I. Introduction

Super Strength has always been the most recommended brute primary power set and I didn't know why until I rolled one. Now that I have my SS/SD pimped out, I can say definitively, Super Strength is king. My first guide was a electric melee / shield defense brute guide. Since then I have re-rolled a super strength / shield defense brute and have tried my best not to show favoritism.

Super Strength has 3 distinct advantages over other brute primaries.

1. Rage = This ability is a self buff that adds 30% to-hit and 80% dmg bonus. With an average amount of recharge you will be running with rage stacked twice for 60% to hit and 160% damage bonus. After 120 seconds Rage will crash for 10 seconds. During this 10 second window your damage output will be reduced by 9999%, you will lose 25% of your endurance, and if you don't have rage stacked you will lose defense. This means always have rage stacks and once every 90 seconds so your damage output will be gimped.

2. Superior Single Target Damage - The Punch, Haymaker, and Knockout Blow attack chain is incredible against single targets. Knockout Blow hits for 1010 damage agains level 52 bosses when damage bonus is capped at 700%.

3. Footstomp - Footstomp recharges very fast (4.5 seconds @160% recharge with FF+rech proc) and is the most devastating AoE attack that is available to brutes. The radius is superior to other AoE's, it recharges fast, and has a knockdown which means it can be socketed with FF +Recharge which is priceless.

Shield Defense should be renamed to "The Best Defense ... " The reason for this is that Shield Defense is a VERY good offense. Shield Charge is an incredible AoE Teleport attack that deals very good damage (540-580 cap). Against All Odds is an aura that pumps up your damage output per enemy in melee range. These two huge offensive abilities coupled with a good offensive set make Shield Defense a popular choice of MIN / MAX players. Double Stacked Rage with Against All Odds is plain disgusting. Solo against 16 mobs my base damage bonus is +300% damage. Footstomp will hit for 310 damage and recharges every 5 seconds. Imagin how it is when you have speed boost and fulcrum shift!

Defense - with seven inexpensive IO Sets you can reach 40% ranged and melee defense by level 37. At this time you'll have about 12-14 resist to all but psionic. From this point you can begin your final push to 50 and start aiming at nicer IO sets that'll boost your HP, regen, resists and AoE defense. Once completed with sets and accolades you'll be looking at:

45+% melee defense
45+% ranged defense
40+% AoE defense
31 - 37% Smashing - Lethal Resist
11 - 21% Other Resist
2200 - 2400 hit points
250 - 330% regen
45% Defense Debuff Resistance
13.8% Recharge Debuff Resistance

You can increase any of these numbers but you'll be lowering something else. It's all personal preference.

Build Strategy
Enhance your strengths. Shield Defense is an offensive powerhouse that has moderate positional defenses and below average resistances. With this setup it's most beneficial to cap positional defenses, increase hit points, increase hp regen and then push resistances in that order. It's not the most defensive brute in the game, but most of your oppenents will usually be on their backs from all your knockdown so it doesn't matter.

II. Primary Power Set

Super Strength

Overview Super Strength is a Tanker secondary power set in City of Heroes and a Brute primary power set in City of Villains. Its secondary effect is a variety of knockdown, disorientation and holding.

Personal Comment: Super Strength is endurance heavy, Superior Single Target Damage, the best AoE attack in the game, and has a perma-damage increase.

Note: All damage numbers are for a level 50 with Rage double stacked and 10 enemies in melee range and +96-101% dmg increase from enhancements. (+313% global damage bonus)

Jab
A quick jab that deals minor damage, but has a chance of Disorienting the target, especially if coupled with other attacks. Damage: Minor, Recharge: Very Fast

Personal Comment: Punch recharges super fast already and with 3 other single target attacks, there isn't really a reason to take this power.

Punch
Your Super Strength Punch can deal a moderate amount of damage, but most of all can knock your opponent off his feet, unable to attack again until he stands up.

