I can see a ranking system as a bad idea as its going to give a very graphic representation of whose a regular pvper, whose a casual and whose a beginner (or at least, not very good).
Can we guess how some ppl would use that information to their advantage?

uh no?please explain. Cause right now with a ranking system and the creation of RoC i can only see personally advantages except the part of people maybe segregating according to pvp ranking
I would probably play PvP a bit more if there were a proper ranking system. So what if regular PvPers get higher ranking? Why not recognize the time and effort they put in PvP.

Higher Ranking PvPer: Oh look a target of higher level with a really low rank...
Lower Ranking PvPer: ARGGGGGGHHHHHHH!
The way to fix this is to only gain rank be defeating targets of higher or equal rank and level to you, but that isn't currently how it works.

Well curently you get a 5pt bonus for killing somone with a higher pvp rating than you and a similar thing could be introduced for this suggestion, as for it being used to an advantage, when was the last time anyone gauged someones ability by looking at their pvp rating?

OK, example; you're a less than scrupulous player and decide you want to get your PvP rating up as fast as possible. The zones are next to emply as they usually are but there's two opponents on. You compare their ratings. 1 is the top 5, the other is WAY down the bottom. If you're wanting an easy kill, who are YOU going to go after?
This is not to suggest all or even the majority of regular PvPers would do this, but there are people who WILL use the list to their advantage and perhaps at the expense of the people who're just getting their feet wet in PvP.
If anyone's in any doubt of the existence of these people go see the thread about kill stealing.

hmm plausible at least, still at least COH/COV has a built in protection system agaisnt knowing someones rank/rating, when you click on someones info theres certainly a chance of lockup

actually i not think anyone really separates people by their pvp ranking on this game. Since there is no direct indicator of high ranking toons inside the game like WoW has. You not need the ranking to see a new to pvp player. I would like to see an ingame ranking system and ranks appear over the character so that people can prioritize to players they need to focus in taking out in the pvp zone. Right now the system works just fine since you dont get any rep by ganking more than once on the same player which i think works wonders.

The example you use doesnt stand since there is no rep awarded after the first kill for quite a long period of time.

If the info's private, or at least can't be seen by the enemy then I withdraw the objection. If it's a big a55 leaderboard (which was what I was imagining... for some reason) everyone can see all the time then my original point stands.

Having a PvP leaderboard in ranking though is a good idea..it doesnt show anything about the rest of the players and it gives some initiative to get in there.
Well, I don't go there much, heros shouldn't fight heroes, but I love the zone, I think its fantastically laid out.
I hope that in the next issue they make it purely PvP of heroes to villains, I hope they only made it hero fights hero as well because of the need for a higher end pvp zone and the lack of high end villains at that time, I hope that they make it really gritty so that we can have some huge rumbles in there at a later date because the zone is so cool, I hope a lot of things...
PvP at its best SHOULD be in recluses revenge or whatever its called, where the level 50s play and you can see just how good you really are...

true.. i dont hold pvp rating that highly.. Duke's rating is pretty low cause his main purpose is to soak the aggro while his teammates finish the villain off. For those kills he barely gets rep, highest I ever got was spending a whole night in BB with massive battles and even then I only got it to 20. However most villains that fought me before (especially stalkers) think twice before attacking me.

If it's done the same way as the other leaderboards; i.e. available at the info terminals then you might have a happy medium.
I doubt it'll encourage new players but more likely encourage existing players to play more.

According to my badge list, War Crow had a PvP reputation of 400 at some point. Thos badges are so buggy.

Yes you're right about that, I saw a posting over there where a guy sounded as if he was wanting to give up his job wife children dog.... ou get the message.
But in saying that, as a personal challenge to yourself in WoW its good to get reputation and special rank based bonuses.
Somebody said to me that its not fair when fighting heroes if you have these bonus items but if they put a sotp to FFA zones then that would make the items fair.
Recluses Victory will be HvsV. The zone is a version of Atlas Park in another dimension, and it changes appearance depending on which side is winning.
