heh took a while to find this again, but my brain has been working its magic...
national crisis: once every feature update, is a national crisis which anyone can join into. each feature update would have a brand new and different national crisis. heres just a few that could happen;
tornado: a tornado is destroying paragon city and its up to you to save everyone in its path. there would be a tornado whih would cause knock-in towards to tornado every 5 seconds when your within 100 meters of it. if you end up within the tornado, you are immediatly knocked out and go to the hospital, because its impossible to be ressurected or teleported out of the tornado, there would also be random attacks from the tornado at completely random times. you could have a post box thrown at you causing minor smashing damage, or a car thrown at you for superior smashing damage and alot of knockback. to save people, you have to go up to them and walk, not sprint, out of the way of the tornado into a shelter. you can only help 2 people at a time and there would be anything between 20 and 200 people in the way of the tornado. when they are all out of the way, you have to get out of the way of the tornado yourself. the reward would be a tornado crisis accolade badge which will increase any attacks that do knockback by 10 feet, and give every attack a 1% chance to do 5 feet of knockback when they strike.
rampage: a troll has taken way too much superdine, and has grown beyond recognition. this troll would look like a supa troll, but would have large musles, have 3 arms (one on one side, two on the other) and be about 16 feet tall. this troll will attack anything that comes near it and will one hit anyone within range of its attacks. the troll will pick up objects, and even npc's and throw them at people 500 meters away, causing extreme damage and extreme knockback. if the gigatroll picks up a hero, they can throw them at another hero, instantly taking out both of them. gigatroll can also pick up a small building, and drop it at medium range ontop of up to 10 heroes, instantly taking them out. gigatrolls punch can cause enough knockback to make you hit a building/car and cause superior damage. gigatrolls has a 70% resistence against all types of damage. when you take gigatroll out you will get the gigatroll crisis accolade badge, which will give you a temp power which will give you a 70% defence versus all types of damage for 30 seconds, and it has a recharge of 20 hours of playing. you can only activate this power 5 times.
swarm: deep within the earth... a swarm has been preparing... the ground starts to the shake, and everyone, including the npc's, get knocked down. holes open in the ground and swarmers crawl out. swarmers are giant monsters, which look like humans but they crawl on all fours on the ground and are a murky brown colour. there will be an unlimited amount of swarmers that come out of the ground, they only have brawl and poison spit, which both do minor damage. but they have no recharge time and they have unlimited endurence. the holes would start up in the north, east, south, west and middle of every zone. they will keep coming out and will not stop untill 24 hours have passed. when you log in when the swarm is on, you will get a warning and a choice of whether or not you want to participate. if you say yes, then the swarmers will be able to attack you, and you will be able to attack the swarmers. if you choose no, you will only be able to see them and anyone thats fighting them, and they wont be able to attack you and you wont be able to attack them. each swarmer gives you 1 experience, 1 influence/infamy and 1 prestige (if you can get it). the reason why this would be so dangerous though, is because there could be 50 of them surrounding you, all of them attacking you at the same time doing minor damage, it all adds up... once the event is over, and if you have taken out at least 10 of them, you will get the swarm smashing accolad badge, which will give you 10 seconds of no recharge times and infinate endurence. this power can only be used once, so make it count.
gang war: the local gangs are fighting, and you have to put a stop to it. each of them are giant monsters, and groups of up to 25 of each gang will be fighting, and attacking any npc, building, car, anythign nearby. gang would include skulls and hellions, trolls and outcasts, tsoo and warriors and rikti and everything else... if you put a stop to it, you will get the gang war accolade badge, which makes the rival gang on the targeted enemy come along and fight them. if you are fighting skulls, a small gang of hellions will appear, if you are fighting outcasts, a small gang of trolls will appear ect. this power can be used 10 times, and it has a recharge of 94 minutes.
the death zone: this is a zone which can either be good, or apsolutely horrible. this zone has rewards and penalties, so be careful. this is a pvp zone where there are heroes, villains and some other things. the zone has bounty hunters which are scattered around the zone, and they will attack anyone which has attacked someone else. if you attack someone you will get a ! sign above your head, if you are anywhere near a bounty hunter, they automatically attack you until they are taken out, or untill your taken out. they are giant monsters with energy ranged attacks, fire melee attacks, and psycic PBAoE attacks which all do superior damage, bounty hunters are always in groups of two hunters, one game hunter and one big game hunters. the game hunters have fire ranged attack, psycic melee attacks and energy PBAoE attacks, and the big game hunters have all of the three damage types in ranged, melee and PBAoE.
if you get taken out in this area, you cannot revive yourself, or be revived by someone else so you will be automaticaly teleported to the hospital. if you are attack in this area, you will get a ? sign above your head, and if you go near any bounty hunters, they will follow you for 1 mile, then they will teleport back to their origonal location. while they are following you, they will attack anyone with a ! sign above their head. when you are taken out by another player or a bounty hunter, you will be teleported to the last area you were in because this area hasnt got any hospital teleporters. but, if you are taken out by a bounty hunter, they will take you to a prison which you have to break out of. first you have to break the door, which has 1000 hit points, then you have to get passed a bounty hunter by either stunning/disorienting/holding/sleeping ect. them. if you use invisibility they will see you and call for more and you will have to fight 7 bounty hunters, 4 game hunters and 2 big game hunters. if you cannot do any of the above, you can go a different way by attacking a small wooden door which has 50 hit points, once its down you have to go into a new part of the zone where you will have to get passed booby traps. these booby traps will hold you, stun you or make you sleep. the only to get passed them is to just over small black lines on the ground. if you superspeed/fly/teleport through there, you will not trip the trip wires and set off the booby traps.
this area is a hero vs villains zone, which all levels can enter. the rewards are good because there are 8 badges in this zone which, if you get them all, will give you a gladiator badge which will let you summon 2 bounty hunters, 1 game hunter and 1 big game hunter to fight for you. you can summon 3 of these groups at a time because they work as one. the badges you can get include;
bounty hunter hunter: defeat 50 big game hunters
escapee: escape from the bounty hunter prison 5 times to earn this badge.
most wanted: have a ! over your head for an alltogether time of 1 hour. each ! sign lasts for 10 minutes, at which point it wares out. each time you fight another hero/villain it will restart at 10 minutes. there would be a timer at the bottom right had corner of the screen to show how much time is left.

All I can say is, I want that Satellite Beam, although the Taunt immunity seems a bit over-long, as well as the recharge time, as it's *effectively* like a Blaster Nova-type power.

aha, im at school and my brains working
secret missions: every now and then, someone will run out of a building and ask you to help. if you accept, you will have to go into the building they came out of and do what they say. the mission could be anything between a few thugs holding up a bank, to an av trying to do something to take over the world! in these missions, your on your own. you will have a limited amount of time to do this, like; 10 minutes for a small mission, one hour for an av mission, an hour and a half for a world crisis mission.
im not sure what missions could be like, but rewards would be large, and may even lead to new story arcs if you complete the mission in time.
temp power: i dont know how you would get these, but they would be useful in different situations.
grappling net: this is a net which you can fire from a small gun and will hold 1 or more enemies. this can only hold up to 6 enemies at a time for a maximum of 10 seconds, but it is very accurate; recharge: very long

thanks all. ive got some more ideas now.
RGS: this might be a bit hard to impliment, i dont know.
RGS, or randomly generated scenarios. basically, my idea is that in portal corps, a portal went off and then went back on, but in a different location. the new dimension that it goes to is different, and nobody has gone to it yet to find out what its like. this is where you come in. create a team and go through the portal, now this area will load, and it will be completely random. this area will not be able to be replicated or made again after everyone comes out of the portal. when i say random, i mean;
<ul type="square">[*]random types of mobs of random sizes and random levels (1-53-giant monster)[*]the area will look strange. might have platforms in the air, holes in the ground which go very far ect. anything[*]possibly automatic temp powers for everyone[/list]
in these places, there could also be special rewards afterwards. for instance, you could be given a mission to map out the area, to do this you will have to clear out the "fog" on the map. or if you have to look for someone who went to explore but never came back, you will have to search the whole map for them. rewards could be special inspirations, like so;
[*]regenerate inspiration: heals 50% of your health and endurence[*]teleportal temp power: this is a small device which will teleport you through one of the RGS portals at portal corps. only you will be able to go there since its a self-power.[*]new emotes like: energetic: you do jumping jacks, a backflip, then a carwheel and a front flip ect.[*]new costume options: backpack: this is a shoulder option, it just looks like a backpack; light: you have a small light builb on your head which sends out a light.