Haymaker
A slow but devastating attack, the Haymaker has a great chance of knocking your opponents down.

Personal Comment: A very solid single target attack. Highly recommended.
Slotting Recommendation: Touch of Death Set or Mako's Bite Set depending on your defensive needs.

Hand Clap
You can clap you hands together with such force that you create a deafening shockwave. This shockwave can knock back nearby foes, and they have a chance to become Disoriented due to the shock to the inner ear. Hand Clap deals no damage.

Foe Disorient, Knockback
Personal Comment: Knockback Magnitude 5.19 means mobs go flying in every direction. No thank you. Skip this power.
Slotting Recommendation:

Knockout Blow
You can perform a Knockout Blow on your opponent. This punch does Superior damage and has a great chance of Disorienting your target. It also almost always knocks them into the air. Knockout Blow places a hold, not a disorient, on your target.

Personal Comment: Extreme damage is right. This power regularly hits for over 1000 when fully buffed. This power has a mag 7 KnockUp ability which sends almost every mob type to the ground. Incredible for PvP as well.
Slotting Recommendation: Touch of Death Set or Mako's Bite Set depending on your defensive needs. If Def Capped put Crushing Impact or Hecatomb set of 5 here.

Taunt
Taunt foes to attack you. Useful to pull enemies off allies and keep them attacking you to raise your Fury.

Personal Comment: Who needs taunt when you are laying waste to the masses. The only mobs that won't stick to you are any group of more than 16. In that case there's nothing you can do. (great power for PvP, though)

Rage
A Rage comes over you, sending you into a berserker fury. While Raging, your damage and chance to hit are dramatically increased. However, when your Rage subsides, you are left with reduced Defense, drained of some of your Endurance, and your attacks are substantially weakened.

Personal Comment: Rage is a great power. Your damage output is increased by 80% and to hit by 30% per instance you have running. For 10 seconds per 120 seconds you will have a rage crash where you lose 25% endurance and cannot damage opponents. Their is a defense debuff as well, but does not occur when you have more than one instance of Rage stacked.
Slotting Recommendation: Gaussian Set of 6


Hurl
You are able to tear up a chunk of ground beneath your feet and Hurl it at an enemy. This attack deals moderate damage, and can knock foes back and even drop them out of the air if they are flying.

Personal Comment: A fun ranged attack that deals adequate damage and knocks down flyers. Great for PvP. I've never taken this power for PvE.
Slotting Recommendation: Thunderstrike set of 6 if you need ranged defense. Decimation or Apocolypse set of 5 otherwise

Footstomp
Using your superior leg strength, you can Stomp your foot to the ground, quaking the earth itself. This is a localized attack against everything in melee range. Damage: Moderate, Recharge: Slow

Personal Comment: Best AoE attack in the game. Fast Recharge, knockdown and great damage. This power is the building block of every super strength brute.
Slotting Recommendation: Force Feedback + Recharge Proc. This will proc every 2-4 uses and keeps your recharge pumped. For the other five slots I have 3 recommendations. Either (5x Obliteration) OR (5x Armageddon) OR (Frakenslot it for max damage / recharge / end / acc)

III. Secondary Power Set

Shield Defense
Overview -Shield Defense is a defensive powerset released in Issue 13, it is available to Tankers, Scrappers, and Brutes. Your mastery over the shield protects you from all forms of attacks in the form of defense as well as some moderate damage resistance to most types of damage. Your training with the shield enables you to protect your nearby allies boosting their defenses.

