Don't know about pb's but Focus Chi, slotted 2/2 running hasten even level will give a recharge of 38 secs. Solo vs 2/3 orange bosses or a large group of yellow/orange/red minions, lieutenants & boss I'll definetly fire it off 3+ times.
I love using Focus Chi on Rikti Drones 
I don't have any tohits slotted in it and I think I was one-shotting drones 9 times out of 10 while using it and Eagle's Claw. Very therapeutic following a string of misses...

i must say if a lvl 40 regen scrapper was in front of me as a prize and i could choose either marial arts or katana, i would choose katana because the only reason i would choose MA is cos of eagles claw :P

Its pretty hard for you too be critical about a set you have utterly no knowledge about.

Personally I'm quite fond of the Focus Chi/Eagle's Claw/Crane Kick/Dragon's Tail combo when taking on a boss and his friends. That's pretty much half the powerset in use right there

The obvious part is that he doesnt know the first thing about the set. The part that is a mystery is why he keeps think he actually has in depth knowledge

Build up is pretty much a bread and butter power for us MAs. My advice is to take it as soon as you can. It quickly becomes one of those powers that you'll just activate reflexively before charging into battle. The damage boost that it gives is awesome 
but i'll agree, at the lower levels recharge is pretty naffy. That said, don't give up on it. It will give you the edge in situations where you'd normally faceplant. Also, if you're lucky enough to critical out whilst built up, the damage done in a single attack is just jaw-dropping.
I only have it slotted for 3 recharge, but to be quite honest for MA thats all the slots you need. Yes Build Up can give you a to-hit bonus, but don't forget, The entire MA powerset has an extra 10% over the base accuracy, making it the most accurate powerset for scrappers.
IMO, 3 slots for recharge is all you need for an MA build up. That way, you free up more precious precious slots
Out of interest, Da Man, what is your scrappers secondary power?
Well I've just respecced my lv 29 MA/SR and picked up Focus Chi for the first time over having a forth attack power (CAK), my attack chain now has a big break in it, but I can clear a mob hell of a lot faster. Highly recommended.
OK, here's one more vote for the "get it as soon as possible and 3-slot with recharge"-crowd - I try to take it and slot it ASAP on all my MA scrappers and stalkers.

I took it as soon as possible on my MA scrapper but couldn't deal with the lack of an attack chain that resulted so I rerolled and left it much later the second time around. Having said that though I took build up on my spines scrapper pretty early and am coping fine with the lack of attacks so I probably would have been ok with my MA scrapper if I'd given it a chance.

I see what you mean - but if e.g. you take Focus Chi at 6 and Crane Kick at 8, you do have a half-decent attack-string "storm-thunder-crane" that allows you to prevail in most low-level encounters (at least on heroic where I play 
)
I think I was just unhappy with the character as he was so the attack chain thing felt worse than it was When I re-rolled him I picked up Jump Kick and that filled all my attack chain holes right up

Hmm, what would be better to fill the attack chain: Hasten which would speed up all my other attack recharges, pull buildup faster and give a slight defense versus DT for AOE damage?

That drags up bad memories. I changed the slotting of it on my blaster shortly before the finals of S4 so build up and aim would recharge more often at the expense of the ToHits (I originally had 3 in both). When we met the french and their /SR scrapper I couldn't hit it...