I like the idea of backpack and plenty of the others.
Can't see vehicles though, as they would be a tad clunky and possibly tacky in the game engine (i.e the cars you see zipping about).

more inspirations (thanks to ExtraGonk for inspiring me):
over passive (not sure on name): these inspirations boost the effectiveness of your passive powers;
a scrappers critical hit would have a 10%, 25% and 33% chance to do triple damage and the normal critical would have an exra 5%, 10% and 15% chance to hit.
a blasters defiance will go up further per each hit you lose, it would go up 8% faster, 14% faster and 21% faster.
a controllers containment will create additional special effects. the lowest level inspiration will causing 3% more damage with holds, sleeps and stuns. the second level imspiration will make stacked holds last longer, the more holds that are stacked, the longer each hold holds them for and the last level inspiration will give every hold/sleep/stun a 10% chance to effect more then one enemy, but only the enemy you targeted will take damage.
a defenders vigilence will give a larger endurence reduction. the first inspiration gives a extra 8% reduction, the second gives an extra 13% (oo unlucky) reduction and the biggest gives an extra 18% reduction.
a tankers gauntlet lasts for an extra amount of time. the first inspiration makes it last for an extra 5 seconds, the second inspiration makes it last for an extra 15 seconds and the last inspiration makes it last for an extra 20 seconds.

war!
a new pvp zone. there are four teams, which would consist of heroes and villains mixed in. this may sound strange, but it would be fun, ive seen it on another game. each team has a hostage, if your a villain they are there because they know something which would give you ultimate power, if your a hero you have them because they are a villain spy and have important information which the enemy must not get.
the object of the game is to destroy the forcefield agains the prisoner, then have the prisoner follow you to your base. if you are taken out when they are following you they will stay where they last where, if anybody talks to them they will follow them to their base so they get a point, or to the base they were just in. everytime the person gets taken out with the hostage, the hostage will stay in that location. when they are following you you cannot put on an invisibility power, he/she will run away shouting "help!" and anyone they come near they will follow them.
each time the hostage gets back to your base, you will score a point for your team. you can tell the difference between each team by different aura's around their body. the four teams have different colours, theres a red, blue, green and yellow team. after one hour, the points will reset and everyone on the team with the most points will get a badge called "capture one". each time you are on the winning team in this area, the badge will be deleted and be replaces with the next badge in line, for example;
you have won four times, so you have a "capture four" then you win another, you no longer have the "capture four" badge, but you now have the "capture five" badge.
with these badges, you can get passes to vaults in the lower section of your base. each base has a different "capture power";
the red team has a missle launcher, which will fire a large rocket causing superior damage to a group of enemies, and it will also causing knockback.
the blue team has an iceberg generator, which will freeze a large group of enemies in a large iceberg, which they will not be able to break out of if they use a breakfree. the iceberg will only let you go after 90 seconds, but while they are trapped, they cannot be attacked and will take minor damage over time.
the green team has a bone accelorator, which lets you grow spines. the spines come out of your skin and will cause constant minor damage to any foes within melee range of you, plus it gives you a 25% chance to cause a critical hit, no matter of your AT.
the yellow team has a body heat amplifier. this device will increase your body heat by several hundred times, making you internally combust. this power is a last resort type power which will take you out in one hit, and cause extreme fire damage to every enemy within 50 meters of you and heal every teammate within 100 meters. as i said earlier, this is a last resort power due to it instantly killing you when you use it.
with the badges, you can enter the vault which is down some steps under your base. enemies can go down there and destroy the vault door and obtain the powers of your team for themselves. the vault door respawns 1 minute after being destroyed. the powers are taken away from you every hour when the points are taken away and a winner is chosen.
this area could be a zone which comes off of talos island, and the minimum level could be 34, and everyone could be sk'd/exemped to level 40. but if not, it could come off of perez park, and the minimum level could be 10 and everyone would be sk'd/exemped to level 16.

just got back from the thread about new GM's, and i just wanted to put my idea here.. and ere i go;
right, my brains been working and here is what it has released...
gigatron: i know, stupid name but i dont know what to call it, but if you got a better one, just say.
right, this is a huge 50 foot high robot with 4 arms, the top left is a big fist for powerful melee, the top right is a giant scyth type weapon like the freakshow have for short range, cone melee attacks, and on bottom left is a big missle launcher, which fires one big missle which does a huge extreme AOE attack, or fire about 20 smaller missles at 20 heroes causing superior damage. and for the finale, on the bottom right is a big gun, which has a brain in a jar at the end and fires a beam of psycic energy which causes extreme psycic damage against one enemy, or it can fires small bubles of psycic energy in a cone at any heros nearby.
this machine in the work of three villain groups working together in secret, malta, freakshow and clockwork. so this has clockwork king owies, malta biggies, and freakshow woahies. you find this in either IP, talos or faultline, and it destroys any hero/villain that isnt malta/freakshow/clockwork.
along with its fancy weapons, it also has some secret devices. a malta sapper gun, which is in its chest, a clockwork summoning machine which summons 20-50 gears, and a cloaking device, which will turn it completely invisible and it will stay invisible for 10 seconds and no be shown if it attacks. when it gets taken out, so does everything/one within 100 meters of it, because it explodes releasing a firey nova, hitting with extreme damage and causing knockback.
and another..
elementaliss; the circle of thorns have been at it again.. they have used alot of magical energy to enchant a death mage with elemental and psycic powers which are more deadlier then anything before. this member of the circle of thorns has every power in the following sets.
fire control
earth control
ice control
mind control
ice blast
fire blast
mind blast
icey assault
firey assault
mind assault
stone armour
stone melee
ice armour
ice melee
fire armour
fire melee
resistences (90% against all elements, psycic, toxic, energy, knockback/down/up, disorient/stun and holds)
because magical forces are at work, this death mage is now a gm (still same size though) and has unlimited endurence, and therefore can have all of the toggles available, and can set off any attack he wants whenether he wants. the only good thing is, that all of the powers take twice as fast to recharge. when he is defeated, a portal opens and circle of thorns of all levels pour out of them.
and this one, not sure bout it..
invader: a giant air ship in flying over atlas park, and people are getting scared, go and find out why its there. for anyone without flight, you will be given a jet pack to go up. the height of the sky will be extended, so that the air ship and go up and and for there to still be room. once up there, a gun will pop out and shoot you with minor damage. now, i suggest you fly away now! for every person within shooting distence of the ship, 5 small jets will come out from the bottom of the craft and 10 guns will come out of the side of the ship. so if there are 50 people around the ship, 250 ships will come out and 500 guns will be out. each gun turret and fire up to 100 meters at any hero that flies by and the ships go around, choose someone and attack them, then they fly away, turn around and shoot again, they will keep doing this untill you have taken them out of they have taken you out. the jets cause high damage, and have a 1% chance to knock you out of the sky.
the air ship's turrets can fire bullets, causing smashing/lethal damage, beams of energy causing energy/fire damage or a freeze beam which completely freezes someone and stops them from being able to fly. each turret can only cause minor damage, but they have no recharge and infinate endurence. each jet only hs 50 hp and a -50% resistence against everything, but since there would be so many, it would be easy to get taken out.
once all of the jets and turrets get taken out, the air ship will fire missles at people, causing extreme AoE damage and has a 50% chance to knock you out of the sky. the missles are slow, and can be targeted and destroyed. they have 1hp but a 99% resistence to all types of attack and there is an 80% chance to miss. because the missle is slow, whoever it is targeting can fly out of the way of a group and possibly save everyone in the group, of they could fly in circles while everyone else tries to take it out.
the missles are its only attack, so it should be easy to take out the air ship if there are two teams, one for taking out the missles, and one for attacking the air ship. the air ship has 27k hit points, and explodes when it has been destroyed and when it goes boom, everyone in atlas, hero and villain, will suffer knockdown and anyone flying will have fly turned off and will fall to the ground.
this idea was to have a proper dogfight in the sky, and to have one of those epic moments where a huge missle is coming for you, and you fly away, only to have it follow you everywhere you go... oh those are great moments on tv