Powers

Deflection
Your mastery of the shield allows you to easily deflect melee attacks, and attacks that do get through your ironclad defenses tend to do less damage. While Active Defense is active the user will gain defense to melee attacks and some minor resistance to lethal and smashing damage. Recharge: Fast

Personal Comment: One power to handle both melee defense and lethal / smashing resist makes slotting this power challenging, but we work with what we've got.
Slotting Recommendation: Many choices here. Aim to cap your def bonus then stack some resist if you have room (I suggest 3 LotG + 2 steadfast +PVP enhancements)

Battle Agility
Your incredible reflexes allow you to position your shield to deflect incoming ranged damage. While Deflection is active you will benefit from increased Ranged and AoE defense as well as some moderate protection from Defense Debuffs. Recharge: Fast

Personal Comment: Toggle Ranged Defense is nice on all melee bosses but 90% of the time you'll have this on.
Slotting Recommendation: Either set of 4 LotG or set of 6 Red Fortune.

True Grit
Your intense training has left you tougher than even the hardiest of heroes. You gain additional hit points and resistance to fire, cold, energy, negative energy and toxic damage sources. This power is always on and costs no Endurance.

Personal Comment: The bonus to hitpoints is awesome (unless you are working on the Ironman / Unbreakable badge since damage taken doesn't count unless you drop below your base hp). The hitpoint bonus loses it's sparkle after 50 when you start getting accolades, but I still have this power 3 slotted. Maxing out the resist for this power has always been lower priority to me than hitpoints.
Slotting Recommendation: set of 3 Miracle or set of 3 Numina

Active Defense
When you activate this power, it grants protection from Sleep, Disorient, Fear, Immobilize, Confusions, Repel, Knockback, Hold and Defense Debuff effects for a short duration.
Recharge: Very Long

Personal Comment: This power is your 1 click imunity power which is great, but I have two major complaints. The first is that you have to click it each time it's up which means you need to find a way to deal with having multiple powers you want on "autocast." Second complaint, this power has a 1.5 second cast time and lasts 120 seconds and recharges at 200 seconds base but at 60 seconds when juiced up on Speed Boost. This means that 1 / 40 of your time will always be spent casting this power. Heaven help you if you leave a recharge IO in it because then it's up every 52 seconds. I have a series of binds setup that will let me cycle autocast powers that make this power less of a headache. Please see the binds section of this guide for more information.
Slotting Recommendation: 1x Cytoskeleton Exposure ( this buffs all your mag resists including defense debuff resist, plus it has zero recharge).

Against All Odds
The harder pressed you are in combat the greater your offensive abilities become. Each enemy that stands toe-to-toe with you in combat will grant you a damage bonus. The first foe you engage in melee grants the highest damage bonus, and up to 10 foes can contribute to this effect. Each foe in melee also suffer from reduced damage as your shield deflects a portion of their damage. Recharge: Slow

Slotting Recommendation: 1x end red

Phalanx Fighting
Fighting very near your allies allows you to deflect attacks much easier. You will gain a small bonus to your melee, ranged and area of effect defense this bonus grows for each ally near you. This power is always on and costs no endurance.
BUG! When using MIDS to build your villain, MIDS will report a large defense increase when Phalanx Fighting is enabled. I recommend turning this power off in MIDS and just knowing you have a 3.75% defense bonus to all defensive postions.

Personal Comment: +3.75% defense to all positions with no end cost and another power you can slot a LotG:recharge in makes this power a no brainer. If you team alot, it only gets better.
Slotting Recommendation: Def IO, or LotG: Recharge if you don't already have 5 other places.

Grant Cover
You are able to use your shield to defend nearby allies. Any teammates who remain nearby gain a bonus to their defense. (NOTE: The defense bonus from this power is only applied to nearby team mates, but not yourself.) Recharge: Slow

Personal Comment: Great team buff and a good self defense debuff resist. Also another good spot for a LotG: Recharge.

Shield Charge
You can throw all of your might behind your shield and charge through ranks of foes in the blink of an eye. Using this power allows you to teleport to a selected area to deal significant smashing damage to all foes in a long cone in front of you, most foes that are struck by your Shield Charge will be knocked down. Damage: Superior, Recharge: Very Long.

