Possible ITF Bug

Was running an ITF, and noticed something strange. Put it out of my head for a bit, thinking it was just some miss strings all loading up on my poor butt.

But then I realized something was very wrong. I was herding aggro cap on my DM/Shield and hitting Soul Drain.... and only hitting 3 targets. THREE!

Thankfully, I had a fully charged Analyzer M III, and although I did not get a pic of it, the MINION that I analyzed had 56% defense to everything I could see.

Same with the bosses, LT's....

I don't know whats going on, but it friggin sucked!

The ITF ya it's called lag I only run that with a blaster and I don't see orange numbers alot of the time. Where you in the Canyon of LAG?

And no, it wasn't just in the canyon of lag. It was everywhere.

they have shield defense if that makes any sense. and with all of them standing together it is kinda hard to hit them.

I'm fairly sure having them all with capped defense is a bug, guys.

with all of them running phalanx fighting and grant cover it would be very hard to hit them all. i haven't heard anyone say anything about there being a bug other then maybe at the end when more ambushses hit and the nictus spawned a high amount of unbound nictus.

also remember that soul drain is not an auto hit. it requires an accuracy check.

95ish% accuracy on SD, as well as an accuracy buff of about 30% from global bonuses. If they are using Phalanx Fighting, its too high. If they are all using Grant Cover, its not fair!

Are you sure, these weren't your numbers?

Its part of the AI change made with i15. The enemies are now starting with thier defenses active. it used to be they would be passive until attacked, but now its right from the start, and Grant Cover is powerful when there are 10 of them all giving bonuses to the other 9.

the cimerorans have Veng that they use and stack...so its very common for them to hit defences like that...veng + shield defense = high denfese...next time try and notice if they have glowing heads. that would indicate they fired off veng

ummmm Chitan, the only thing that that Cim Traitors bust out... is Shout of Command, a mez protect.
But the boss' and possibly the Lieus do have a Grant Cover type power

56% defence isn't actually capped on anything lower than +3, as player base to-hit is 75% against even cons, 65% against +1s and I think 58% against +2 enemies. It's not really so much a bug as a really nasty power, a lot like how Nemesis can stack Vengeance if you pop three or four lieutenants in quick succession, making them unhittable and their attacks autohit.