i have got some more.
combining powers;
this is another thing that becomes unlocked at level 50 which allows you to create new powers by combining your own, this in turn would laos allot you to get powers which you didnt have before.
it would work like this, you hit level 50 on a char, now the power combining option is available for every character you have now, and will ever make. every power can be combined with another power, and will in effect make a new power, with the same properties as before, but better, like so;
fire ball/web grenade: if you combine these two powers from a blaster, you can now fire a web missle. this missle does high AoE damage, and excase all foes hit in a sticky web substence. so this is a powerful fireball and AoE hold.
spine burst/reconstruction: you fire out spines from your body, causing high damage to all foes nearby, but healing all allies nearby aswell. so it hurts and heals everyone near you.
rise of the phoenix/energy transfer: when you rise up, any fallen allies nearby will be ressurected and will set off a rise of the phoenix themselves, damaging all nearby enemies near them. your own will not hurt any enemies, but it will ressurect all allies and add on the same amount of hitpoints that you have, so if they have 1000 hitpoings, and you have 1225 hitpoints, they will now have 2225. also, the amount of damage they inflict on the enemies near them will be the same as if they had done energy transfer on them.
superjump/flight: now this is where it gets interesting... these are special combinations, where if you combine 2 travel powers together, you get a special travel power with a slightly special ability, and these are the combinations which there could be, and they slightly special ability;
superjump/fly: when you jump, you will remain in the air for a longer amount of time therefore increasing your jump distence, and have a 25% chance to fly through the air with a faster type of flight.
fly/superspeed: when these are combined, you can fly at the same speed as a superspeeder, but the endurence cost will be too fast to gain back normally, and you will have a small chance to fly at such a speed that you dont notice you have done anything, so your endurence will be regained and you will have infinate end for 15 seconds after.
superspeed/teleport: when these are put together... ohhh yes. you run extremely fast, so fast that it looks like your teleporting from one location to another. this is a toggle which drains the same endurence as superspeed, but when you hit forward, the target location circle will move away from you at a very fast speed, when its where you want to go, let go of forward. you will go into a starting race position then disapear and reapear in that location (no flashing light where you were) this travel power will only go up to 500 meters away from you where it will automatically teleport you there, if you put it on run you will automatically end up 500 meters away from you every 5 seconds untill you turn it off.
teleport/superjump: when this toggle is on, you will be phaseshifted because you are teleporting to where you are and so are out of sinc with time. because of this, this toggle drains edurence very fast. the phaseshift doesnt have a maximum amount of time, but will leave you drained if you turn it off. while on, you cant be seen, and your jumps have a 5% chance to teleport you 100 meters through the air when you are in mid-jump.
fly/teleport: this power is almost a getaway then anything else. when you turn this on, you teleport at high as you can possibly go into the air, and you go backwards by 50 meters. if you turn the power off while you are flying, you will teleport onto the ground directly beneath you. you will also teleport down to the ground if someone attacks you while in flight. this power is mainly a protection power and will help you when you are getting hurt. the main problem about it is that you cannot activate this while inside of a mission.
superspeed/superjump: this is a click power with no recharges. when you click on it you run forward really fast and jump really far. if you have a targetted enemy when you activate this power, you will charge for them, jump onto they shoulders, and jump off of them causing high damage and knockdown on them. while you jump far away. this power will send you up to 600 yards, but it had a moderate recharge, so might be a problem in very large areas. if you target an enemy while you are decending, you will land on them and jump again, therefore boosting your jump distence between 100 and 400 yards. there is a penalty if you do land on someone and jump again, 1) you will not be able to do it again in this jump and 2) it will cost you a large amount of endurence and might cause moderate damage to you.
some attack powers can also be combined with travel powers to make special attack powers. for instance;
fly/power blast: while you are flying, you surround your body with energy which cause damage and knockback to all foes which come in contact with it. if you target an enemy while you have this on, you will fly fast into them and hit them head first causing superior damage and high knockback, this also has a chance to disorient any foes around them.
telekenesis/teleport: if you target an enemy and click on teleport, you will teleport your enemy far away from where they were, if there is an object behind them, you will teleport them inside of the object. this will cause extreme damage over time, and this will hold them indefinatly. if anyone comes near them, they will be able to attack due to then not being able to use weapons while stuck. if there are no objects behind them, they will teleport as far away as can possibly be done, and will take superior smashing/energy/psycic damage.
smite/superjump: if you target an enemy and jump into their direction, you will go as high as you possibly can and land on top of them with your fist doing a shadow punch and causing extreme smashing/energy damage. this will also cause small knockback/down to any enemies surrounding the targetted foe.
to combine powers, you would have to get a char to level 50 first, then on another character (or same, dont matter) you can go to a trainer and ask if you can learn anything new and they will "give you a small gadget" which will now allow you to go to a new screen on your powers menue called "combine"
when in this menu, it will be like managing enhancements. you will have to choose two powers, then drag them into a small box and click "combine" and you will now, unfortunatly, lose both of the powers, but gain the shiny new one. because of this, you can now get a new power from the trainer which you couldnt have gotten before.

oh my good darlin you have far to much time on your hands, so may ideas shame i dont have a long enough attention span to read all the way through
well the first post is of my last thread, and all the rest is what i write when i got nothin else to do (city of heroes is on the fritz, and theres nothing on tv, thats why theres so many )
and to put it all in the easiest form i can for those with short attension span, big things go boom, small things no room, good things might not, bad thing no plot.
edit: aha, more ideas.
the games room: for those who want to chill with people and do a bit of gambling.
the games room is a big building with alot of rooms.. and in each room is a different sort of game. in som rooms would be games like chess, draughts, connect 4 ect. and in others would be poker, black jack, slots ect.
this area would be in kings row, mainly because i dont mind many people there and it needs something interesting E=]
this area would have four different types of play style; free-for-all: where you make a game, and anyone can enter it; ranked: where you play against anybody who comes on and if you win, you will get a rank depending on your oponants rank (everyone starts out at 100); duel: you and a chosen player play against eachother, and whoever wins goes up by 1 rank, and the loser goes down by 1 rank; and tournament: 8 people join into a team, then they are random put against another player in the team, the winner of the first round will have their rank go up by 1 and the loser go down by 1, in the second round the winners has their rank go up by 5 and loser down by 5, and in the next round the winner goes up by 8 and the loser goes down by 8, then in the final, the winner goes up by 12 and the loser goes down by 12.
in a tournament, people can bet on who they think will win, this works by right clicking on a tournament, and choosing bet. a small box will come up with the names of whoever started out in it, then you click on one and click on "bet" at the bottom and you put in how much inf you want to bet. all of the inf is added together at the end, and devided to whoever chose the winner, if nobody chose the winner then the inf will go to them as prize money.
at any pint during the tournament, you can take back the inf you bet. the only time this will be not available is when the finals are in play. this may seem like a stupid idea and all, but i think it might work.

stick: this is a stick which does lethal damage. minor damage, but really fast recharge, there is a 0.5% chance for a critical hit and theres a 12% chance to stun your opponant; recharge: very fast; damage: minor
throw rock: you have a rock which can do smashing damage. this is a ranged attack which has a 2% chance to hit a critical, and a 14% chance to stun your opponant; recharge: fast; damage: moderate
baseball bat: you have a baseball hit which does smashing damage. there is a 2.5% chance to hit a critical and a 16% chance to stun; recharge: moderate; damage: high
hand gun: you have a hand gun which can do smashing/lethal damage. there is a 2.7% chance to do a critical hit and a 16% chance to stun; damage: moderate
rikti blast rifel: you have a rikti blast rifel which can do energy/lethal damage. this has a 5% chance to do a critical hit and a 20% chance to stun. this attack can do knockback; recharge: long; damage: superior
sledgehammer: you have a sledgehammer which can do smashing damage. this attack has a 6.2% chance to do a critical hit, and a 22% chance to stun. this attack can do minor knock up/back; recharge: moderate; damage: high
machete: you have a machete which can do smashing/lethal damage. this attack has a 63% chance to do a critical hit and a 31% chance to stun; recharge: long; damage: high
sapper: you have a sapper which does energy damage. this has a 50% chance to stun. this attack also has a 80% chance to sap away all of your enemies endurence and stop them from gaining endurence for 1 minute. this attack has another ability to do damage equivilent to half the amount of endurence sapped to be dealt as damage to the enemy and added onto your own endurence; recharge: very long; damage: minor/superior (DoT)
battle axe: you have a battle axe which can do smashing/lethal damage. you swing your battle axe over your head and smash it into your enemies head trying to cut them in half. this attack has a 90% chance to hit a critical and a 60% chance to stun your enemy. this attack also sends out a small shockwave through the ground which has a 90% to stun all enemies which get hit, and a 90% chance to do moderate knockback to all enemies hit; battleaxe recharge: very long; battleaxe damage: extreme; shockwave damage: moderate

for when only fighting is not enough..
baseball bat: you can get this temp power which allows you to use a baseball bat to attack an enemy once after you have taken out 100 hellions/skulls.
submachine gun: you can get this temp power which allows you to fire a submachine gun at en enemy once after you have taken out 100 hellions/skulls.
hurl boulder: you can throw a boulder make from the ground beneath you at an enemy once after you have taken out 100 trolls.
electrical blast: you can fire bolts of electricity from your hands at your enemy once after you have taken out 100 outcasts.
summon demon: you can summon a circle of thorns demon to fight your enemies for your after you have taken out 100 circle of thorns. (i cannot remember demons name?)
swiper arm: you can use a freakshow swiper arm to attack your enemies once after you have defeated 100 freakshow.
i cant think of any more right now. each of these attacks can do moderate damage and can only be used once. if you already have one of them, you have to use it before you can get another.

ive just got to say im impressed, some of these ideas are great, and were i not suffering from sleep deprevation (again) would go into specifics. regardless, good show and keep the old noggin active...