Personal Comment: Fast Animation, self teleport, Massive damage, foe knockdown make this one of the best powers in the game.
BUG! I tried slotting this with a Force Feedback + Recharge and in several months I've never seen it proc once.
Slotting Recommendation: Obliteration Set of 6.

One With the Shield
When you activate this power, you gain strong resistance against most types of damage and also to Disorient, Immobilization, Hold, Knockback, Repel and Sleep effects. One with the Shield costs little Endurance to activate and increases your recovery and maximum hit points for its duration, but when it wears off you are left exhausted, and substantially drained of Endurance. Note that One With the Shield is unaffected by Attack Rate changes. Recharge: Very Long

Personal Comment: This is basically a "oh no, i'm going to die" power. Personally I skip this power because I like to avoid death by planning my build for survivability and if things get that hairy, i'll pop a respite. Further, my builds are typically so tight I can't afford to have powers as a "just in case."

IV. Pool Powers and Epic Pool Powers

Pool Powers:
Fighting: Tough Weave
Personal Comment: Not required, but the added lethal / smashing resist and the large bonus from weave makes this pool HIGHLY recommended.
Slotting Recommendation: 3 slot titanium coating in Tough, and 3-4 slot LotG in Weave

Fitness: Swift Hurdle Health Stamina
Personal Comment: Super Strength / Shield is an endurance pig. Stamina is required and having health invaluable.
Slotting Recommendation: 3 numina / miracle in health, 4 slot stamina with Performance Shifter

Speed: Hasten, Super Speed
Personal Comment: Every build I've made in this game excapt DB stalker has required Hasten. This one is no exception
Slotting Recommendation: 3 slot Recharge IO until perma, then 2 slot Recharge IO.

Jumping: Combat Jumping, Super Jump
Personal Comment: I love having combat jumping for it's movement increase. Having the added defense at .07 end cost is a bonus. This ability is also highly valuable just for the slotting options.
Slotting Recommendation: 2-3 slot Zephyr AND / OR 1-3 Slot LotG

Medicine: Aid Self
Personal Comment: Would make a good choice since mobs are rarely standing up and you shouldn't worry about interuptions, but I've never taken this power.

Leadership: Maneuvers, Assault, Tactics
Personal Comment: Too endurance expensive for the bonuses these powers grant.


Ancillary / Epic Pool
Mu Mastery
Personal Comment: This is the pool I have always used. Electric Fences Ball Lightning are the powers I recommend.

Electric Fences has it's pro's and con's. I like this power because it's a good attack chain filler when doing solid AoE attacks. The negatives are that the damage is pathetic and since it's an immobilize it prevents some enemies from being knocked down.

Ball Lightning is a great ranged AoE that can be cast between every Foot Stomp and Shield Charge.. Socketing Ball Lightning with Ragnorok Chance to Knockdown is an invaluable addition to your AoE knockdown arsenal.
Slotting Recommendation: Elec Fences (5 Positron + Trap Hunter Proc), Mu Lightning (5 decimation or 5 apocolypse), Ball Lightning (5 slot Positron + Ragnorok chance for knockdown)

Mace Mastery
Personal Comment: haven't tried it.

Soul Mastery
Personal Comment: looks similar to mu, haven't tried it. People swear by darkest night as a great defensive addition but I can't give up my ball lightning.

Leviathan Mastery
Personal Comment: I've been very tempted to try out Arctic Breath. Being able to deal -resist on a pack of mobs prior to foot stomp / shield charge will be fun to try, but I'm not ready for another respec yet.

V. Binds + Extras

Binds
I have three handy binds I use that I thought would be nice to include in this guide.

Bind One - Cycle autocast powers - You can't autocast more than one power but you can setup one button that will "cycle" through which power you have on autocast. I setup this series of binds so that I can just click one button on my mouse to cycle through Rage, Hasten and Active Defense and always keep them all running.

