There's nothing you can do to increase the recharge rate of the power. It says so in the power description.

OwtS doesn't add any defense, so if you aren't getting hit nothing should really change when it wears off.
For reference, OwtS adds +hp, +recvovery, and +resist.

It does have a crash though not as bad as most but if your low on end as it is all your toggles are gonna drop when you do crash.
So you can't add any hami's or anything either?

You can, but since the recharge on the power is flagged to ignore buffs and enhancements, it will always have base recharge, even if you have six */rech Hami-Os, 5 LotG +Recharge, 5 of each +Recharge set bonus and a cadre of kins SBing you.
NOTHING will speed up that power.

What IO's can I get to help the recharge on that (or any enh)? When I'm fighting mobs, pretty much nothing hits me. But when that wears off...i'm toast.