why? noggins such a great word.. noggin noggin noggin! but ive got some more ideas, one for a new zone and one for new costume options.
new zone!
conquereritonia. i think.
this is a big zone, like warburg, but with no pvp, and no missles... we have tanks instead this zone is slightly larger then skyway, but not as big as IP. in this zone are 3 ways to cause total insanity. you enter this zone by getting in a large plane, it then takes you to the zone and drops you with a parachute. you enter the zone falling with the parachute open, and there are guns shooting from below. they can do supeior damage to you, and they have a 25% chance to put a hole into your parachute, causing you to fall 300 yards.
right underneath you is a jungle, where everyone becomes invisible, villains and army. your job is to take over this area, when you do this, mobs of army will go down, but if they take out the villain that took the place over, or if they leave, the mobs will come back with a vengence. if they die, or they leave, the mobs will come back 20% larger then before, and will only go down if you take them out.
in this area, there is a new hero group called "army" and they will attack anybody, any level, anytime in this area. they are all immune to placate, hold, sleep and stun so are formiddable enemies to fight. there are 3 different members in army, in which 2 are GM's;
soldier: these are minions that carry assault rifels and have all of the powers that an assault rifel blaster has. they also have all of the powers in devices that a blaster has, along with all of the fitness pool, so are hard to fight.
commander: these are GM's, and have the same powers as a soldier, but also have a 25% chance to do a critical strike and the leadership pool. when their life is below 10%, they will call upon 5 soldiers and a tank to attack you.
tank: these are GM's which can fire large shells at you which do extreme damage and high knockback. they have a 30% chance to take away all of your health in one attack. they can also charge at you and run your over, and this does extreme damage, and has a 70% chance to instantly kill you. its shell shock attack has a very long recharge at 180 seconds, but its charge attack has a very fast recharge at 3 seconds. it has an 80% resistence vs all types of attacks, and is resistant to sleep, hold, disorient, knockback/up/down and teleportation.
every group of army has 1 tank, 10 soldiers and 2 commanders.
insanity: the area is in a triangle shape, and in each corner is a building with an insanity power inside which you have to earn. in the top building, you have to enter and fight your way through 15 soldiers, 12 commanders and 20 turrets to get to a bunker under the building. in this bunker, you have to find a computer, and hack it. there are turrets scattered near the computer, so you have to take them out first before you try to hack the computer. once in, you will get a temp power called "alpha destruct"
alpha destruct: this temp power gives you the ability to call upon 5 robotic drones which are kept in the bunker. these are prototypes that are army. these robots are completely invulnerable and can only be used in the area. after each one has taken out 10 enemies, they will turn on you and attack. remember, they are invulnerable so you have to run. once each robot has gone, you will have to get the temp power again, or get another one.
in the bottom left building, you have to make your way up 5 floors of the building to find a beacon. there are no army members in this building, but there are trip wires and motion sensors (spelling?) which you have to make your way around. there are 1 on each floor, and they are hidden. if you trip one, either 20 turrets will come out of the walls and attack, the ground will open and will make you fall and take superior damage from spikes underneath (if you stay in the spikes, you will take superior damage every 5 seconds) or there will be several blades which come out from the wall which will cause extreme damage to anyone in the hallway. to escape them, you have to 1) fly on the ceiling, the motion sensors are in the middle, so flying over them will make you out of reach 2) if you are invisible, you have a 90% chance to not be found by the detectors, any type of invis will work, from hide to phase shift, and 3) you can teleport to the other side of them, then teleport any that cant get over (if your in a team). once at the top, you can activate the beacon, which sets off a self-destruct device. you now have the temp power "self-destruct"
self-destruct: this temp power is a toggle, and when its on, you will explode if you are taken out and will cause extreme damage to all enemies within 50 meters of your death zone. there is also a 50% chance to instantly kill them.
in the last one, on the bottom right, is a small shack. all you have to do is get near this shack and get inside. but thats the hard part. surrounding this shack are turrets and mines. like so.
each turret can do high damage, and each mine can do extreme damage. the best way to get in is to take out the turrets first, then to teleport/fly/superjump over to the door, the enter. once inside, you can click on the table, and get your prize! a temp power called "mine field"
mine field: this is a toggle power, which will root you into the ground, and surround you with mines. if anyone gets within melee range of you, they will step on a mine and have extreme damage hit them. each mine that is tripped does extreme damage, high knockup, and small knockback. you have two rows of mines surrounding you, once all of them are gone, the toggle goes.
each temp power can only be used 5 times, and each temp power takes 180 seconds to recharge.
in this area, each AT gets a new power, these powers have special properties to help in this dangerous zone. and they are;
brutes: canage: this power makes you feel like a brute. it makes you attack anything within range, and there is a 95% chance to instantly kill them. this attack works differently against different foes, like this;
tank: you grab its turret, rip it off and use it as a hammer to hit the top of the tank, destroying it.
commander: you grab they by the leg, pick them up and slam them into the ground several times, then you throw them away for high knockback.
soldier: you grab their face, pick them up, then slam their head into the ground.
these attacks can be linked if there are a number of foes in your way, like;
theres a tank, 2 soldiers and a commander in front of you, you grab the commander, throw him into a soldier, both out, then you grab the tanks turret, and slam it into the soldier like a hammer, then into the tank.
or
there are 2 tanks, 3 commanders and a soldier in front of you, you take both of the turrets of the tanks and slam them into each other, then you take the soldier and slam them into the commanders, then you take the last commander and use him to knock away the nearly taken out commanders, then you throw him away.
corruptors: dead aim: you fire at your enemies with a really good aim. this has a 100% chance to kill them in one hit, but it can only take out 3 at a time. like so;
tank: you fire down the turret, making the tank explode, and making it damage all enemies near it.
commander: you jump on their back, and fire at the top of their head at point blank.
soldier: you trip them over, then shoot them in the head with your foot on their chest.
and yet again, these can be joined together when with a group.
there are 2 soldier, 2 tanks and a commander. you jump over the commander, shoot them in the head, then you shoot at a soldier and a tank, leaving a soldier and a tank left.
or
theres 1 soldier, 1 commander and a tank. you fire down th tanks turret, make it explode then you fire 2 shots at the same time (or as close as you can together) at the soldier and commanders head.
mastermind: swarm: this one was kinda hard to think of, but i think i go it in the end, each one has an 80% chance to take them out in one hit, but they will be held/stunned when the swarming is over.. heres what i came up with;
tank: you call upon every henchmen you can get, then you send them in to hijack the tank, when they do this, you have controll over a tank as a minion.
commander: you get all of your henchmen summoned, then they summon more henchmen, then they all charge at them, and get them down on the ground, where they pummel them into the ground.
soldier: you get all of your henchmen, which get more henchmen, which then swarm your enemy.
after they have taken them out, they will all still be there to attack any of your enemies. but they will only be there for 5 minutes after, in which time you can cause destruction upon your enemies
stalkers: hostage: with your natural invisibility, you can take controll and make your enemies do your bidding. like so;
tank: you climb into the tank and take controll of it, no enemies will do what you want, but you have got a tank! when in it, you have controll over the powers that tanks have, and you can move slightly faster then sprint/swift together. you will only be in the tank for 1 minute, but in that time you can do whatever you want.
commander: you sneak up behind them and take them hostage, when you have them hostage, any enemies in their group are under your controll like a mastermind. you have controll over them for 1 minute untill they turn on you, but the commander you took hostage will be immediatly taken out of the action.
soldier: if you take a soldier hostage, they will not do what you want, but they will give you a bonus. you will have a conversation with the nearest commander, and they will ask you to let them go or else, if you ask "or else what?" then they will offer you a trade. there are 3 things they can trade you for;
extra health: you will have 500 extra health for 1 minute
extra endurence: you will have 500 extra endurence for 1 minute
booster pack: this is a temp power which gives you a random boost, either you regain your endurence 3 times faster for 1 minute or you get a damage boost of 25% for 1 minute.
dominator: i dont know: unfortunatly, i havnt got a clue of what a dominator could have in this zone. any ideas out there would be appreciated.
the level to enter this zone would be 42-50, and this is a villain only zone so no pvp, only pve.
costume ideas!
a new costume option, back! this is an idea for a new option which could make costumes more unique, and these would be for your back. some options could be;
backpack: just a backpack.
guitar: a guitar which is fixed on your back, for those musicians out there.
ring: its like the ring you get on your chest, but on your back: and its slightly bigger.
spikes: these are a row of spikes which go up your back.
those are only a few ideas, but there could be many more.

erm, yahh.. so much that i must share some more!
new arena match!
world domination: this is a villain only arena match which can involve up to 64 villain. you are put into a city zone (and if they all have city of heroes, it could be a CoH zone) and the idea is to destroy as many buildings as possible in 15 minutes, and to fend off as many heroes as possible. it would start off with all of you scattered around the city, then a 10 second count down, then random longbow would spawn in the area. you have to take out the buildings and the longbow. once all of the longbow are gone, a 10 second count down will begin and longbow will respawn, but this time they will be of a higher level and in higher ranks. this keeps going on untill pre-made heroes will start to appear to try and take you down, preferrably 1 of each AT first, then 2, then 3 ect. untill there are 5 of each AT, at which poing khelidians will come into play, and then at 7 of them, the freedon phalanx. the shortest game you can have is 15 minutes, but you can have it up to 45 minutes.
the same would apply to heroes aswell, but only you have to protect the city while the cities local type of villain tries to take it down. the villains get higher and higher and harder and harder untill arch-villains start to appear. if its atlas/galaxy city, dr vhazilok will appear ect.
this aint as detailed as i would like it to be, but i think it will do, whaddya think?