Create a notepad (txt) file on C:\ called autocast1.txt and add the line below:

Create a notepad (txt) file on C:\ called autocast2.txt and add the line below:

Bind Two - Single Target Attack Chain Bind = 90% of all my combat is always against 16+ mobs at once. Hence I setup my power tray so that powers 1-4 are AoE attacks. To free up space on my tray I setup this series of binds so that my 5 key would cast Knockout Blow, Punch or Haymaker depending on which one is not on cooldown. This means for Single Target Damage, I can just pound my 5 key and what ever attack is available will be cast.

Bind Three - Red Inspiration maker / user - I farm a ton of different things. Lately I've been farming hordes of Freak lt's. When killing 450 freak per run I get a TON of inspirations. Really the only inspiration I want is damage boosters. Managing combining these all the time got really annoying so I borrowed these binds that make inspirations SO much easier. numpad1 combines all small insp's into red. numpad2 combines all medium insp's into red. numpad3 uses a red insp.

+0.30 end / sec recovery increase

You can farm just about anything with this build. I have 4 favorite types of farms.

1. Tickets - AE - 7 minute level 51 freak lt. farm with 450 freaks packed into one room.

2. Tickets - AE - 6 minute level 52 boss farms teamed with a kinetic.

3. Purples - Cimerora - Wall Farming and "Behind the wall" Farming

4. Purples - Liberate Television 8 man mission farm.

Such an excellent guide, so complete ! I liked much the part on the binds, and I go try some on my Spine/Inv right now

Personnally I wouldnt skip OwtS, liking challenges it's a no brainer for me : it would allow me to outlive many situations, without using inspis, that I couldnt without. But, it really depends on the playstyle.

Anyway, I have a question : how would you compare your SS/SD and your Elec/SD ? Which one do you prefer ?

ok well i looked at your build and im not impressed. im not trying to be rude either.

none of your defenses are capped unless you have someone within range of you for phalanax fighting. and they have to be within 8 feet of you.. so pretty close. so solo, you will not be capped. Your AOE defense isnt capped either way.. even with phalanax fighting.

you basically wasted 4 slots on boxing in my opinion.. sure you get the 10% recharge and 4% recovery.. but if you simply put a ragnarok set in your electric fences or ball lightning.. you would only lose 3.75% recharge.. and you could use those extra 4 slots on much better things. like an extra slot for the pancea in health. an extra blessing of the zepher or two to bring up your AOE defense. You could also change your tough power to aegis.

A quick comment on Active Defense and fast recharge. If you double stack Active Defense it will improve your Defense Debuff Resistance considerably so it can be worthwhile in some fights to aim for that. Worth mentioning.

You quoted where he said that he has the pvp io that has a 3% def increase. I do believe he is at the softcap.


Willpower has more passive regen than Regen does. Who thought that was a good idea?

Can we get a fix for Energy Melee instead of more new sets?

I really like your build in general, but the specifics bother me. What is needed for the level 40 build is to pick up abilities as you really need them so you can level faster.

1) Active Defense should be taken at level 10 as soon as it becomes available, not waiting until level 26. True, you won't be able to keep it up most of the time, but it will be available for those boss fights when you really need it. Like against those Madness Mages. Nothing worse than being asleep when they self destruct. True Grit is a much better choice to wait until level 26 since it's an auto power with very low bonuses.

2) If you're taking the Speed path (for Super Speed), you really don't need Swift (from Fitness). Hurdle is a much better choice, and you can clear those low walls that are just a little too high while you have SS on.

3) Why aren't you getting Stamina at 20? You're choosing Rage. Although it's a very good power, I believe that it can wait until 22 so you can last in battle longer with Stamina and Hasten running.

4) What is really needed is a level 1 to 40 build designed for TOs/DOs/SOs to get you to a point where you can start affording those expensive IOs

5) You put a Heal into Rest? Why not a Recharge so it comes up faster? Nothing in Brawl/Sprint? Brawl should get an Accuracy, Sprint should get a Run, Jump, Endurance Reducer, or Stealth IO.

