Question isn't to do with holding, it's can he do enough damage to kill the scrapper whilst he's held? I personally have never seen it.

This is mostly to do with player skill,i've taken out quite a few regen scrappers in warburg but they where mostly not very experienced.
If you put an experienced regen scrapper against me I would prolly get owned
As my scrapper I've killed countles controllers.
As my dominator I've not killed a single Scrapper.
These are 1 on 1 figures of course, in teams my Dominator is far more deadly.

Yes, it's in the team enivornment that hold become much more of a problem. In my experience, and I stress, my experience. Those ATs that can hold can't put out enough damage to be a significant threat. Hence the use of the word "annoy" in my initial post.
But combined with a serious damage dealer you have a very lethal combination.

Interestingly I've never been beaten by a controller. Certainly not 1 on 1. On the other hand I've beaten quite a few which results in tossing your 9 wins out of 10 estimate straight out the window.

Would you like to try? I'm quite happy to show you that I have plenty of damage; more than enough to kill most regen scrappers. It's just a matter of knowing when to make it appear that you're doing damage and when to actually try to do it.

Depends on the Dom - Power Boost goes some way into redressing the balance between Doms and Controllers, and as soon as Domination is achieved all bets are off... it's just an issue of whether they can ever get to that point, it seems a bit unlikely that any hero team with half a clue would ever consider letting the Dom get that far.

This isn't a complaint, but more something that made me laugh.
I was in Siren's on my Ice/Dark, having a quick look around. There weren't many people, but there was a /regen Scrapper around. At one point, I saw him nearby, and threw Darkest Night on him to stop him from killing me. A series of tells started up in which he eventually said something along the lines of "well try to kill me, then."
My Ice/Dark has the worst endurance problems of any character I've played. I can kill regens, but only if there's someone to SB me, or I have a tray full of blues... and I had neither. Still, I had a go at him, and knocked a good chunk of his HP off before he healed himself. No way I could kill him, but with Darkest Night and Fearsome Stare, he couldn't kill me either. I eventually headed off, planning on leaving, which is when this fantastic conversation came about (paraphrased because I don't remember exactly):
Scrapper: see noob corruptors like you cant kill me.
Me: Looks like you can't kill me either, so what does that make you?
Scrapper: only becaue you use your fear
I pointed out that I only couldn't kill him because he was using his regen powers, and he stopped insulting me, so I'm hoping he might have got the point.
I guess at least he didn't accuse me of cheating for using Darkest Night, which has happened to me once... anyone else received any trash talk with logic so amazing it's made your head hurt?

Yeah, I was actually a bit surprised. He'd been shouting insults over broadcast prior to the whole thing, too, so I wasn't expecting him to stop that easily. The player who accused me of cheating by using Darkest Night on him kept up his tirade until one of us left, if I remember correctly, and was also insulting everyone else in the zone while he was at it. I was half-expecting a repeat of that.

Getting at the other side in jest is one thing (often enough, you'll see people who know each other and team together on opposite sides, jokingly having a go at each other), but if you get to the point where you're just screaming insults, it's a good way to annoy people or get ignored. Or, if you say something really silly, get laughed at.
I have petitioned a few people in the PvP zones who were being particularly obnoxious, and know other people who do so as well, so it's probably worth trying to keep yourself within the bounds of the EULA.

I'd suggest that you stick within the EULA. You might also give thought to letting your actions speak for you as opposed to dribbling insults from your keyboard, or maybe even just walking away from the PC. Chances are, someone isn't going to enjoy being ripped on, and they're more than likely to report you.

I mostly play small characters, it always amazes me that some people think insulting the height of your character is an insult to ther person playing them. They never seem to realise that I choose to play a shortie rather then get forced into it by something genetic.

My personal opinion is that any kind of banter in PvP zones with the word nOOb, newb, etc. in it, isnt intelligent.
When last time I was on a PvP zone, after getting my first ever kill with my lvl 30 blaster, I got called ****ing **it newb. I havent heard much more intelligent banter in there.. And I still can't seem to grasp whats supposed to be fun in PvP with that sort of attitudes abundant..

Admittedly the fear power does annoy me. What's the point of having mez protection when there's incapacitating powers that punch right through it?

I had a brute call out over Broadcast about how my blaster was a coward because she running away from him, or put another way; I wouldn't hang about in melee range for very long.
Insps aren't only an important part of PvP, they're an ESSENTIAL part for many builds.

Depends who gets the first shot in, but most controllers I've met can't do enough damage to a regen by the time the holds wear off.

in danger of building a quote pyramid, I must say this depends on two things;
1) The type of troller you face
2) Most importantly, the skill of the regenner.
Many troller builds can stuff up a regenner, not because of damage output, but because they negate the regen capabilties. Lingering rad, or ice powers that slow regen, make any potential battle swing in the favour of the controller ( in a 1 on 1 situation ).
Yeah, /Storm, /Empathy and /FF don't really have what it takes to kill Regens one on one. (I have never fought a /TA or /Sonic)
Come face to face with a good /Kin or /Rad and your [censored] is grass. Spines Scrappers probably have the best chance against these types too, and I still tend to lose.

It's a shame some people feel like this but I've experienced similar numb-nuts in PvE, (yeeeesss.... the likelihood is you will have more chance of meeting these in PvP) but they are in the minority.
As you can see from the posts, some good people hang out in these zones too, "Lest We Forget" and laughs are had.
I love the PvP experience and I guess you can ignore, put on ignore, argue or deal with it however you like.
I've tried most methods of dealing with these daft people and I happen to be exceptionally good at arguments, not just the red-faced tirade types, specifically the balanced, calm explanation types that can pick the opposition's case to pieces, which often leads to /em tailbetweenlegs. The plain old fashioned silent treatment can work wonders too, some strange fun can be had here, Mua ha ha ha!
The way I see CoX is the way I view the comics and most movies, you have the hero & the villain, with it comes the mandatory repetoire e.g. a well known web slinger & his 8-armed nemesis, Austin Powers & Dr Evil etc. When I'm in PvP it's my duty to playfully taunt my foe just like the above mentioned. It can be done to hilarious effect and makes up the character! Most enjoy it, those that don't, I'll usually stop (coz it's not the same without a witty retort) but I NEVER swear, accuse or victimise someone because I can carry the banter out with some class.
Raise your glasses for hero/villain banter but frown & petition on those that spam broadcast with abuse & foul language.

I had one Stalker who started fighting a team consisting of me (Storm Defender), an Empath Defender and a Scrapper in Bloody Bay. He AS'd and killed me in one (no surprise there) but after I revived and proceeded to slow him down whilst he duelled with the Scrapper he shouted out that we were "Those that sold ourselves for money" (W). Which made me think why did he attack a team of three and shout when two of them retaliated?
Though after I told him that there was no need to swear at us he actually turned out to be a really nice person and stopped attacking me and just went after the Empath >_>
I've also had some nice PvP experiences that outweigh my bad ones tenfold, like Seventh Legion being told by Heroes that they wouldn't fight her as she seemed "Too nice to kill" They made really nice people to talk to!

I've seen this a lot with stalkers, they attack a group then complain that they got ganked when things go bad for them.

I used the word annoy deliberately. Whilst I've managed to flatten a few controllers there are quite a few where it quickly became obviously that I couldn't get to them and never, despite all the holds has a troller, single handedly stopped me from bugging out. This would be WITH B/Fs obviously. The result most commonly recorded between me and trollers is a no-score draw.