underling, minion, lieutenant, boss, archvillains, world threat
a new type of enemy, a world threat. ill put what a world threat is like so.
for those who watched justice league unlimited, lex luthor was the archvillain in the last few episodes, right? well, brainiac when fused with lex is the world threat.
or
theres a really really big tornado which destroys a few cities, thats an archvillains. theres a comet the size of italy coming towards earth, thats the world threat.
world threats would be like GM's, but nastier. hamidon would be classed as a world threat, can you see what i mean when i say that world threat classed villains are like comets?
basically, these villains would be like the hamidon, big, nasty, and full of surprises, but would have a good reward at the end. here is a suggestion for one world threat.
bombard: this is an ex-hero which can controll their size and shape, and likes to fly and bombard his enemy (think clayface, but just cant have parts come off, and is really really big, and can fly). bombard went insane after trying to infiltrate a group of vhaziloks, but saw how their zombies are made, from finding the victem, to the finished product/s.
the new zone he is in is like baumtown, but in worst shape, as in there are only a few buildings standing, and there are places with very large fires which do damage like lava. he is standing in the top left corner destroying anything left, so his animation when he aint fighting is him picking stuff up (whats left of a building, cars ect.) and throwing them far away.
this guy has a 99% resistence against all types of damage and is resistant against all after-effects (slow, holds, stuns ect.) and he has his own group of rogue heroes with different powers. these heroes could have non-set powers, which might be why they became rogue. so there could be assault rifel/spines tanker, or a broard sword/ice blast controller.
bombard is always flying, and you cannot shoot him out of the sky. he starts off at high as he can be made, as high as the sky can go, or as high as the devs can make him, either will do. all of his attacks are melee, but he can use a melee attack at a range due to his arms being able to stretch themselves. along with this, he could also turn his limbs into weapons, and bombard you;
giga-brawl: you arm streatches out and his hand gets really big, hitting anyone in a narrow cone for extreme damage.
double-brawl: both of his arms stretch out and his hand get bigger and he hits everyone within a wide arc for extreme damage.
double whammy: you puts his hands together and hits the ground, making a huge boom causing extreme damage and knockback to everyone around him.
bombardment: he flies really far into the air, makes himself into an inverted bullet shape, then bombards the ground causing instant death to anyone underneath, and extreme damage just outside of the bombardment zone.
throw debris: he picks up anything near him, a car/building ect. and throws it at you doing extreme damage and knockback/down.
roar: he roars, causing everyone in a narrow cone to have moderate damage, and everyone hit will be scared for a few seconds.
this is a timed mission, so if you do not take him out within a limited amount of time, you will fail. if/when you take him out, anybody behind him will be hit with extreme damage when he lands (timberrr!)

rioteers.
this is a villain group that cant take it anymore, as theyre backstory says;
paragon city has gone through some tough times, thousands perished when the rikti invaded, and many people lost loved ones during that horrible time.
the death and destruction took its toll on many people that lived through it, as rikti flooded the world and killed all in their way. a small group which hid during the war were found, and slaughtered. a few managed to escape from the attack, but without their own mental wounds.
that was a few years ago, and they have had time to raise in numbers. rikt are still out there, some that were there to slaughter those who didnt want to fight, and they want revenge.
the rioteers are a group of normal people with normal powers, but they all have revenge in their hearts to take it back to the rikti. the group consists of people who were at the slaughtering, people that also had friends and family killed by the rikti, and some that are insane, and believe that the world will end if the rikti are left alone.
they only have simple weapons, but they use them with at their most effect. baseball bats, hand gun, knuckle dusters and anything else that can be used to hit a rikti with. rioteers can be found anywhere, from levels 1-50, in all areas. they fight in groups of 15-35, no smaller, no bigger. they do not attack heroes automatically, they only attack rikti. the rioteers plan to kill all of the rikti left, starting in paragon city, but they will do this no matter the cost.
they will attack you if 1) you attack them 2) you attack rikti in their presence or 3) stop them from doing something which could help them attack the rikti. some things you can stop them from doing are;
deploying bombs in populated areas, there would be a survivor bomber leant over above a DIY bomb, all you have to do is defuse the bomb once they have deployed it. the bomb is defused instantly because its very basic, but it will explode after 5 seconds. when it explodes, it will damage anybody near it, hero, villain, rioteer, civilian.
digging into the ground, they are trying to reach the abandoned sewers by digging down to them. all you have to do it go up to the top of the hole they have made and click on the edge, at which point you will kick it causing the hole to cave in, making a hold for every rioteer in the hole, so they will have to dig their way back up, therefore releasing them from the hold.
these are only a couple of ideas for it, but there could be more.
rioteers would be found in very large numbers in the abandoned sewer, fighting rikti. when they are fighting rikti, they will auto attack heroes that come near. the rikti are more powerful them rioteers but the rioteers are in bigger numbers, so it would be balanced out.
heres a list of ranks and names of the different types of them;
rioter: minion: these guys/girls carry a baseball bat and a slingshot, the slingshot does minor damage, but the baseball bat can do moderate-high.
follower: underling: these are the ones which dont really care about the cause, they just want to bust some heads. they only have a baseball bat, which can do minor damage.
ravenger: lieutenant: these people had family/friends killed by rikti, and found out about the rioteers. they carry two hand guns and a baseball bat wrapped in barbed wire. the bats cause moderate-supeior DoT, and the guns can cause moderate damage. the guns have no recharge, but are very inacurate. they also have a slight chance to do a critical hit.
rehab: boss: all of the bosses are unique, and have their own special name. rehab has got a machete, submachine gun and knuckle dusters. the knuckle dusters do moderate smashing damage, the submachine gun does high DoT and the machete does supeior damage. they have a high chance to do critical damage.
sarnate: boss: this is another unique, sarnate carries a katana and a shotgun, the shotgun has no recharge but has a long animation time. both attacks can do supeior damage, and she has a high chance of doing a critical strike.
barzor: boss: yet another unique, barzor has got a crossbow and two shotguns, the shotguns can do extreme damage, but they have a moderate recharge and long animation, and have a slight chance to cause knockback on barzor. the crossbow has no recharge, and does moderate toxic damage.
rewind: rewind has three weapons, shurikens, which has no recharge, a baseball bat with spikes and a battle axe. the shurikens do minor damage, but they have a fast animation, no recharge but are very inacurate, the baseball bat + spikes does moderate damage and can do knockback/stun and the battle axe can do supeior damage and has a 90% chance to do knockback. he also has a chance to do a critical hit.
kirit: archvillain: this is the leader of the rioteers, because he was the one who found out a way to escape from the rikti, but he was still injured. kirit has an arm mission, and in place of it is a robotic upper arm and a katana instead of a lower arm. kirit has got an assault rifel like a blaster/corruptor and has the powers flame thrower, buckshot, burst, slug and full auto. he is in charge of all of the bosses, and will always be found with all of them around him in a group, along with a group of around 20 mixed minions and lieutenants. hit katana has the attacks hack, slash, slice and head splitter. the attacks hack and slash have no recharge times, but have a slightly reduces accuracy.

i liked the idea a few posts in about the missions where an NPC comes out of abuilding to ask for help, this sort of thing would be great and really make u feel heroic, they could sale to ur lvl like a trial

hunter and seeker
hunter: this is someone that takes enemies out nice and easy and tries not to get into the thick of things, but when they need to, they can hold their own!
inherit ability: prowl: all attacks have an 8% chance to stun the enemy for a short period of time.
hitpoints: medium
damage: medium
primary: hunt
secondary: defence
primaries:
weaponry: its basically a mixture of powers from the powersets with weapons. war mace, katana, broard sword, archery, battle axe, claws and assault rifel.
elemental combat: a mixture of powers from the powersets energy melee, ice blast, stone melee, fire blast, fire melee and ice melee
fighting: a mixture of powers from the powerset super strength, martial arts and dark melee.
the secondaries are;
invul, dark armour, regen, ice armour, fire armour, stone armour and super reflexes.
seeker: take your time... thats it, ok, and your done! this is basically what they do, everything they do is to not draw attension from the enemy.
inherit ability: ally: every power which affects the enemy has a 3% chance to placate the enemy and a 1% chance to placate all enemies around the targetted enemy aswell. this is an epic AT.
hitpoints: high
damage: low
primary: deceive
secondary: prepare
deceive: these people help anyone out, but mostly number one.
deceive:
hidden quality: when this toggle is on, any attack set at you give you a slight boost to your defence and your attack, although any buffs which are used on you reduce your defence and attack slightly.
defend: while this toggle is on, your defence is increased for every foe within melee range, and every foe within melee range suffers an accuracy decrease.
search: when you activate this power, all allies within 50 meters of you become invisible and all enemies within 50 meters shine like a light bulb. this only happens on your computer and will not occur on other computers.
disguise: this is an end-heavy toggle, which makes you practically invulnerable. this power stop enemies from attacking you, due to you being in a disguise to stop you from being noticed. with 3 green end red so's in this power, it would drain enough end to use it all up after 5 minutes.
research: this power is interruptible. when you activate this power, you look in a book to find information of a targetted foe/friend. if you have a foe targetted, you will find out their weakness an the foe will have a reduced defence of 20%, if you target an allie you will find out their strengths, and boost it great therefore making all power work more efficiantly (so if they have a healing power, they can heal more, attacks do more damage, buffs buff even better, and you recover end/health faster)

