download size vs purchase entire game and Update?

Probably! Though most browsers that aren't IE should at least try to resume a broken or interrupted download, although that's not always an option. Will that not work?
In any case, if you were to buy the AE box edition, you'd only need to download I15 and a few patches. Should be under 200MB. Seems like kind of a waste if you've already paid, though.
Another ISP isn't an option, I live in the sticks and am not about to go the satellite route. When I go to a download speed checker like speak easy, I get about 450 kb/s, but the download rate from the updater is about 55 kb/s. I haven't paid; was trying to download the freebie trial version. Sounds like the purchase may be worth it to cut the download size by 90 percent.

Bwah???
A waste?
I think not.
For your $20, you get:
CoX with all updates up to I14
One month of paid game-time ($15 value)
One of the booster packs of your choice ($10 value)
The updater can resume an interrupted download, so just restart it and it will pick up where it left off. Hopefully you don't need to restart it too often.

That's odd; it doesn't continue with where it was before, it goes back and starts from scratch. One time it got almost done (over 2 Gb downloaded) before filling it's diaper and starting over...
That is very strange and is not supposed to happen.
Hopefully someone who's more technically inclined can help you with this.

Yeah, that isn't supposed to happen. It always saves its progress. I downloaded the entire City of Villains beta in 5-20 second intervals since my connection to the updater would cut out after about that much time (my school's network didn't like it for some reason). It took hours of restarting the updater over and over, but I eventually got it all.
Are you sure it's restarting and not just checking its progress before resuming?

OP: What are your system specs? The advertised system requirements for this game are ridiculously understated. Before you go off spending money on saving download time, you might want to make sure your system is good enough to even run the game. Hook us up with a CoH_Helper report so we can take a look at what you have.
Go ahead and buy a copy of AE for as cheap as you can get. You get WAY more than $20 worth of value, plus you'll have a disc with a fairly recent version that will eliminate most of your download time.
You could also buy a patch cable, and temporarily hard connect your system to your network. That will eliminate any possible WiFi interference. Microwave ovens and cordless phones can sometimes mess with a WiFi signal -- I had to abandon my wifi and run a cable almost 100' because one of my neighbors had something that was trashing my signal.
If you have to run the cable across a traffic path, throw a small rug or even a towel over it to reduce the chance of it catching a foot and tripping someone or damaging your equipment. Ask everyone to step OVER it, please.

So every time you restart, it says it's downloading the whole 2 gigs again? The progress bar always resets but amount being downloaded will change (listed next to quit button).

If you are on a trial, or have a full game account, you have to install/download the exact same thing.
If you were on trial, then upgrade to full account, you won't have to install or download anything new. It's all there already.

I've been trying to download the entire game for several days...looks like it should take about 12 hours. My WiFi and/or ISP is unstable enough that I can't stay connected long enough to grab the whole thing. If I go buy the architect boxed version, how much stuff will the Uploader still need to pull over?
