Working on a control weighting system for drawing comparisons between Blaster Primaries, and need a bit of advice on what I currently have drawn up for a 5-point system (each power will be given a value from 1 to 5, and the total will be listed in the comparison. Those sets with higher values have higher 'control' factors).
The system:
1pt for hard control (Stun, Hold, Sleep), half value for soft control (Knockback, Immobilize). Percent reduction for 'chance of'.
1pt for AoE effects, half point for single-target
1pt for duration of 20s, percent reduction or bonus or being at or over (Knockback gets a flat .5 modifier)
1pt for Magnitude 3, 0.75 for Magnitude 2, 0.5 for Magnitude 1 or lower
1pt for secondary effects (Slows, -Res, etc.) in addition to mez with duration over 10s. Fractional for less, highest applicable
EDIT: Figured I'd throw in examples here - under this system, Power Push (Energy Blast) would be considered a 2.5 value Control power, whereas Freeze Ray is a 3.0 value Control power.

It's a complete and seperate point of comparison.
I've already set up an alphabetical and ranked listing to compare Blaster primaries in two of the three categories that matter most when picking a primary - Single Target and Area Damage. However, it gets really hard to gauge what is, or isn't, a viable or useful control for the most part as that's mostly subjective. To that end, I'm trying to come up with a fair, objective system that doesn't favor any one primary, but weighs each control in the set as a distinct entity.
People keep saying that Ice is the most control-heavy primary, and they may be right to a point, but I want to find a rule-of-thumb way of actually determining that.
EDIT: Basically, I'm organizing Blaster primaries into three ranked lists - Single Target Damage, Area Damage, and Control Potential. However, the third category is a lot harder then it sounds, because of how subjective it all is.