So I haven't been keeping up with the forums since the migration but I see I have a bunch of outstanding questions here I need to reply with. First I'll post my current build, then I'll post some of my thoughts about this.

Deflection is slotted with 3 Luck of the Gambler + Gladiator's Armor: Resistance + Gladiator's Armor: Teleport Protection +3% global defense and a standard level 50 Resist IO.

True Grit is slotted with a set of 5 Panacea.

Phalanx Fighting is slotted with Shield Wall: Teleport Protection +3% global resist.

Melee defense is about 50%
Ranged is 46%
AoE is 36-38%
Smashing / Lethal Resist is 40% with Time Lord Accolade.
Recharge is 155% (ish)

Random thoughts in no particular order regarding this build:

1. Dark Obliteration - I finally tested out some other pool powers and I've decided I like gloom and dark obliteration for pool powers. Dark obliteration does significantly more AoE damage than electric fences and ball lightning and it has a -to hit component that makes surviving with lower resists more likely.

2. Melee Defense - Now a days all I fight is 52+ bosses. 45% melee defense is good but technically it's not the soft cap against a 52 boss. I've since boosted my melee defense to 50% and survival is a cake walk now.

3. Rage - Rage is the most awesome power in the game ... when solo. I can't remember the last time I've actually used it, since having a kin in the group negates the need for it. I've been thinking about dropping it.

4. Proc in shield charge - I tested using FF+Recharge in shield charge and it has never fired as far as I'm aware. I believe there's some type of bug having it in this power so don't waste the slot.

5. Power selection order - My mids builds never represent the actual order I select the powers as I level up. The power selections are accurate and the slotting is accurate but I don't waste my time figuring out what level I actually picked the power. Most of the time I'm a level 1 leaving the AE and 50 when i come out. What's an SO? lol. I'm fully slotted with 100 set bonuses before I've actually killed my first mob.

6. Super Speed / swift / hurdle - People give me grief because I always choose swift over hurdle. I finally decided to try out hurdle and I do like the jump speed / jump height but I am going to respec back soon. The problem is with pulling large chains of mobs. If you are super speeding by a pack and use an attack on them to draw aggro, your power suppression makes you crawl away ... this is so annoying. I want my swift back so I can move faster while aggro'ing.

7. Compared to ... I've rolled a ton of other toons since my SS / SD and I've determined nothing is as good as this build.

Stone / Stone Brute - Unkillable brute that deals "good" damage. My stone can survive 16 AV's beating on me which is cool, but really a stone brute isn't needed since doing AV farms isnt' speed/efficient. Plus the damage output is about half my ss/sd.

Spines / Fire Scrapper - Hero side is fun, but the blue side doesn't know what they are missing out on. Tanks and scrappers have a 300% damage bonus cap while brute's have 750%. This means my fully slotted AoE monster hero does about 1/3 to 1/4 the damage my brute can. It makes me want to cry.

Fire / Kin Controller - The king farmer on blue side. Wow, made my fully slotted fire / kin and it's a joke compared to the power of brutes. Kill speed is like watching snails race.

Shield / Stone Melee Tank - Currently level 45. Should have him slotted and 50 by tonight.

Stone has a few awesome combo's that should play well with shield. FF+Rech in fault, and the -RES PVP proc in Tremor. Having 4 AoE attacks should be the sweet spot for no downtime also. I should try this with a brute, but I'm killing time on blue side lately.

Have you considered that Sprint is unsupressable? And it adds to the run speed of Super Speed if you're not at the cap. That's why I like the Prestige Sprint Powers (I believe 12 month veteran reward). You can have one with a Run Speed, one with a Jump, one with an endurace reducer, and another with a +Stealth, with one left over (sprint +4 prestige = 5 sprint powers, 6 if you have Prestige Power Slide from the CoH Special Edition).
