Yessir.
If it gets some people in the zones, we'll see recipes.
I'm sure prices on the super l337 ones will stay crazy, which just might inspire people to organize zone PvP events for their SGs or whatever, which just might create a lot of drops.
Wild guesswork yes, but the new rules are a much better incentive to PvP than the first version. Who knows.

1 chance every 5 min is not farmable. At least not by one person unless they have dozens of accounts and enough computing power to keep them all going at the same time.
Why bother farming for on average 1 drop every 8 hours or so?
Add several more toons and you can get it down to 1 drop every hour or so. Still much worse than before. Just because the drop rate is better than 0 does not mean the supply will be anywhere near where it was.

To the players who farm the game for money, yeah, this is very farmable. They are able to set up whatever they are doing and go afk and earn them. It may not be as easy as it was before the newer changes to the pvp reward system, but its definately farmable and will be farmed.
See, before the players could manipulate the odds on getting a reward, now the devs have removed the ability to manipulate the chances in getting a reward by slowing down the kill pace when it comes to a single target. Its based off of luck now moreso than anything else.
Yeah, you could and can still increase the chance of a drop, but you need a lot of people to coordinate something like this. And I doubt that will happen. At least not to the extent to equal what the previous system use to reward anyway.

Before the patch that is currently on test: Every kill of someone put you on a rep timer during that time if they killed you or you killed them the timer would reset. While you had a timer no PVP IOs could drop.
After the patch on test:
The timer doesn't reset on kill and you don't get a timer for them killing you.
