Any Science Booster codes purchased cannot be used by another account. Only the last code section is visible after purchase.
Currently the original poster is completely out of luck in terms of getting the Science Booster.

You know, like they do in the movies all the time and they can't track the hacker because it says he's in Nigeria and he's really next door. Well, you can do that kind of stuff in real life too. Generally it's an issue with credit card fraud. I know the restrictions on mastercards, for example, were due to issues with OTHER NC games not City of heroes/Villains.

The only way to do it would be to violate the EULA, and Avatea's announcement.
The store checks the IP address of the user, and prevents those in Latin America and a few other places in the world as a means of fraud protection. Now I am not saying that the original poster wants to, but it is likely something that NCsoft's marketing/legal division or the credit card merchants requires.
So until such time that one or more of the following happens, the original poster is out of luck or will have to break some form of agreement.
* NCsoft allows purchases to be made from that region.
* NCsoft allows purchase of gift codes.
* LevelUp Games is forced to carry the add-on packs.

As to the OP, I'm in the same boat. I get that same "Contact Retailer" stuff, but noone sells boosters. The In-game Store works like a champ.
My advice and what has worked for me and it's a pain in the behind, is to just try and purchase every day. I have added all the boosters, but it took me trying daily for a slip in whatever crazy mechanism they use.

Well, i have a friend living on the US, and he buy the packs for me.
It seens more a case when a retailer has the rights to sell to a region, and people were prefering get things directly with ncsoft (maybe because the retailer is incompetent?).
Why do I Say That?
Because there is only a few items blocked on ncsoft store to me.
And, what a amazing coincidence, they are only the ones LevelUp games licensed to sell.
To all the others my credit card is happily accepted and desired.

Oh, you mean to try to bypass fraud protection measures? I will admit to not suggesting things that carry penalty of jail or worse under actual laws, as opposed to a contract like the EULA.
The top quote here is telling the original poster to fraudulently claim to be from a "safe" region to purchase the packs. There is also the contracts with the regional distributors to take into consideration.
If I was a part of NCsoft's legal or marketing team I would require the regional distributor to carry all booster packs as a part of the distribution deal.

Strangely enough, I can buy anything from the store EXCEPT CoX related stuff like OP, I also had to buy AE to get MBP.
I find it very insulting for a company to have international partners and support and fail to give access to everything to all players. regardless where they live.
Due to international restrictions (btw, wtf nc? really?) I can't access the online shop so I can't buy the pack, the page says I should contact my local retailer for it, thing is, there is no local retailer in here, so for the Cyborg and Magic packs I had to buy the full version of AE disks.
Here's the actual question, can I do the same for the Science Pack?
Or a better question, my local ebay deals Item and Cyborg codes, can I buy one of these and use instead for the science pack? like when you register AE serial you get to choose which pack you want?