i collected all of the ideas i had from the origonal and im going to put them into this post. this is a thread which i put all of the ideas that i think up i put into, and here are all of the idea that i had in my last lot;
powers:
epic travel powers: when you hit level 50, you can choose an epic travel power from your travel powers (if you take any, which you most likely will). like so.
flight: sonic boom: you fly as fast and a superspeeder, but the endurence drain is faster then you can regain it; recharge: moderate
leaping: air jump: you move your legs at such a rate that the air become as hard as concrete and you jump further using the air. wit this, you can jump twice as far and further, has the same edurence drain as superjump and cane be used at the same time as it; recharge: moderate
teleport: teleportal: you open a portal underneath you, which will teleport you via the map, has the same range as tp friend. while the portal is active, other heroes can travel through it, this is a toggle power that drains alot of endurence per person that goes through; recharge: long
superspeed: hyperspeed: you run at such a rate, that you can run on water and slightly go up buildings, you can only go up a building by 2-3 metres but you can jump from them for an extra jump height boost, but the endurence cost is very high and this cannot be used with superspeed; recharge: moderate
controller:
light manipulation: most of the other at's have a dark powerset, so ill give a controller a light one.
blind: you release a large amount of light energy from your body, blinding all enemies within a medium range; damage: very minor; recharge: fast
conceal: you bend the light around a targeted allie causing them to becoem invisible, it costs you a high amount of endurence and if they attack an enemy, you will lose your concentration and become stunned; recharge: slow
beauty light: you surround a targeted ally with a beautiful light which gives them a temporary boost to health and endurence, but it has a high endurence cost; recharge: long
light funnel: you make a funnel of light which enemies are drawn towards, if they get too close they will suffer minor energy damage and they wil be stunned; damage: minor; recharge: slow
energise: you give an enemy great strength and power, but in return they fight all enemies around them. their health and endurence is doubled and their damage is given a 45% bonus. when they become out of your trance they will be stunned and be dealt with moderate damage and have all of their endurence drained; damage: moderate; recharge: very long
beacon: you fire a small ball of light energy which makes all enemies within 15 metres come towards it, after 45 seconds, it will explode dealing minor damage, but causing a large amount of knockback; recharge: long; damage: minor
sun ray: you make the suns rays penetrate the atmosphere aroudnd a targeted area, causing energy and fire damage to all enemies that go through the area, this is a toggle power; recharge: moderate; damage: high
bright phantasm: you summon a phantasm that can use all of the powers from the light manipulation powerset, but they have low health but very high defence. they can summon up to 5 duplicates of themselves with only 1 hit point, but they taunt all foes that you or a teammate attacks. recharge: long
solar wind: you call upon the sun to send a concentrated force of solar wind into yourself knocking back any enemy within 10 metres of yourself. causing them all to attack each other, but the effect wares off after 1 minute, or untill they are attacked; recharge: very long; damage: high
tanker anchillery: summoning: why not? they need all the help they can get in my opinion right now, so why not let them summon something?
summon duplicate: you summon an exact duplicate of yourself, accept that they are slightly invisible. they are 5 levels lower then you and they have half your hitpoints, but they have every power you have to use with unlimited endurence; recharge: moderate
summon destruct: you use this power on a targeted pet that you have summoned and they will explode with energy, damaging any nearby enemies and healing any nearby heroes, but it has a high endurence cost per pet, but there is no recharge time; damage: moderate/high
summon power: you grant a pet, one of yours or anothe heroes, with one of your powers for a short amount of time, the power is random but for them has no recharge time; recharge: long
master summon: you summon 2-3 pets of a different kind from the controller sets (fire imps, jack frosts ect) they have the same amount of power as the controller counterparts, but they last for 180 seconds; recharge: very long
(not sure how many powers are in an anchillery set, itf theres more or less, tell me and ill change as needed)
areas:
the lost caverns: deep underground is an area which has been rediscovered by the lost. this is an area which you can enter from the sewers under kings row, you will find a crack in a wall, click on it and you will zone to the lost caverns. you need to be at least level 18 to enter this area.
this place is kinda like a minigame, in where it is good to get to the bottom and the top of the cavern.. in one piece. as soon as you get there, level 17-26 lost will be nearby, you can fight them and get exp to your hearts content, in the entire area there are lost between level 17 and 38, not including the bosses. there are several miles of tunnels on the outside, containing level 17-31 lost. in the middle is a large gap, where its about 1 mile to the bottom, and 1 mile to the top. and in the space inbetween are floating islands which you can jump on and from island to island till you get to the top/bottom.on the way you will encounter level 23-37 lost. once you get to the bottom, it will be very dangerous. the ground opens up in some places and will cause instant death if you fall in. but at the top, there are lost which have changed beyond recognition, they have wings and are flying around and attack anyone foolish enough to go there, they are level 38 and have range attacks. there in a cave you can go in at the top and bottom, each are very long and take a long time to go through, but the level 29-34 lost should keep you busy.
aha, the finale. this will be fun. there is a gantel at the top, and a berag at the bottom. the gantel is one of the leader of the lost in the caverns, he uses telekenesis alot and has an extra large sword to hit you with. he has over 12000 hits and is resistant to knockback, stun, hold, slow and disorient. he has a ranged attack which does alot of knockback and is level 44.
berag on the other hand, is the other leader. being level 42, he's the weaker of the two, but he has 14000 hit points, 2000 hit points more then gantel. this one likes to use nova when he can. best taken out from a distance, berag has melee attacks and does nova as soon as it has recharged, his attacks include a knockout blow, stone mallet, ice sword and fire sword circle. he can also fire off some low damaging aoe's, like a weaker fireball, frost breath, and a new power that causes spikes to rise from the earth is a line towards the target, causing knockup and disorient, he is resistant to toxic and negative energy damage, and cannot be slowed or held.
each of these give you a badge when defeated, and a temp power. gantel gives you a grentel clubber badge, which gives you the temp power of having resistance to knockback, hold, stun, disorient and slow for 180 seconds of activation, but it can only be activated every 25 minutes
berag gives you a berag bashed badge, which gives you the temp power of being able to use his power of being able to send spikes up from the ground into any and all enemies infront of you, but this can only be activated every 25 minutes.
im getting tired now, so ill stop typing. not sure whether or not any of these are worth anyones attention, but i would like some feedback
level 50 content: currently when you hit level 50 with a character, you get a khelidian... then what? get a khelidian to level 50... then... hmm
a super: this is what happens if you get a khelidian to level 50, you get to make a super. a super is the same as a normal hero, but you get to choose from any primary in the game (accept for khelidian ones) and then from any secondary in the game (again, accept for khelidian ones)
unfortunatly, you can only make 1 super per character you get to level 50 after you have made a level 50 khel. this way, not many supers will be going around.
now i can see that some builds will be very powerful, and some very useful. for instance, an empathy/kenetics super could be created from a defender primary and controller secondary. or, a illusion/dark blast super might be created from a controller primary and a defender secondary.
but then theres the other ones, like invulnerability/super reflexes, tanker/scrapper. then there could be really offensive ones, like a dark melee/dark blast, scrapper/defender super. thats it for this one.
random powers: here are some random powers which i dont know how they could be implemented (pool? anchillery? temp?)
self destruct (toggle): when you get faceplanted, you explode damaging any enemies within a 5 metre area, your total health is devided by all of the enemies that it hit and turned into energy damage. the main problem of this is that its a toggle so it can be stopped, and that if you do explode, you can be ressurected; recharge: long; damage: superior/extreme
splice (click): this is an allie power, when you target an ally and use this power, they become splices with every enemy around them. all enemies that surroubnd the target get dealt by high damage, and all the damage they get inflicted by is added to the health of your ally. they also get a temp power which can only be used 3 times, which is the same as a power from one of the enemies near them; recharge: very long; damage: high
energy ball (toggle): when you activate this power, 6 energy ball spin around your body, any enemies that get in melee range will be hit by the balls, causing high damage per ball, once all 6 balls have been detonated, the toggle goes off, and cannot be activated for 120 seconds; recharge: long; damage: high(per ball)
new inspiration: booster/energiser/overload: when you take one of these, all of your recharge times are twice as fast for 30/45/60 seconds.
new powerset (not sure which at could have it though)
cybernetics:
nanites: you release nanites from your body to heal allies around you, the nanites can also leave you protected from stun and disorient effects; recharge: short
robotic enhancement: you use a robotic muscle enhancement to pucnh an enemy with high force, causing high knockback; recharge: moderate; damage: moderate
laser: you fire a laser at your enemy, causing a high amount of damage and stunning them, but the device uses so much power that it has to recharge its batteries; recharge: long; damage: high
small mech: you make a small mech bot to batle you opponants, although it cannot hit much, it has very high defence and is resistant to stun, hold and disorient effects; recharge: very long; damage: minor
cloaking device: exactly the same as in the devices secondary for a blaster.
decoy: you create a decoy which has alot of life and will taunt all enemies that come near it. the decoy will follow you anywhere and as long as its alive, all aggro will be at it; recharge: long
time bomb: you throw a time bomb at an enemy which stick to them, after 15 seconds it will explode heavily damaging the targeted enemy and all around them; recharge: very long; damage: superior
advanced nanites: you release a large batch of nanites around you healing all allies and reviving any fallen alies, ressurected allies wil have full health and endurence but will be disoriented for a few seconds; recharge: long
advanced mech: you create an advanced mech which will fight any enemies that attack you or that you attack, it has a high amount of life and defence. its attacks include grenade launchers which will cause large knockback and moderate damage, along with a machine gun which damages all enemies in a wide cone with moderate damage. the mech will only last for 120 seconds. when the mech died it will releace nanites which will heal/revive allies and damage any enemies nearby with moderate amounts of damage; recharge: very long (420 seconds)
