don't use them all. DP and IH are not perma and are end-heavy - Siphon Life is an excellent fill-in tool for the down times and for the mobs that don't force you to fire up IH or DP if you need to save them for the Elite Boss around the corner.
Its only 2 extra slots in FH. In my opinion you save that just by avoiding Fly.
In my experience, Regen is great fun to play but its not all that. You don't heal faster than they can hurt you and your end does drain away. It's your toon, but I still say you skip health and end boosts at your peril.
The damage of Life Siphon and Shadow Punch are not that different, but LS heals you too, so why go with shadow punch over LS?
Edit, this based on LS actually being given Damage SO's, I have mine slotted 1 Accuracy, 3 Heals and 2 Damage.
Siphon Life can leave the chain when he gets thw 32 power, I believe that's what he's talking about.
Why shadow punch over siphon life to start with? Quicker animation, quicker recharge, lower end cost, all in all more efficient for causing damage.

Been taking all my advice from you and TBH is sounds right to me, also I don't use Siphon Life, beacuse why !? the heal is like 142 atm and long animation that i've died doing before, I could just hit reconstruction and have it done with.

Ok well if you did't like it then leave it, I'm just saying how usful I find it. Regen offers hardly any defence and thus I like to make sure my health bar is full as much as poss, Siphon Life is never gonna be instead of your heals but I find it most usfull at the top end of the health bar, keeping it at the top, that way if it drops down to somewhere near half yes you need to start thinking recon, SL has done what it can for you. The recharge is 15 seconds according to herostats, who cares about end anyway on a regen with stamina (if your going down that road) and the animation, ok well I actually really like it and think it is average considering the power is an attack and a heal. All I am trying to say is it has been a very usfull power for me, even more so in the higher lvls +40's etc, where you encounter some heavy hitters and every bit of health regen is welcome, all of this IMO of course.
Just want to add that Siphon Life has been useful for me too, and I still use it usefully at level 50.

Once I get to 50 and try this out on the test if my end is fine I was going to get rid of Dark Consumption and add in Hasten.
I hope those end reductions in Reconstruction are a mistake! If not, change them to recharges asap!
Remove Shadow Punch and Soul Drain, leave them til a tad later in your earlier build. Take swift earlier, then use the spare slots for health and stamina. Keep Siphon Life.
Regens can still use the extra heal, to use after the alpha strikes if nothing else. It causes damage, use it, enjoy the extra hp. Slot it Acc/EndRed/Heal/Heal/Dam/Dam.
Remember that the first 24 levels are all about having a scrapper that can survive and arrest bad guys, not about having an uber masher. Respecs can be earned from 24 onwards and can be used to tweak your build with the next few powers becoming available in mind. You know how fast you level and if you can be effective with a chain of Smite - Shadow Maul - Air Superiority
Personally, my Dark Melee scrapper doesn't have Touch of Fear, the Taunt or Midnight Grasp but has all the other powers in the set. I believe she is quite effective, she is able to solo very well and works well in a team. It's all down to play style and your own preferences. What works for one person may not work for another.

true but shadow punch/smite/shadow maul chains very very good...I have all 4 in my build tho but thats also cause of pvp (SP/smite/SM/Air SUp)...siphon life is okay..but drains way to much endurance to be really worth it..with a good regen build you won't really need it...

3x Dmg in all attacks.
Siphon Life is not good enough, as Cynic says, its slow end heavy and poor damage. The heal that it gives you will not stop them killing you in the alpha and will only really save you if all other clickies have been used in AV/GM fights. IMO. I have it on my lvl50 and will lose it at my earliest oportunity. If def/res is your lack go for 3x slots in Resilience and get tough.

Ideas:
Long attack chain, I don't use brawl at all, but SP, SM, Smite, AS, ToF & MG all addup to a good chain, plus with the knockdown from AS
Fly is in purely for Vertical, SS gives me the speed and a little stealth
Build is lvl50 respec build otherwise I would juggle the low level powers to get reconstruction in earlier.
Reconstruction can run with just two recharges, recharge then is about 36s without hasten (22s with) you only gain 6s with the third recharge. I have more in this build...
All attacks apart from ToF are 2x ACC 3x DMG at minimum on pretty much all my builds for scrappers. Its not worth IMO running anything less. This could be due to the amount of time I spend exemped under 41, which for LN has now probably been longer than it took her to get to 50 in the fist place, and 0x ACC or 1x ACC is piss poor when you really need it. Also bear in mind that FA will only be of any use in RV so its not the best choice for a PvP build again IMO
Dark Consumption and Soul Drain also have 2x ACC mainly as if they don't hit they have a knockon effect on other powers, DC I take at its own level (18) that tides me over in low end situation until I get Stamina and helps me pad out the pre 20 powers so I don't have to fit stamina in there too . Soul Drain is my build up the more mobs it hits per activation the more damage I do, I don't want this to miss ever ande if I had the spare slots I'd stick a tohit or two in there too.
Stamina late gets me ready for FAs END use also helps when running Tough, before then its not needed as much.
Resilience Stacks with Tough giving a good bonus to resistance.
This is actually a modified build I did for a test, the orginal build has no FA. Basically its the same except:

I still use Siphon Life at 41 on an invulnerable scrapper and find the heal useful at times when Dull Pain is recharging in hard fights. It will save you after the alpha strikes, as Dull Pain and Reconstruction are recharging and all you have left are the regenrations, a third heal is nice to have for emergencies, and slotted with 2 SO heals at level 41 it heals me for 200hp or so IIRC, not to be sniffed at. Damage is comparable to shadow punch and Air Superiority. I admit it is end heavy and has a slower recharge but on a */regen with stamina, then endurance shouldn't be a problem, even with Dark Melee which is quite an endurance eater at times.
In the build above (from LostNinja), reconstruction will be needed before level 20, so would be fine as a respec build but wouldn't work from level 1 too well. Regen scrappers are very tough, but need their heals in there early. Before SO's are slotted you actually get more healing from reconstruction than from Dull Pain, and Dull Pain should be taken way way before level 22! Isn't it available from 8 or 10 or there abouts? Don't forget that there are no defences or resistances in regeneration apart from secondary resistances from such as toxic damage, so no self-heals before 20 is a short-cut to debt, and lots of it.

Sorry should have made clear that was a respec build, not an out of the box build. Out of the box I would have delayed ToF and AS by a bit. When LN was still leveling, a long time ago now, I didn't take AS at all and went fro SJ not SS, though I did take hasten, sadly this was before I started using the planner software so I can't actually remember the exact build. For Facilitator BS/Rgn Dull Pain was in at 20 and Reconstruction in at 6/8, Facilitator left out fitness till mid 20s and Stamina at 30 IIRC and of course BS has no END rec powers. Luckily I have a Kin/Dark defender I duo with, so End and Speed were never a real issue
Also the situation on an Invulnerability scrapper is different as to Sphon Life, you get Dull Pain as a self heal. I get four heal powers two clickies and two quick regens. In that situation IMO Siphon life is a waste of a power.
... Would like to know what people thing of my build so far, its for PvE for a start :P and getting rid of Siphon Life when I get a respec.
