why didnt the devs put these powers in?
In alpha those weren't really powers yet. There were almost no powers back then, basically flight, claws...a little else. So they did not remove those. At best, some poewrs we have now were just renamed from back then.

First off, may I ask why you break up your posts like you do? A period works just as well (if not better) than a full enter.
That said, they did put a lot of these in the game, in some shape or form. The original powersets in the Alpha only had about 4-5 powers in them. We now have nine in each set. As such, each set got more powers and possibly a name change, as so:

Became Illusion, IIRC. Basically, take all of the 'light' powers in the set (remove the pets and the single-target attack), and you get light control.

We eventually got this in the form of Kheldians. Other than that, shape changing caused some problems with other powers when the shape was changed. The engine had problems with them, so it was dropped until the bugs could be worked out.

Was found to be a very poor choice, since it did next to nothing in-game. Very genre-oriented, but once it was in game it did next to nothing, and so was changed and put into several different power sets.

Not sure about this one, but I'm pretty sure that this became Storm Summoning. Tornado, Gale, Hurricane, etc. were all once part of this set.

I would guess it was more of a wish list. The game went through significant redesigns between that point and release.
Some ran into engine issues, I would guess. Others were more in keeping with other powersets.
Light - a lot of it went into the Energy Blast set. Some other bits were probably more akin to illusion.
Sight (and other senses): lot of clipping issues in,say, X-Ray vision. Some powers do penetrate stealth and invis type powers, in PvE and PvP.
Shapechanging - in the sense of Plastic Man/Mr Fantastic, proved to be more than they could handle with the engine.
My scrapper doesn't need an AoE. She IS an AoE.

Aett covered it, but I'll add that powersets in alpha weren't fully realized powersets, they were more like our current power pools (only 4 or so powers made up a full set then). And players were able to choose their powers without being restricted to primary and secondary (origin also played a part in how many powersets you could have). When they realized that it wouldn't be balanced to let players pick powers all willy-nilly, they made them into primary and secondary sets and expanded on them to make the powersets that we have today (and some of them that didn't actually have any powers made at the time ended up in the "coming soon" powers bin to be added later, like sonic and later plants).
