Well this is the 3rd thread I have seen asking the same question, so you didn't look very hard if ask me.
Its for a patch to hotfix stability issues, and the fact that the French and German player were unable to access their servers.
See the test Forum for the test patch notes, the live ones will likely read the same and be along shortly

This is an emergency fix and as such was not planned so no official note or post has been made by the red names yet. While they are working on the fix they'll eventually push through an official explanation as to what's going on but until then we have to just assume they are doing their best to implement the patch and get the servers back up ASAP.

Patch notes for the emergency maintenance
Positron: "There are no bugs [in City of Heroes], just varying degrees of features."
Server status page says servers are up, but I can't get past the login screen. Eventually, the login attempt times out, and a message appears which says to check the server status page, which says servers are up. ... <sigh>

cohRock, I have found the server status screen to be unreliable. Not complaining, just saying you are probably better off trying to find that info somewhere else.
Ok then. Let me ask directly, is anyone able to log in? I'm just hoping they didn't fix it so the French and Germans could log in, but not the Floridians.

I'd like to point out that at the time of the servers going down (2:45ish eastern) the red text said to look at the forums for more info. I did and that anouncment wasn't up.
