Im pretty sure that fly caps out with 3 speeds, I can't recall for sure but it might have been just 2 in some cases or at least you get real close to the cap. Currently I have 2 end red and 2 flight speed in my own fly.
Even though I have air sup, I have never added slots to it..

As I said, if you use Air Superiority in your attack chain it needs to be slotted. If you don't use it there's no point slotting it.
to me Fly is most important but if its Hover and Air S. i'd choose Air S. 
I'm not sure with all this slotting of Air Superiority.
I have a 34 BS/Regen scrapper and I use air-sup as an opener in my core attack chain (air-sup, hack, headsplitter).
I only have 1 recharge training enhancement slotted for air-sup and it still works wonders for keeping bosses on the floor while I dice them up. Even without any accuracy enhancements it will still hit as often as my sword attacks which have 2 SO accuracy slots.
If you're a regen scrapper with quick recovery then one end-reduction enhancement is all flight really needs. Unless of course if you really want some speed out of it or air combat durability, then you'll need a lot of extra slots.
does AS retract claws for a claws scrapper? as it make u put swords away i mean..

yes, AS makes all weapons go away, but it can be worth it to keep your enemy from standing up.

I have flight slotted 2 - Fly increase and 1 - end red.
I have Stamina at 2 - end discount.
I also have Hover and I find it useful for PVP when you want to stay up in the air out of range of most ATs and with the endurance as it is now (it doesn't drain me while I have stealth and flight running) I can pretty much keep up there too.
But isn't that against the whole idea of a scrapper? You should be trying to fight the villains, not run away for them!

To the OP (cant remeber who it was, probably end up being Raziel ) if it is your very first character take hove, nothing makes you feel like a superhero than flying over Atlas once you reach level 6 then seeing if you can get to the top of a skyscraper before teh end runs out. Nothing can beat that feeling of true supeerheroness it was what made me fall in love with the game.
If its not your 1st character hover sucks and get air supperiority and love it, adds another attack to the chain and is very usefull in PvP.
