Why is RttC de-toggled all the time?

Hasn't Invincibility already set that precedent though? It only affects others in the sense of taunting them, hence its OK to treat it as a non-offensive toggle?
Its not like making this change for RttC would open the floodgates so that the devs are forced to flag other powers as non-defensive?
I could understand the Effects of these toggles suppressing while mezzed, but I surely Hate being detoggled and then having to wait several seconds (for some powers) before I can toggle them back on. And it seems to take forever to get them all back online.
On the other hand, 'detoggling' is basically an effect/tactic of Longstanding history in the game. Detoggling your enemy makes them easier to defeat, whether they're PC or NPC. Several of the NPC will Self-detoggle regularly and this makes them possible to beat.
I wish it didn't happen to Me, but when the evil sorcerer turns off his Hurricane is when I rush in and beat the snot out of him... so...

Why are you fighting bosses in a hazard zone? If its for the challenge, then yeah that's fine. But the "I want all my abilities in a hazard zone when fighting non-players" whine doesn't convince me that RttC needs a change for PVP, looked at, MAYBE.
Simply put: go street sweep in a normal zone. For a challenge: do so in a hazard zone.
Also in regards to RttC, changes in PVP were brought about to make a more even playing field. (Please no debating about this point, I am in no way stating I approve or disapprove of the pvp changes) WP was always ridiculouly overpowered in terms of regen for PVP. Even with RttC dropping, it stills does have a good amount of regen, just not the godly numbers from before.
So, if you want RttC to not detoggle in a PVP situation, then the -to hit needs to go away. I would also say that the amount of regen gained from it would need to be nerfed as well. Either reduce the amount gained and/or set the target cap at 1 period.

I could care less about RttC being detoggled...but to say it was overpowered before is pretty ridiculous considering you have to stand in melee range to get the regen buff.

Yes, I agree with that. Like Temporary Invulnerability gives Smashing and Lethal, plus Psionic resistance in PvP zones, but no Psionic resistance normally.
Anyway, Willpower is useless for tanking without RttC and I don't think that is the intent of the PvP rulesset.

Honestly, I think they should take a little time to make a pass over all of the powersets and tweak them for PvP.

[/ QUOTE ]Newsflash, you don't "tank" in PvP anyway. The ones you really want to focus on the nigh-unkillable person won't be in melee range half the time anyway, so taunt auras are generally not pulling much weight in PvP.

This is why I don't really PvP since the changes. The worst part is because of what was said earlier about short lived mezzes, you don't always even know when RttC has dropped.
Now I'm not an experienced PvPer like some are but some of the people that I do PvP against do get into melee range and not having the regen boost hurts. Also what about things like MM pets? Do they add to the boost while in range?
Either way this power should be changed for PvP, I thought that the new PvP system allowed for this... RttC could either lose the tohit debuff completely or lose the tohit debuff and gain somewhat smaller defensive buff to replace the lost debuff.
RttC being detoggled constantly is a mistake. It is the main toggle of WillPower and really makes WP pretty lame in pvp. They just need to remove the minor little accuracy debuff when in PVP so it doesn't detoggle anymore.

Yeah, I could live with that. It would hurt WP's ability to draw aggro, but street sweeping in a PvP zone on a team is even more rare.