epic power: from every powerset, would be an epic power from them. you can only have one epic power, just not to be overpowering. i cant put every epic for every powerset, that would take too long, so here are just a primary and secondary from each set.
blaster:
assualt rifel: disentegrating grenade: you throw this at a targeted location, and instantly disintergrate any villains near the explosion area. the villains will be instantly taken out, but only if they are blue/lower. and enemies white/above, will take extreme damage but will not be knocked back like the normal grenade. since this is such a powerful power, it take 22 minutes to recharge; recharge: very very long; damage: instant arrest/extreme
devices: satellite beacon: you release a beacon which calls upon a satalite orbiting the earth to shoot at any enemies within the area. when you do this, all villains within 50 meters of the targeted area get fired with a beam from the sky which will stun then and hit them with extreme damage, but since the satalite is orbiting the earth, it will take a while for it to get into place and reorbit. this attack only has a 10% chance to miss, but will aggro all of the surviving enemies to you and they will be immune to taunt for 5 minutes, in which time all of their attension will be to you; recharge: very very long (31 minutes); damage: extreme
scrapper:
dark melee: focused shadow: you focus all of your energy, into a massive short range blast, causing all of your hatred to turn into shadows which will hold all of your enemies. because this power will feed off of you anger, you will need to be angry before you use this power. to do this, you have to withstand 10000 damage within one hour before you use the attack. this attack deals extreme damage against all foes within a narrow cone up to 5 meters, this attack also holds all enemies that you hit, but they will be released if help. this attack leaves you drained of all endurence and only half of your life; recharge: short(but must withstand at least 10000 damage before hand, and when you attack all of that damage will be converted into damage then have 500 damage taken away for every villain that will be hit, and devided between all of the enemies); damage: extreme
super reflexes: superhuman dodging skills: while this is on, you will escape all of the attacks thrown at you, but you will not be able to attack. if you do the toggle will be turned off and your defence will be reduced by 12%. there is a very high endurence cost, and no other toggles can be put on at the same time. no powers can be used on yourself or others when this power is on; recharge: very long
controller:
illusion controll: associate: you make yourself have the same appearence as a villain to villains. they will ignore you and attack anybody you attck, but while this is on you cannot effect team mates with any powers at all, nor can you attack any of the villains you have immitated. you use this power by targeting a foe them clicking on the power, causing yourself to look like them; recharge: long
empathy: healing beam: you fire a beam on healing energy at an allie, healing them continuously as long as you can keep up with the endurence cost. this beam will heal an allie for 12-28 damage once every 2 seconds, and for each point of damage you heal will cost you twice as much in endurence. this beam is a toggle and can be interrupted, if the allie is fully healed you will begin to recover their endurence, if you give them full endurence and health, you will begin to boost their damage output untill you run out of endurence. if you use this on a fallen ally you will ressurect them and send out a healing aura from the targeted ally which will heal all allies around them; recharge: very very long (45 minutes)
defender:
force field: fort: you create a forcefield around yourself that is completely impenetrable, and that will surround any allies that come near you. when this is on, you will be invlunerable against all attacks, but as a price you will not be able to attack or use powers on allies. if an allie gets this though, they will be able to attack, but the fort will only last for 30 seconds; recharge: very long
radiation blast: nuke: you focus all of your radiation into a ball which will form inbetween your hands. this attack is a toggle, and the longer the toggle will make you hit harder the longer you have it on for. the attack will gain 10 damage for every second its on, but drains alot of endurence. without any inspirations to gain endurence it will last, at most, 20 seconds, therefore gaining 200 damage to the attack. with a level 50 with a full invent of endurence inspirations it will last about 5 minutes it will gain 3000 damage. this attack does superior damage without charging, but will do extreme after charging. to execute the attack fast, you have to turn off the toggle off before you run out of endurence; recharge: very very long; damage: superior/super extreme (this is an AoE attack, just to let you know)
tanker:
ice armour: deep freeze: you freeze yourself in a giant block of ice, any allies within range will also be frozen in it too. when in this deep freeze, you are completely invulnerable, but you cannot attack any foes. this power is just like hibernate but lasts forever and can also send allies into it aswell. as an added bonus any enemies that try to attack will be frozen and held untill you attack; recharge: very very long (20 minutes); damage: moderate
firey melee: inferno: you surround yourself in super-hot flames which set ablaze any foes within range. this attack is like a blaster nuke accept that it only damages enemies within 2.5 meters. even thought this has a short range, it will cause very high damage and keep damaging them untill they are attacked. this attack has a high chance to stun an d hold an enemy, when an enemy if held they will take moderate damage but will be released if attacked; recharge: very long; damage: extreme
khelidians wouldnt have an epic power due to the large amount of powers they posess.
new zone: desolate planes:
this area is like the hollows, but what you do can effect how the area looks. every hour, everything would respawn to its original way, new looking buildings, cars going around, civilians on the streets ect. and the villains would attack the buildings, cars and civilians and effectivly destroy everything, unless they are stoped. there could be trolls and outcasts, skulls and hellions and some nemisis in a small area in the corner somewhere... this area could be a pvp area for city of heroes/villains, so villains can fight to try and destroy the area and heroes have to stop them.
the way it would work is, that villains would start to attack a building (between 1k hitpoints and 25k hitpoints) and when they are destroyed, they would fall down causing smashing/lethal damage to any hero/villains thats nearby. but you can rebuild them by clicking on the remains, it would take at least 10 heroes to rebuild a building, and at least 10 minutes to build it, in which time a villains could attack you and stop you from helping rebuild the building, and therefore it would take longer to build.
i think this would be a good place to help with groups or players, but the major end part would. in the middle of the area would be a powerplant, a nuclear one of course. and if all of the buildings in the are destroyed, then the villains will go there. you have to arrest them to stop them from taking out the powerplant, it has 26k hitpoints, and if it gets destroyed, it will explode damaging everyone in the area and sending them to a bomb shelter, which they have to stay in for 10 minutes, in which time everything will reload, if you keep all of the buildings up within 1 hour, or if you stop them from destroying the powerplant, then all of the buildings will respawn and all of the villains will repsawn.
in this zone, all of the villains can only be arrested once, after you have gotten them they will not respawn for one hour. but the area will be ritch with them, groups of 15-30 will spawn in groups at a time, and some small battlefields for trolls/outcasts and hellions/skulls to fight like the cabal and redcaps in croata. if all of the villains are arrested within 1 hour, and at least one of the buildings are still standing (accept for the powerplant) you will get a badge (must be in area at time to get it) called *warzone peace maker*, and if you get rid of the villains around the powerplant, then you will get a badge called the *fusion protector*.
this is basically a huge zone which will kind of act as a giant minigame, normal training will be possible here, but if you fight too much then you might find yourself going low on enemies to fight.
new enemy group: mirror: these are a group of highly trained assains which study their enemies in such a way that they can imitate them. this group can be found anywhere in paragon city, but they will only attack heroes that they think are a worthy fight (level 35-50). they will use the same powers as you, and also be invisible, which might be a small problem. if they start to attack you, then nobody else will be able to attack them. they work kind of like an ambush, but only attack if you are alone and not in a group. since they have the same powers as you, and might be slightly higher then you, you will have to use your wits to take them out, before they take you out.
imagery: minion: level 35-43: these are the weakest of the mirror, they will use whatever power you use just after you use it (if you use slug from an assault rifel, they will hit you with a slug from an assauly rifel right after) they have stealth, and therefore can be seen up close and are very slow.
immitation: leitenant(spelling?): level 35-46: these are slightly stronger then an imagery, as they can use a power that you use, then use it again and again without recharging, but with a damage and accurecy debuff. they can take up to 3 powers from you, and use stealth but also have grant invisibility which they can give to any villain that would happen to be nearby.
house of mirrors: boss: level 35-50: its this one you want to be careful about, they have superior invisibility and have an aura which has a 20% chance to stun someone that comes in range. they will copy all of your powers, and use them effectivly, but recharge times are doubled for them. they have less health then an imagery but they make it up for their defence, they have a 110% buff for defence against all damage, and have a power which will sap 10-50% defence from you, and add it to their own defence.
mirror: archvillain: level 50: this will only appear once in a heros career, and other people can attack them, but it wont auto attack anyone. if you arrest it, you will gain a badge called *focused*. mirror is a huge machine that is covered in mirrors, and will take all of your powers and use them against you, but with half the recharge times and will use no endurence. they also have an aura which is very large and will sap and endurence and defence from anyone that attacks it. it also has a power where it shoots a beam of light energy at you which will stun you and cause high damage, and can cause knockback. it has 5412 health and a 60% buff to defence against all attacks, and will gain more defence if you go within range of its aura. upon defeating this being (if you do) it will shatter into lots of pieces, and give a badge called *unlucky* because you just broke a giant mirror. it will also give you a temp power which is a toggle. this will raise you defence by 125%, but your health will slowly go down over time, and at such a rate that you cannot replenish it fast enough naturally, but with such a high defence buff, you will suffer a debuff on you to-hit, so people/things will be able to hit you easier, but hit less. your damage will also get a buff, but your accuracy will be debuffed. you damage goes up by 60%, and you accuracy goes down by 30%.
