Well, they use it for their Sky Skiffs which doesn't need much room to take off.
Which beg the question, why even put in an airstrip in the first place for vechiles that doesn't even use it.
That space could be better used for something like moar turrents.

Given the lack of guardrails in the demon-powered electrical generating system, a trusted operative who is a man-eating man-shark, the presence of heavily armed soliders and combat-psychics on every city block, and the scattering of vicious spider-predators in the slums of the capital, I'm inclined to say that enforcing safety regulations are a lower priority in the Rogue Isles.
In addition, it allows fatal "accidents" to be more plausible. And deniable.

Well, the Laurel Building here in Sunny San Diego sits at the top of a hill overlooking Lindberg Field.
It has a clearance of 16 FEET. That's right, planes pass within 16 FEET of the top of this building. Every day.
Not one of them has so much as clipped it, as long as it's been there, if I recall correctly. So...
On the other hand, another field here got a building built up too close to it and they actually had to TAKE OFF 3 stories from it. Problem with that one was that it's not big planes, it's small personal aircraft - some of which have been known to land abruptly on the FREEWAY nearby. It was in fact an accident waiting to happen. I still want someone to actually land a plane on its roof, just to prove it.

Kai Tak was, if memory serves, considered the most dangerous major airport on the planet by commercial pilots for both take off and landing.
A colleague made sure to send me an article to that effect many years ago right before I flew into HK to run training on a new product (interoffice hardcopy mail as this was before there was an internet).

Little do the Rogue Islanders know, it's not a traditional aircraft runway. The Sky Raiders use it to showcase their fashion design collections twice a year. Instead of human models, they use Hellfrost.

Anyone notice that the Architect Entertainment building in Sharkhead Isle is right in line with the Sky Raider air strip on the island villa?
I know the Rogue Isles are not a place to pay much attention to safety and regulations, but this would be one more enforced by laws of physics and airplane mechanics than legal regulations. That building is up for getting smacked by an aircraft hard if anyone tries to land or take off the wrong size or type of aircraft from that air strip.
