/NRG changes
The only power I wouldn't skip is Power Push. It hits really hard now. Whirling Hands is still skippable, but if you must have an AOE its not bad. Power Boost definitely helps Ice out by increasing its slows.
Going for an all ranged build is viable. But I like Bone Smasher and Total Focus. All-in-all the entire energy set is good. Energy made out the best of all the sets during the revamp. You honestly can pick or skip any powers you want in the set and not be gimped. (within reason)
My level 50 Dominators:
Madame Mindbender 50 Mind/Energy
Fly Agaric 50 Plant/Thorn
Nate Nitro 50 Fire/Psi
^Nail hit on head. Only I wouldn't skip TF only cause as a finisher, it's pretty useful. That being said you def don't need it, per se but it's my fav attack in the set.
energy assault is amazing now. does great dmg and now has a reliable KB and high dmg power in power push which will save you butt alot.
the 2 powers i would not take for energy are whriling hands and sniper blast. WH doesnt do much dmg and costs alot and snipes arent really useful on doms so yeah
do make sure to get power push though and slot it with dmg its now one of your best powers (cant stress this enough)
Does Power Boost increase only the -movement part of the slows from Ice Control, or does it also boost the -recharge?

If you solo a lot, I find power boost invaluable. Your holds last longer, it boosts all the leadership powers. Power boost plus aid self, is a great "oh crap don't let me die" power. Power boost turns any dom primary into a power house. Some don't like it, but for a soloist, its gold.

It doesn't affect knockback.
Speaking of which, the one problem I've heard mentioned with pairing /Energy with Ice is Power Push knocking targets off your Ice Slick. You can just Hold them first though, I assume.

Here's a stupid power set trick.
Power Push + Total Focus ... hit them while they're down and half way cross the room to boot.
Best stupid power set trick remains Power Boost + Vengeance. Granted, you need a teammate to fold to pull it off, however you are a demigod when they do.

It'll probably feel about as awkward as me playing my Mind/Energy that I've had since CoV came out. And by awkward I mean freaking awesome.
Rolled my Grav/En sometime last year and already had Power Push in my attack build Having it do actual damage now is a big bonus.
Doing a Lift into Power Push and then Snipe is a lovely combo
Still to take Whirling Hands so no idea on the damage buff on that one but might get it at 44 as I've always liked the animation.
I am thinking of rolling and Ice/NRG with the idea that I can slow them down while I bash them with NRG assault. That said, what are the /NRG powers to take these days since the DOM modifications?