vehicles: i know this has been said a load of times, but i had an idea before, but i had a brainwave about this, so here it goes.. this is for a powerpool which has a slight twist.
first power: racer: you jump onto a motorbike and drive t the same speed of a superjump to an enemy, and then you jump off and leave the bike to carry on driving into the enemy; recharge: moderate; damage: high
second power: glide: a hang glider falls out of the sky and into your hands, where you will glide forward, you can use this while on a building to fly up 600 yards, or on the group to fly up to 350 yards. this power goes slightly slower then normal fly; recharge: very short
third power: summon vehicle: with this power, you can go to an auto shop in steel canyon where you can buy a vehicle, but to keep it you have to pass a driving test. to do this you have to buy either a motorbike, a monster truck, a car like the ones that drive on the roads or a jet pack. each mode of transpostation gives you different bonuses yet have their own weaknesses;
motorbike: good handling and is very fast, but if you are attacked while on it, you can get knocked off and you will get hit with high damage; recharge: moderate
monster truck: while in a monster truck, you are virtually invulnerable, and you can run villains over causing superior damage. the only problem is that you are as the same speed as hover, and you cannot turn very well, plus the defence of the monster truck is very low.
car: these are the normal type of transportation which also have a very special ability, which allows you to drive to city zones. while in the car, you can choose an option by pressing the spacebar, where a window will open and you can choose to go to galaxy city, atlas park, kings row, steel canyon, skyway city, independence port, founders falls or talos island. the animation takes 2 minutes to go through, because you drive the car to the gate, then you drive the car to the trainer of the area, which is where you will stop and get out, causing the power to recharge. the problem of this is that the power goes as fast as hover and cant be used in hazard zones, and cant be used off of a road; recharge: very long
jet pack: a jet pack can let you go anywhere, up, down, let, right and everywhere else. while you have this power activated though, you have to not be attacked, because if you do the jet pack will explode causing superior damage to you and any heroes/villains within 5 meters around you. even though you have this risk, the jet pack carries many weapons which can cause minor-extreme damage. the weapons include;
machine gun (minor)
flame thrower (high)
grenade (moderate)
laser beam (superior)
missle launcher (extreme)
each of these powers can only be used once, but all are AoE's accept for laser beam and machine gun; recharge: long
when you get these, they will be a random colour, to customise them you have to go to icon and ask for some paint, choose your colour/s, then click on your vehicle power, and you will get a customize screen. you can choose from colour and pictures on the side, the only problem is that you can only colour it in the colours you have bought from icon, and each can of paint you buy will cost your level X 1500, so if your level 1 you have to pay 1500 inf, if your level 50 you have to pay 75000, this applies per can of paint you buy.
fourth power: city bus: this power is an auto, which allows you to click on a bus stop, and have a bus come to you, and you choose where you go from the city zones that a car can go to. the bus will stop at another bus stop in that city, but it will be a random one so you could end up in a dangerous part of the zone. when you are choosing where to go, other players can come up and click on the bus stop and go where they want to go. the problem is, that it will cost anyone that goes on influence. only up to 15 heroes can go onto a bus at once, at which point everyone will go to their location. if the person that has the power in the first place goes before other heroes choose where they want to go, they wont be able to get to the zone of choice.
in order to be able to get these power, you must first have a travel power, or get to level 20 without one. i wanted to post this idea because i have a natural heroe which cant have a travel power, so this idea would be perfect for the natural heroes out there which are having problems with going from a to b. plus who doesnt want to have a biker hero
new zone event: world war 3: there is a nuclear missle which has come from places unknown, the bomb is heading for atlas park, and the only way to stop it is for heroes to attack it and to get it to explode when its in a safe area. the bomb has 10k life, but if you attack the wrong part, it will explode taking out all of the heroes within 500 metres of the explosion. to take it out, you have to take out the body outer shell with melee attacks, then you have to try to stop it with tankers which have super strength, then you have to cut off the head with a scrapper,tanker with a katana/broardsword/battle axe, then you have to turn off the jets on the back with an ice attack from a blaster/controller, then dispose of the head by anyone that can get near it, so a defender with radiation as a primary/secondary. all you have to do now is destroy whats left with alot of attacks. the missle can be attacked from the tops of buildings, from flight, or by teleporting on top of it. this is a proper fight in the sky which require different types of builds from all types of archetypes.
once you have destroyed the bomb, you get the "big boomer" badge, which gives you a temp power which you can use 5 times, without recharge. it calls upon a few bombs from the air which will cause extreme damage to all foes that get hit by them. 6 small bombs fall in a line about 10 meters infront of you, causing 6 small AoE attacks which cause extreme damage to foes per bomb, so if they are running away, they could be hit 6 times extreme damage, then you can do it again another 4 times. you can only have this temp power once, so be careful on what you use it on (heh, 100 people with this temp power at hami then they use all of the charges... thats power..)
level 50 "suicide mission"
like i said in some post earlier, when you hit 50, theres nearly nothing else to do accept for get another character to level 50. i know some people with more then 1 level 50 khel, and most of them quit after going through that. so heres an idea, suicide mission, you get missions from random people that pop up while your going around paragon city, and they give you a suicide mission.
in these mission, they dont expect you to come back, because if you get taken out, thats it. these people gives you missions in zones which are not accecable by hospital teleporters, so when your out, your out for good. this may seem a bit radical, but you can decline em, and there kinda nothin else to do once you get the big 5 0 several times.
these missions could include getting rid of small pieces of hamidon which managed to get away, and are now trying to get back together and get its revenge on all of the heroes that took it out in the first place. or, you find the really real nemesis, which has several hundred fake nemesises (spelling? ) guarding him. remember, if you kick the bucket, the bucket aint gonna be kicked anymore.
if you do get taken out though, you will be taken down to a certain level, depending on how far you got in the mission. if you get through by 1%, you go back to level 1, if you go up to 49%, you get put back by 1 level. if you get further then 50% though.. you in it big time.
you hit 50% of the missions, now it starts going up. for every 5 percent you get by, you will get a token, for 3 tokens, you can get a new power, for 6 tokens you can get 2 powers from a 5th powerpool, if you get 10 tokens, you get the entire 5th powerpool. wit this idea, you can.. after alot of playing and risk taking.. get every powerpool and power in your powersets. after a suicide mission, and if you got past 50%, you get a box asking whether or not you want to hold the tokens you gained for the next suicide mission, or have them now and take your prize. if you get less then 3 tokens, you will instead get 1/2 special enhncements which will raise everything in a power by 10%, s if a power can take recharge, end reduction, damage enhancers and accuract enhancers, then it will act like each of them, but only in one enhancement.
if you manage to get 100 tokens by saving them (if you croak while in a suicide mission though, you will lose all of your tokens so far and only gain how much you got from the mish you croaked in) then you will be able to go up another 10 levels to level 60, in which the epic powers from your powersets and powerpools will be available (see other posts for epic powers)
not sure if i covered everything in that idea, i tried to keep it as short as i could, sorry if its too long.
a small idea for a new forum for the european and american forums, recent updates. i this forum you can discuss any recent updates that have come out, instead of putting them all into general discussion and utterly destroying normal posts. i think this would sort things out useless post wise, plus people can have a whole forum to rant about issue #5+ "nerfs" (even though i dont mind the enhancement one)
extra special abilities: these are some extra special abilities that the AT's can have, like a tank with gauntlet or a controller with containment, but these are ones that you have to use manually, but they have to under the right circumstances.
blaster: big boomer: for every 1000 points of damage you deal out, you get a temp power called big boomer. this power is a toggle which fires a beam at an enemy continuously untill you stop firing, this power uses alot of endurence and will drain it all unless you turn it off, but if you do turn it off you will lose it and will have to deal out another 1000 points of damage to get it back; damage: minor-extreme
tanker: rampage: when you have taken 1000 points of damage, you will get the temp power rampage. this power gives you the ability to interact with the enviorment. this power will last for 30 seconds, and if you go up to an object like a lamp post or a car, you will somehow use it to fight your enemy. with the lamppost, you will rip it out of the ground and swing it at them, causing knockback in a wide arc. if you go to a car you will take the door off and throw it like a frisbee at the enemy, causing superior damage and high knockback. another way you could interact with a car, is to pick it up and slam it down on the enemies head causing extreme damage. your defence and damage output will be greatly increased while this power is active.
defender: power surge: when you have buffed/debuffed an allie/enemy 1000 times, you will get the temp power power surge. this power gives you an aura and if an allie goes into this aura, they will drain your endurence for powers instead of their endurence, but if some enemies are in the aura aswell, you will drain their endurence and replenish your own but only when nessesary. therefore if you have a good number of enemies within the aura, then all allies in the aura will have infinate endurence. if you run out of endurence when this is active, it will shut off and go away.
controller: time stopper: when you have held enemies for 1 hour of your time, you will get the temp power time stopper. this power stops time for all foes within 30 meters of your body, holding them indefinatly untill you run out of endurence. once this toggle has gone off, they will be free but heavily debuffed. they will suffer a 60% decrease in their damage, accuracy, defence and endurence.
scrapper: anger management: when you have dealt 500 damage and taken 500 damage, you will need anger management. this power increases your damage output by 100% and defence by 80%, but this power will only last for 10 seconds in which time you can easily finished off a few enemies. this power also comes with an attack, so if you have an enemy targeted when you activate this power, you will run and jump at them and punch them relentlessly, which can cause minor-extreme damage.
